About USAID SHOPS Project:


The

Strengthening Health Outcomes through the Private Sector (SHOPS) project is

USAID’s flagship initiative in private sector health. SHOPS focuses on

increasing availability, improving quality, and expanding coverage of essential

health products and services in family planning and reproductive health,

maternal and child health, HIV and AIDS, and other health areas through the

private sector. In Uganda, the healthy mother voucher program has two

objectives: to provide access to maternal child health care services from

accredited private facilities and to build the capacity of a local organization

to manage the voucher program.


Job Summary: The Chief of

Party / Technical Specialist provides overall leadership and strategic

direction for a maternal and neonatal health voucher program, including

developing yearly work plans, managing subcontracts with implementers, and

tracking financial and program data and making corrections as necessary. The

incumbent will also take overall accountability to USAID/Uganda to ensure that

the Abt team provides high-quality results and uses resources efficiently. S/he

reports to a Senior Associate based in the U.S.


Key Duties and Responsibilities: 


1.

Managerial and Technical:


·        
The incumbent will manage the development of a large

maternal and neonatal health voucher program.


·        
Manage project staff, ensuring that SHOPS’s business

runs smoothly and is fiscally correct.


·        
Manage implementing subcontractors, including a

voucher management agency, an accreditation organization, and others.


·        
Act as the primary liaison with USAID/Uganda,

Ministry of Health, and other donors and stakeholders.


·        
Lead technical communication and discussion with

USAID/Uganda regarding work plan, activity updates, reporting, budget, and

deliverables. Meet with the USAID AOR on a regular basis to keep him/her

updated about the project.


·        
Keenly track progress of project results and ensure

proper documentation of workplan status to home office and USAID/Uganda.


·        
Manage all technical assistance.


·        
Ensure the timely preparation and submission of

semi-annual report, annual report, and other deliverables specified in the

agreement.


·        
Provide management and budgetary oversight on SHOPS

project implementation to ensure all activities are completed within the agreed

to timeframe and budget.


·        
Oversee and ensure proper documentation of all

project expenditures, financial reports and back-up documentation to be

submitted to the home office for audit and reimbursement.


·        
Ensure all processes and procedures for project

implementation are compliant with USAID’s and Abt’s policies.


Qualifications, Skills and

Experience: 


·        
The applicant should hold a Master’s Degree

(minimum) in Public Health, Business Administration, Social Marketing, Finance,

or other related fields.


·        
At least ten years of relevant professional

experience designing, implementing and managing private sector health projects

in developing countries.


·        
Significant experience in maternal child health and

voucher programs required.


·        
Excellent organizational and planning skills, with

demonstrated attention to details.


·        
Demonstrated leadership skills and experience in

managing private sector interventions.


·        
Experience interacting with host county governments

and counterparts and international donor agencies at high levels.


·        
Proven experience in capacity building in Uganda or

similar countries.


·        
Fluency in written and spoken English is required.
