The

Inter-University Council for East Africa (IUCEA) is a strategic institution of

the East African Community (EAC) responsible for the development and

coordination of higher education and research in the region. Its mission is to

promote strategic and sustainable development of higher education systems and

research for supporting East Africa’s socio-economic development and regional

integration. The IUCEA Vision is to become a strategic institution of EAC

responsible for promoting, developing and coordinating human resources

development and research in the region. Currently there are 100 member

university institutions, both public and private from all the EAC Partner

States of Burundi, Kenya, Rwanda, Tanzania and Uganda.


About World Bank ACE II Project:


The World Bank

is helping to develop regional higher education centers of excellence in Eastern

and Southern Africa to promote regional specialization among participating

universities within areas that address particular common development

challenges, and strengthen the capacities of these universities to deliver high

quality training and applied research. Following the above, a Regional Steering

Committee (RSC) has already been established to oversee implementation of the

ACE II project. Subsequently, the RSC has selected the Inter-University Council

for East Africa (IUCEA) to be the Regional Facilitation Unit (RFU) for the

project. The RFU will be involved in the preparation and implementation of the

project by carrying out the day-to-day project activities. Hence, it will

facilitate and coordinate the regional aspects of the project as the Secretariat

of the RSC. The RFU will handle the logistics for the call for proposals and selection,

work with selected institutions in developing a work plan, undertake monitoring

and evaluation, coordinate capacity building initiatives for the selected centers

of excellence, and share good practices across countries


Job Summary:  The Information and Communication Officer will

primarily be responsible for communication and dissemination of project

information including ACE II website management.


Key Duties and Responsibilities: 


·        
The incumbent supports the Project Coordinator in

the daily operations of ACE II activities


·        
Ensures development, operationalization and

maintenance of an on-line website and portal for the ACE II project, with

frequent regular updates


·        
The incumbent develops and operationalizes a project

information management system


·        
Publishes on IUCEA/ACE II website information

relevant for dissemination to wider public


·        
The job holder publishes and

disseminates/communicates evaluation results and information on successful ACE

IIs


·        
Implements internal and external strategies for

communication and advocacy


·        
Organizes proposal improvement workshops


·        
Develops and operationalizes guidelines and tools

for collecting relevant information


·        
Performs any other functions related to the

successful implementation of the ACE II project as directed by the Project

Coordinator.

Operational Project Management Information System

Appropriate project materials uploaded and edited on

the website continually

Project Social media platforms continually updated.


Qualifications, Skills and

Experience: 


·        
The applicant should preferably hold a Bachelor’s

degree in Mass Communication or related degree.


·        
Possession of a Postgraduate training in ICT is an

added advantage.


·        
At least five years’ of relevant experience at the

national or international level in management and dissemination of

communication or advocacy.


·        
Previous experience in the usage of computers and

office software packages, good knowledge and experience in handling of

web-based management systems and social media communication in an academic or

research institution preferably.


·        
Good website management skills


·        
Previous experience in project and information

management


·        
Conceptual, analytical and problem-solving skills


·        
Excellent interpersonal and communication skills


·        
Working knowledge of ICT applications to information

management and dissemination


·        
Ability to communicate with stakeholders


·        
Skills to communicate through social media


·        
Good writing skills, effective team member, attention

to details


·        
Age

Limit:
Not more than 55 years.
