FSD

Uganda (FSDU) is an independent, not for Profit Company. We support innovation,

conduct research and help improve policy and regulation. Our objective is a

deeper, broader and more inclusive financial sector in Uganda. Our aim is to

improve the livelihoods of Uganda’s low-income households through a market-development

approach. The Department for International Development (DFID) is committed to

funding a financial services inclusion programme to provide access to

appropriate products for poor people and small and medium enterprises.


Job Summary: The Policy, Legal & Regulatory Specialist will

be charged with offering technical support in policy and institutional change

to remove barriers to access to financial services by poor people and improve

the enabling environment (legal, regulatory and policy framework) of the

financial sector.


Key Duties and Responsibilities: 


Actively contribute to

the development and implementation of FSDU’s strategic and operational plans;

providing expertise and insight in the field of Uganda’s legal, regulatory

& policy environment and the mechanisms that govern it:

  • Proactively scan Uganda’s legal and

    regulatory environment, as well as the financial services’ operational

    environment in order to understand how to effect change

  • Work closely with Research Specialist to

    access and/or commission relevant research into pro-poor policy, legal and

    regulatory frameworks

  • Conduct policy gap analysis and develop

    strategies for bridging the gaps


Oversee the development

& implementation of the influencing strategy for the Policy, Legal &

Regulatory arena; seeking to encourage expansion of access to financial

services and enhanced financial inclusion:

  • In charge of developing an innovative

    influencing strategy for this arena

  • Build and strengthen relationships with key

    stakeholders

  • Develop influential briefs for policy,

    legislative, regulatory and operational reform

  • Engage with media (e.g. debates on TV or

    radio; editorial material for newspapers, social media campaigns

  • Work in liaison with Communications

    Specialist to develop promotional campaigns / materials

  • Organise forums and presentations at

    conferences / public debates


Drive and enhance

processes which lead up to the enactment of reforms by providing concrete,

practical support:

  • Where necessary, to establish, co-ordinate,

    advise and facilitate working committees / meetings of stakeholders to

    support Financial Sector Development initiatives

  • Provide/sponsor consultancy support to assist

    with the development of policy

  • Fund and otherwise support information

    exchange visits that show stakeholders possibilities for effective

    policy/legislation/ regulation.


Support capacity building

and institutional strengthening that will result in enhanced access to

financial services by the poor:

  • Develop a work plan for institutional

    capacity enhancement

  • Support legislators/regulators effectively to

    apply pro-poor policies

  • Explain the likely impact of innovations and

    developments in the financial sector to policy makers and regulators

  • Work closely with the Innovative Financial

    Services Specialist to support FSPs to effectively engage with / take

    advantage of pro-poor policies

  • Work with the FSD Africa’s Pillar Head on

    Meso Organisations in order to implement any feasible strategies in Uganda

  • Enhance capacity of Meso Organisations to

    improve service delivery for the expansion of improved access to financial

    services


Establish and supervise

projects carried out by partners and consultants so that good relationships are

maintained and outputs delivered:

  • Develop detailed work plans for the

    respective projects

  • Originate and liaise with consultants and

    partners to agree ToRs (these should then be passed on to Chief Operations

    Officer for contracting)

  • Supervise & coordinate roll-out of

    projects by partners/consultants; managing and motivating them to ensure

    timeliness and impact

  • Work closely with the Results Specialist in

    order to measure impact and effectiveness; taking corrective action if

    required


Qualifications, Skills and Experience: 

  • The Policy, Legal & Regulatory Specialist

    should hold a First Degree – Bachelor of Arts in Social Science/

    Economics/ Political Science

  • Possession of a Masters in Economics or Masters

    in Development Studies or Masters in Policy related studies is desired

  • A minimum of three years’ experience in

    working with other stakeholders to influence government in taking certain

    courses of action (senior level)

  • Previous exposure and experience in policy

    research and analysis (government policy)

  • Prior experience in building and maintaining

    networks and linkages

  • Experience in influencing for change
