Job Summary: The Senior Transport & Logistics Associate leads

and manages the country driver pool and vehicle availability and allocation for

the portfolio of MSH projects in Uganda. The jobholder will primarily be responsible

for, but not limited to, oversight of insurance, inspection, registration and

operations for all MSH vehicles, providing timely vehicle repair and

maintenance, allocating drivers and vehicle resources, maintaining safe,

efficient and effective transportation services, and supervising the transport

department staff in carrying out the responsibilities of the department. The

incumbent manages external relationships with vendors, garages and technicians

on behalf of MSH Uganda. S/he ensures that the department operates as a

cohesive, neutral, functional unit that provides high-quality, responsive,

timely and cost effective services across all projects within the framework of

local laws, MSH policies and standard operating procedures, and donor

requirements.


Key Duties and Responsibilities: 

  • The jobholder ensures standard fleet and

    vehicle operating procedures, policies and SOPs are well documented and

    understood by all staff. Provide supporting, training and advice to all

    MSH Uganda staff and visitors on fleet management policy and

    responsibilities.

  • Assist with orientation and in-service

    training for all MSH Uganda staff and new drivers on fleet management

    & SOPs.

  • Ensures that vehicle deployment is performed

    efficient and effectively; Check and control log sheet for each driver,

    track vehicle & fuel usage and monitor fuel consumption; Handle fuel

    disbursements; issue same to drivers and staff authorized to fill

    vehicles. Where MSH vehicles are not available, ensures alternative

    transport is availed.

  • Ensure all office vehicles are in high

    quality condition, roadworthy and equipped with emergency supplies, e.g.

    spare tires, changing tools, first aid kits, fire extinguishers, etc.

    Maintain and ensure strict adherence to an efficient and effective

    preventive maintenance plan for servicing and maintenance of vehicles,

    ensuring service and maintenance are completed properly and in a timely

    manner

  • Assigns appropriate vehicles with drivers for

    assignments in accordance with established rules and regulations;

  • The incumbent will ensure that the procedures

    for repair such as job order and check-out formats are completed when

    vehicles are checked in and checked out of service or repairs; Approve and

    justify vehicle maintenance needs before a vehicle is taken for repairs

    and verify service/repairs payment requests against job order

  • Mentors and trains drivers on use of log

    books and travel sheets, and ensures drivers comply before undertaking

    trips;

  • Ensure that all drivers have taken technical

    and driving skills test and have valid driving license before authorized

    to drive MSH vehicles

  • Process and manage vehicle insurance,

    registration and timely inspections for project vehicles

  • Report and manage in a timely manner any

    vehicle incidents; Submit and follow up on claims in timely manner, and

    update and maintain vehicle history auto claim files. Be able to travel to

    the accident site to deal with the victims, driver and police through MSH

    standard accident procedures.

  • Provide timely information on road and vehicle

    travel conditions to staff

  • Obtain plates for new vehicles and arrange

    annual inspection.

  • Guide the Operations Unit Manager immediately

    in case of any unsafe vehicles, generators, incinerators, etc.

  • Arrange other modes of safe transport

    (motorcycles, boats, etc.) when determined vehicles are not efficient or

    appropriate for destination.

  • Works closely with the procurement unit in

    the procurement of rented vehicles and ensures all vehicles are inspected

    before they are dispatched for assignment.

  • Ensure timely submission of the invoice and

    payment of rental vehicles in coordination with procurement unit.

  • Ensure timely submission of required reports

    and other information.

  • Provide timely, cost effective, and high

    quality support and service to all MSH country-based projects and

    activities.

  • Assist to mitigate risks within fleet

    management functions and rectify challenges identified.

  • Assist and deliver training to field offices

    as needed.

  • Provide supervision to all transport/fleet

    staff and is accountable for their performance management (including

    regular results, check-ins, formal appraisals, supportive supervision,

    rewards, training, coaching and career development support)

  • The incumbent will ensure actions are

    governed by the highest standards of personal and business conduct as stipulated

    in policy guidelines.

  • Contribute to maintaining teamwork,

    discipline sound work relationships and productivity

  • Perform any other duties as may be assigned

    from time-to-time by the Operations Manager.


Qualifications, Skills and Experience: 

  • The applicant should hold a relevant

    Bachelor’s degree with relevant training

  • A minimum of three years’ experience in fleet

    management.

  • Previous experience overseeing donor-funded

    property preferred.

  • Possess a valid, clean computerized driving

    license in classes B, CM, and DL with not less than 8 years’ driving

    experience with Training in defensive driving

  • Knowledge and experience in design and implementation

    of fleet policies

  • Knowledge of Uganda Road Laws and experience

    ensuring adherence

  • Working knowledge and experience in basic

    mechanics

  • Computer literacy and proficiency with word

    processing applications especially Microsoft Excel and Word

  • Proven ability to maintain fleet management

    database and analyze fleet management data

  • Excellent interpersonal skills; demonstrated

    ability to interact professionally with a culturally diverse staff,

    clients and consultants.

  • Fluency in English.

  • Ability and willingness to travel

    extensively.
