Introduction:
MU-JHU Care Ltd – MU-JHU Research Collaboration is currently seeking any, competent and high caliber individual with the described qualifications to apply for the Procurement Manager position:
This person will have the following duties and responsibilities:
-Responsible for the procurement of supplies through the development and implementation of strategic supply plans and the management of supplier relationship to improve purchasing transactions within the established project specified time frame.
-Other areas of responsibility will include price negotiation, planning, inventory control, and quality control.
-Negotiating and Administration of purchasing contracts and service agreements
-Effective proactive liaison with user departments as necessary to forecast, and determine re-order levels
-Outsourcing strategy/development/ management and payment terms negotiation
-Documented and updated records on procurement activities, plans and Disposal.
-Ensure effective contract implementation and delivery within contract specified time lines.
-Responsible for ensuring that orders are procured and available to the end users within the established project specified time frame.
-Solicit for quotations for the project’s supplies/ equipment requirements both locally and internationally including Internet searches.
-Establish and or renew maintenance contracts for all the project equipment and ensure that these contracts are timely implemented.
-Ensure that disposal procedures for equipment are followed.
-Compile and maintain approved suppliers’ log for both local and foreign suppliers.
-Generate timely management reports for purchases, issues and balances of each stock item and any reports as required by management.
Required Qualifications and Experience
-Candidate must possess at least a Bachelor’s Degree or its equivalent in Procurement, Supply and Logistics from a reputable institution of higher learning
-A recognized professional qualification like CIPS
-At least a minimum of 4-5 years’ work experience in Procurement, Stores and logistics, preferably in a health related Research Organization
-Demonstrated experience in the procurement of laboratory supplies and technical medical equipment will have an added advantage.
-Knowledge of supplies/stock management software especially Microsoft Dynamics NAVISION will be an added advantage.
-Skills and experience in procurement & Supply chain management
-Possess efficient managerial skills, analytical skills, have good negotiating skills and have good information about the product services.
-Able to work independently, demonstrating good judgment
-Excellent communication and computer skills
-Good interpersonal relationships
-Highly organized, detail-oriented and selfmotivated.
-Ability to handle multiple tasks simultaneously.
-Ability to work on own initiative.

A Diploma in Procurement & Supply Chain Management and/or a professional qualification like CIPS would be an added advantage.

COMMUNITY EMPOWERMENT ADVISORS (3)
Duty Stations: Arua, Fort Portal and Mbale
BACKGROUND:
SNV is an international development organisation, created as a foundation in the Netherlands in 1963. We currently work in 32 countries in the world, most of them in Africa. SNV started working in Uganda in 1989. At present we work mainly in West Nile, Central, Rwenzori and North East regions. In partnership with Ugandan partners, UNICEF and the Embassy of the Kingdom of the Netherlands, SNV is implementing a Community Empowerment Programme with the following objectives:
Increased productivity and incomes at household level
Improved food security: availability and access to quality food
Increased access to safe water, sanitation and hygiene at community and household levels
Improved quality of education at primary level through effective participation of parents in school gardens.
The initial programme focus will be in 750 schools and communities in the districts of Arua, Nebbi, Nwoya, Lira Soroti Bundibugyo, Kyenjojo and Kasese.
We are looking for competent, motivated, result-oriented individuals to fill the available vacancies.
OVERALL PURPOSE OF THE JOB:
The advisor will work in the SNV team to facilitate the implementation of the program together with all stakeholders.
The advisors will promote sustainable agriculture, using school gardens as an entry point. The advisor will work closely with the SNV WASH team to implement the programme.
MAIN RESPONSIBILITIES:
Facilitate stakeholder engagements that bring together communities, local governments, economic actors and school administration to develop school gardens and other community empowerment solutions.
Facilitate the design and set up of good agriculture practice demonstration gardens in selected schools.
Facilitate the use of these demonstration sites to build the capacity of communities on innovative agronomy practices for increased household food security Facilitate increased collective marketing by functional farmer economic groups.
Facilitate increased communities' access to quality extension services such as water supply, household sanitation and hygiene improvements, increase of house hold income Contribute to periodic research and data collection initiatives Build the capacity of local service providers to deliver the program objectives
Document interesting results and lessons learnt, including the process followed, identifying key success factors for scaling-up and the support supplied by SNV and UNICEF, and present study and research findings at relevant forums.
EDUCATION AND WORK EXPERIENCE REQUIREMENTS:
A. Education and work experience:
Master’s degree in Economics, Agriculture, Development Studies or equivalent.
Additional qualifications in value chain development or agronomy will be an added advantage.
Practical and demonstrable past experience implementing agriculture interventions at community level.
Practical experience in promoting farmer-friendly extension models such as farm field schools and other methodologies.
Proven knowledge and experience in facilitation of Multi- Stakeholder Platforms; producer group strengthening, good governance; social inclusion, gender;
Excellent teamwork, coaching and communication skills
At least 5 years of working experience preferably of which at least 3 years in a development organization that has been actively involved in livelihoods development.
Knowledge on WASH will be an added advantage Desired Start date: 1 September, 2011

Corporate Social Responsibility (CSR) Specialist- based in Kampala
The CSR Specialist is responsible for providing support to increase and improve linkages between the STRIDES project and the private sector and ensuring that companies have a stake in contributing to the good health and well-being of their communities. S/he will explore CSR partnership and funding opportunities with private sector companies and identify mutual areas for support and/or collaboration.
S/he will develop the identified areas for partnerships into concepts and eventually into fundable projects, and monitors the implementation of such projects while providing regular feedback to STRIDES and the collaborating company on the results of the project. S/he performs a full range of programmatic, financial management, planning and monitoring functions which are critical to the smooth operation of the CSR private sector initiative. S/he will also manage the smooth fl ow of communication between the companies and STRIDES, and set up a system for recording relevant CSR contributions from collaborating companies in compliance with the applicable USAID regulations and Generally Accepted Accounting and Auditing Standards.
Qualifications:
1) Degree in Business Administration or other relevant field.
2) At least five years work experience in resource mobilization and proposal development.
3) Strong analytical, negotiation and interpersonal skills.
4) Proven ability to work effectively with a diverse set of corporate companies, senior managers, and project partners.

The main duties and responsibilities:
Monitor and facilitate 8-module basic entrepreneurship / business training for refugees.
Plan trainings and train community business facilitators, who are refugees.
Mentor, motivate and do on-the-job training and advising of business facilitators.
Mobilize and motivate business learners in cooperation with local community.
Mobilize and advice establishment of small village level savings and loan groups.
Provide technical assistance to the FRC project management and partners in planning, implementing, monitoring and evaluation of business training for adults.
Identify, formulate and initiate relevant methods, models and practises in entrepreneurship training suitable for adult refugees.
Qualifications:
Academic degree on business studies or development/social studies combined with very strong experience on running and planning a small business.
At least 1 year professional experience in conducting business training and mentoring at village/ community level. Experience of running a business is a plus.
Hands on approach to business.
Knowledge of adult education methods.
Work experience with a NGO is a plus, as is experience of working with refugees.
Knowledge of participatory methods and their utilisation in rural settings.
Fluency in written and spoken English and basic skill of Swahili or French.
Computer literate, knowledge of Internet and Windows XP programs.

Kyangwali Refugee Settlement 85 km from Hoima.

JOB TITLE: LABORATORY SUPPORT OFFICER (1)

Functionally Supervises: Laboratory Technicians at TASO Centres
MAIN PURPOSE OF THE JOB
To supervise, coordinate and administer provision of laboratory services, and to provide related technical support to TASO service centres.
KEY OUTPUTS
• Centre laboratory technicians supervised and supported
• Protocols on laboratory procedures and standards observed and maintained.
• Budgets and forecasts for centrally purchased laboratory reagents and other laboratory supplies and equipment prepared
• Laboratories at TASO centres regularly inspected

KEY DUTIES AND RESPONSIBILITIES
• Participate in planning and budgeting for the medical department
• Develop, implement and evaluate quality assurance and quality control programs in laboratory services, and effect necessary corrective action
• Develop and operationalize disposal policies and procedures for chemicals and other hazardous wastes, that meet environmental health standards
• Ensure adherence to TASO acceptable algorithms in HIV screening processes
• Make specifications of required HIV test kits and other laboratory supplies and reagents to be procured, and carry out verifications of the supplies and reagents delivered
• Monitor functionality of laboratory equipment at the centres on a regular basis
• Develop and operationalize preventive maintenance protocols for laboratory equipment
• Arrange for the building of staff capacity to maintain and operate standard laboratory equipment

The Microfinance Support Centre Limited (MSC) is a Government of Uganda (GOU) owned company. MSC was incorporated in 2001 as a company limited by guarantee. It is the linchpin of GOU microcredit programmes under Rural Financial Services Strategy (RFSS).
The RFSS is a component of the Prosperity For All program [PFA].

1. FINANCIAL SERVICES OFFICER,
LEVEL 5 - (2 Vacancies)
JOB PURPOSE: Promote the provision of financial services and capacity building initiatives to client Organisations in the zone. These positions are field based and are in upcountry zonal offices.
REPORTS TO: Senior Financial Services Officer (SFSO).
Key Tasks and Responsibilities:
1. Carry out appraisals for applying clients and recommend to the Senior Financial Services Officer for a credit decision;
2. Provide technical guidance/assistance to the contracted clients to use sound practices in their organisations;
3. Assist in promotion and dissemination of relevant information, procedures and guidelines about the Company to different stakeholders;
4. Compile monthly performance reports on clients under his/her areas of supervision for submission to Senior Financial Services Officer.
5. Participate in the collection of socio-economic data on selected clients of the partner organisations for purposes of assessing the impact of the Company on the target group.
6. Supervise contracted clients to abide by the agreed loan terms in the contract;
7. Prepare monthly work plans, budget and status report for the districts supervised;

10. Undertake identification of Institutions, capacity building needs and implement capacity building initiatives Person Specifications / competences:
The position requires the following minimum qualifications and Competences:
a) An honours Degree in Social Sciences, Microfinance, Statistics, Business Administration, Economics, Rural Economy, Commerce, Agriculture or any other related discipline from a recognised University;
b) At least 3 years working experience in Microfinance or credit delivery to MFIs, CBOs and SACCOs SMEs;
c) Ability to analyse and interpret financial statement;
d) Good interpersonal, communication and analyticalskills, dedicated and committed to work with the community under minimum supervision;
e) Must be computer literate in MS-Office;
f) A clean driving permit (Class B) will be of an added advantage.
