University Research Co., LLC

(URC), a US-based public health organization working in Uganda since 2005, is

implementing the USAID Applying science to strengthen and Improve Systems

(ASSIST) Project which is a five-year cooperative agreement dedicated to

improving health, population and nutrition services through technical support

to service delivery institutions, country Ministries of Health, USAID country

missions, and cooperating agencies.


Job Summary: The USAID

ASSIST Project Monitoring and

Evaluation Coordinator will be responsible for strengthening the capacity of

the M&E system to meet the M&E needs of the program. The incumbent will

effectively plan and implement quality M&E activities of HIV/AIDS care and treatment

services for people living with and affected by HIV/AIDS, PMTCT, MNCH, FP, TB

and malaria services. The M&E coordinator will keep abreast of state of art

M&E approaches to ensure the use of technically appropriate monitoring,

evaluation and information systems.


Key Duties and

Responsibilities: 

  • Provide

    leadership, guidance and support to the technical teams in all aspects of

    the M&E work

  • Ensure

    M&E technical assistance is available and provided at all times to the

    different program areas.

  • Design,

    develop and implement a strategy in line with the USAID agency for

    supporting the various districts

  • Steer

    the analyzing and writing of monthly, quarterly, semiannual and annual

    programmatic performance reports and their submission in stipulated

    deadlines and support other project staff in writing skills.

  • Guide

    the data auditing and verification to assure internal consistency and

    validity of project activity monitoring data reported by all districts,

    through quarterly data verification and auditing visits.

  • Actively

    facilitate the interpretation and use of M&E data, through the

    quarterly district review meetings between the project and the district

    health Team.

  • Technically

    support HMIS/ District Biostatisticians to ensure timely and accurate

    entry of reports into DHIS2

  • Facilitate

    review of progress on a quarterly basis; problem solving and development

    of remedial actions ensuring any disparity between planned and actual

    outputs are addressed.

  • Take

    part in and contribute to the development of Monitoring and Evaluation

    performance monitoring plan.

  • Facilitate

    implementation of capacity building courses through workshops and on the

    job trainings on monitoring, evaluation and reporting as required for

    districts.

  • Offer

    assistance and support to field staff in the development and

    implementation of monitoring tools, which will include, but not be limited

    to, data collection, analysis and reporting on program indicators;

  • Support

    the coordination and execution of events in the department such as,

    organizational project learning by developing, collecting and

    disseminating relevant information on monitoring, evaluation and research.

  • Perform

    other duties as assigned by the supervisor/chief of party.


Qualifications, Skills and

Experience: 

  • The

    Monitoring and Evaluation Coordinator should hold a Master’s degree in

    Public health or demography or statistics

  • At

    least five (5) years’ experience in design and implementation of

    monitoring, evaluation and research

  • Thorough

    familiarity with the MOH HMIS system using the DHSI2

  • At

    least four years of providing training and in a supervisory and/or

    management role in monitoring and evaluation

  • Good

    knowledge and understanding of USAID expectations and trends for

    monitoring and evaluation.

  • Past

    experience of working with international NGOs, MOH, district

    administration, public health facilities will be an advantage

  • Possess

    the ability to work independently with minimal supervision

  • Ability

    and willingness to travel within the supported districts

  • Computer

    literacy skills –in MS Word, Excel, PowerPoint, Outlook and Internet and

    statistical packages such as SPSS, STATA, Epi Info and others
