USAID RWANU Project Jobs - Monitoring & Evaluation Manager at ACDI/VOCA

About USAID RWANU Project:


ACDI/VOCA is an

international NGO that is currently implementing the USAID-funded PL 480 Title

II Development Food Assistance Program entitled “Resiliency through Wealth,

Agriculture, and Nutrition in Karamoja (RWANU).” The RWANU Program aims to

reduce food insecurity among vulnerable rural populations in selected

sub-counties of Amudat, Moroto, Napak and Nakapiripirit. The Program’s

strategic objectives are (1) improved availability and access to food and (2)

reduced malnutrition in pregnant and lactating mothers and children under five.

The RWANU Program takes a preventive approach to reducing malnutrition, focusing

on the first 1,000 days of life when conditional food rations will have the

highest impact. RWANU promotes diversified livelihoods strategies including

linkages to market opportunities to ensure long-term food security and

resilience to food insecurity shocks.


Job Summary: The Monitoring

& Evaluation Manager will be responsible for supporting the design, timely

implementation, monitoring and evaluation of the program activities within

RWANU.


Key Duties and Responsibilities: 


·        
The incumbent will render support in the data

analysis and preparation of quarterly operational reports and annual results

reports that are submitted to the donor.


·        
Offer technical oversight of the M&E approach

and strategy in consultation with the Chief of Party and the ACDI/VOCA headquarters-based

M&E specialist for the program.


·        
Ensure compliance with USAID Office of Food for

Peace implementation and reporting guidelines as well as ACDI/VOCA’s corporate

M&E systems; keep up-to-date on changing donor requirements, new food

security initiatives, etc. and liaise with USAID/UGANDA M&E specialists


·        
Maintain up to date information in USAID FFP and FTF

M&E data bases Manage and oversee a technical team of M&E specialists

and supervise data collection and documentation activities of all field-based

personnel.


·        
Design, implement, and lead comprehensive, efficient

and effective M&E training and capacity-building programs for international

and local partners and program staff.


·        
Build the capacity of staff and partners on M&E

tools and analysis, data management, data analysis, basic surveying and

sampling techniques, report writing techniques and requirements for ACDI/VOCA

and other relevant donors.


·        
Coordinate annual impact survey activities in

addition to other studies/evaluations as needed; investigate opportunities for

pilot initiatives or special studies.


·        
Serve as the primary drafter and editor of project

reports, donor reports and needs assessments for dissemination. Incorporate

technical teams’ and sub-recipients’ contributions to quarterly performance

progress reports and provide feedback on quality and compliance with ACDI/VOCA

reporting guidelines.


·        
Manage the development of an integrated project

database, and ensure its continued maintenance and improvement.


Qualifications, Skills and Experience: 


·        
The applicant should hold a Master’s degree in the

fields of Social Sciences, Governance, Health, Economic Growth or other related

field


·        
The ideal candidate should have a minimum of seven

years’ development experience as part of international donor-funded projects

with a proven record of project M&E systems management


·        
Prior exposure and experience in the design and

implementation of M&E systems for capacity building interventions


·        
Previous experience designing and implementing

M&E training for international organizations and USAID-funded projects


·        
Prior experience in data collection, statistical

analysis and reporting, including experience with computer-based statistical

packages and databases (Epi Info, ACCESS, STATA, SPSS, SAS, etc.)


·        
Familiarity with USAID rules and regulations

(preferably the Office of Food for Peace)
