The

United Nations Mission in South Sudan (UNMISS) was set up in 2011, with the

objective to consolidate peace and security, and help establish conditions for

development in the Republic of South Sudan, with a view to strengthening the

capacity of the Government of  South

Sudan to govern effectively and democratically and establish good relations

with its neighbours.


Key Duties and Responsibilities: 
Within limits of delegated authority, the Procurement Assistant will carry

out the following duties:

  • Supervises and provides work direction and

    guidance to junior procurement assistants and national general service

    staff; manages and coordinates the activities in his/her unit or area of

    responsibility.

  • The jobholder manages the provision of

    assistance to requisitioning personnel in preparing scope of work and specifications

    of goods and services; proposes product of substitutions consistent with

    requirements to achieve cost savings; determines the availability of

    funding sources.

  • Researches the market; recommends potential

    sources of new procurement; interviews potential suppliers and

    contractors; proposes new companies for approval by the supervisor for

    inclusion in the registered vendors list.

  • The incumbent will be tasked to produce

    tender documents based on the nature of the requirements and cost of

    procurement involved. Prepares abstracts of offers and compiles data

    contained in quotations, bids and proposals to determine the award. Enters

    into negotiation of terms and conditions of orders under the guidance of

    senior officer.

  • Reviews and evaluates the performance of

    vendors and contractors; identifies any shortcomings; initiates

    appropriate recommendations to the Vendor Review Committee for suspension

    and/ or exclusion of those who fail to perform satisfactorily from any

    further business with the field mission.

  • Prepares presentations for the Headquarters

    Committee on Contracts (HCC) for procurement cases involving financial

    commitments in excess of the delegated monetary ceilings of the RPO, for

    approval by the authorized official; participates in HCC meetings and

    provides relevant explanations and details to the Committee.

  • Regularly reviews technical evaluations

    received from requisitioning offices and advises the designated purchasing

    staff on the selection of the vendor/bid/offer in accordance with related established

    Financial Regulations and Rules for submission to respective awarding

    authority.

  • Prepares purchase orders and contracts and

    forward them for approval by the appropriate senior officer; presents the

    purchase order and contracts, once approved and obligated, to the

    successful bidders.

  • Oversees the maintenance of relevant internal

    databases and files; monitors contractual agreements, directs provisioning

    contracts and inform users affected of contractual rights and obligations.

  • Conducts the sale by auction of mission

    assets which have been written off the inventory and recommended for sale

    by property survey board action; prepares advertisements; organizes

    viewing of assets; receives bids; prepares documentation for the opening

    of bid; coordinates with the relevant section the handover of equipment

    once payment is made.

  • The Procurement Assistant will guide and

    direct the development and implementation of a documentation filing system

    which provides transparency; proper record control; security of documentation,

    particularly sealed bids, which adheres to the standards and procedures

    outlined within the Procurement Manual.

  • Performs other duties as required.


Qualifications, Skills and Experience: 

  • The ideal candidate for the United Nations UNMISS

    Procurement Assistant job opportunity should hold a High school diploma or

    equivalent. Technical or vocational certificate in the field of business

    administration or procurement action or related fields is a requirement.

  • A minimum of eight years of progressively

    responsible experience in procurement, contract management, contract

    administration or logistics and supply chain management in the public or

    private sector, of which at least two years should be directly related to

    first-hand procurement and/or contracting experience at the international

    level, is required.

  • Procurement experience in peacekeeping

    missions and/ or field duty stations within the UN system would be an

    asset.

  • Languages: English and French are the working

    languages of the United Nations Secretariat. For the position advertised,

    fluency in oral and written English is required.

    In-depth grasp of leading-edge procurement techniques, practices and

    operations, and ability to address broader issues of procurement in terms

    of impact at the programme and institutional level; good working knowledge

    of best value for money concept and methodology, international legal

    procedures and instruments and contract law; expertise in handling complex

    procurement and the contracting of highly complex and technologically

    advanced products and services; proficiency in legal writing and

    expression and ability to prepare contracts and a variety of legal

    instruments and related documents; ability to develop procurement

    policies, procedures and new programmes; strong analytical skills to

    evaluate commercial offers and good knowledge of sources of supply, market

    trends, pricing, etc.; excellent negotiating skills in resolving conflicts

    and ability to shape and influence agreements with requisitioning offices

    and vendors; discretion and sound judgement in applying technical

    expertise to resolve complex and/or sensitive issues.  

  • Planning& Organizing:

    Develops clear goals that are consistent with agreed strategies;

    identifies priority activities and assignments; adjusts priorities as

    required; allocates appropriate amount of time and resources for

    completing work; foresees risks and allows for contingencies when

    planning; monitors and adjusts plans and actions as necessary; uses time

    efficiently.  

  • Teamwork: Works collaboratively with

    colleagues to achieve organizational goals; Solicits input by genuinely

    valuing others’ ideas and expertise; is willing to learn from others;

    Places team agenda before personal agenda; Supports and acts in accordance

    with final group decision, even when such decisions may not entirely

    reflect own position; Shares credit for team accomplishments and accepts

    joint responsibility for team shortcomings.
