8 of Uganda’s International Development Partners (Austria, Denmark, EU, Ireland, Netherlands, Norway, Sweden and the UK) have established the Democratic Governance Facility (DGF) which provides harmonized and coordinated support to state and non-state partners in Uganda within the following three components:1. Deepening Democracy Component,2. Rights, Justice and Peace Component and3. Voice and Accountability Component.The Programme Officer will be part of the DGF Programme Management Unit (DGF- PMU), which is responsible for the day-to-day management and implementation of the programme components as agreed by the DGF-Steering Committee while observing the DGF Board's strategic direction.The Programme Officer (PO) for Transitional Justice and Conflict Prevention reports to the Component Manager (CM) for Rights, Justice and Peace for the overall progress and the effective management of the sub-component on Peace & Reconciliation and on Transitional Justice. The PO will contribute to the establishment and implementation of the DGF tailored approach for conflict prevention in the various regions of the country. In addition, the PO will follow-up on the Justice Law and Order Sector policy on Transitional Justice to enhance the TJ mechanisms effectiveness and outreach to fulfill Uganda international justice obligations, empower war affected communities and promote justice for war victims. The PO will report on achievements and shortcomings against the DGF objectives and logframe indicators, and ensure that DGF’s interventions are appropriately evaluated. The PO will be part of the Rights, Justice and Peace team, and will work collaboratively with colleagues in the RJP Component and across the DGF.The PO will report to the CM who will also be responsible for agreeing to detailed personal job objectives and performance targets. Progress will be reviewed and the results recorded on a regularly agreed basis. The performance appraisals will inform contract renewal.The DGF will provide a dynamic, pleasant, culturally-mixed and enabling working environment. It is envisioned that the Programme Officer will work as part of a diverse matrix team of professionals with different skills, talents and competences. Jointly, the DGF team aims at a common goal, with shared performance targets outlined in the DGF log-frame. The team operates in a collaborative and complimentary manner within and across the three DGF components with the purpose of achieving the DGF objectives more efficiently and effectively. This involves undertaking vertical and/ or horizontal assignments outside one's area of jurisdiction or specialization. The DGF management team directs and guides this work culture. This work method provides staff with diversity and opportunity for vertical and2 horizontal growth, enabling them to concurrently deepen their technical and managerial skills in multiple, but related technical areas.Context analysis input and management of partner relations (10%)The Programme Officer for Transitional Justice and Conflict Prevention will specifically have knowledge of the context and key actors in transitional justice and conflict prevention in the country. He/ she will be responsible for providing ongoing context analysis in the areas of transitional justice and conflict prevention. He/she will provide input to management of partner relations as to ensure that the programme implementation is adjusted to the changing context:· Provide analysis of key developments as well as local, national and international “best practices” in the relevant areas.General programme management (70%)The Programme Officer for Transitional Justice and Conflict Prevention is responsible for the day-to-day management of the Transitional Justice projects and of the Peace & Reconciliation sub-component within the Rights, Justice and Peace Component, including achievement of agreed targets:· Development and oversight, where required, of funding application processes or call for proposals for potential implementing partners;• Ensure good working relationships with key stakeholders, including the effective management of relations with state and non-state partner organisations;· Provide technical inputs to the development of annual work plans and budgets of DGF and its partners;· Review and provide comments to narrative and financial reports received from partners;· Provide capacity development support to partners;· Report on the indicators, milestones and targets for Transitional Justice projects and for the sub-component on Peace & Reconciliation as specified in the DGF Log Frame;· Summarize results, challenges faced and “lessons learned” in TJ and the Peace sub-component;· Provide “case stories” and other information designed for communication to wider audiences;· Ensure compliance with the “Finance & Administration Manual” and “Partnership Manual” of the DGF;· Ensure cross-cutting issues are addressed adequately during planning, implementation and reporting, especially gender related issues.· Undertake any other assignments as delegated by the Component Manager.Monitoring and Evaluation (20%)The Programme Officer for Transitional Justice and Conflict Prevention will be responsible for M&E of the respective projects in these areas in close collaboration with the Results and Communication Unit (RCU). This will include:· Undertake regular field visits to partners to accompany and monitor activity implementation;· Monitor project progress and achievement of milestones and targets as per the projects monitoring framework;· Participate in Mid-Term-Reviews and contribute to evaluation of projects as requested.Academic and professional qualifications3· A Masters Degree in Transitional Justice, Conflict Prevention or any other relevant subject from a recognized university.· Additional qualifications in project and program management & administration, public policy, development studies and political science would be a distinct advantage.· Good knowledge of current development challenges and political developments in Uganda, especially in transitional Justice issues and related processes that took place in Uganda’s past;· Sound understanding of the peace & security issues in the country including the potential threats that could destabilize the country;· At least five years experience and well documented good track record in maintaining constructive partner relations and managing financial and technical support to partners;· At least three years of specific experience in transitional justice & conflict prevention programs in Uganda, analyzing data, writing reports, and communicating to wider audiences in the transitional justice and/or conflict prevention areas.Core technical competencies required for the roleRole requires core competencies in the following areas:· Alternative Dispute Resolution mechanisms· Capacity development and organizational development· Strong conceptual and analytical skills;· Excellent communication and facilitation skills;· Fluency in English and strong writing skills;· Strong cooperation and team working skills;· Capacity to work also under pressure, with high level of self motivation;· Demonstrated ability to interact professionally with stake-holders at all levels of the Ugandan societyA two year contract will be offered with the possibility of extension under DGF Terms and Conditions. The PA will advise the Component Managers, Programme Staff and implementing Partners, in particular the PA will provide technical support of high quality in accordance with the DGF Business Procedures.· Conduct pre-grant assessments and field site visits to ascertain the financial capacity of grantee or partner organizations and provide financial advice to the DGF.· Advise partner organizations on the financial management and reporting requirements in line with the agreed partner and donor contract.· Proactively provide financial advice to programme staff at the inception of the programme.· Provide financial advice with regard to on-going project implementation activities in line with the partner-donor agreements.Review of budgets and contracts· Review and participate in the development of the DGF partner budgets for accuracy and reasonableness of budget lines for various goods, services and activities.· Review the DGF partner organisation contracts to ensure activites are in line with the underlying budget and the completeness and relevance of contract clauses. Ensure confirmation of sufficient funding to finance the contract.Partner accounts and accountabilities review and validation· Carry out quarterly review of the DGF partner accounts to ensure compliance to agreed2 activities and allocation of funding and resolve any issues arising with partner organizations.· Review the DGF partner accountabilities, identify areas of discrepancy and follow up differences or variances identified to resolve the issue and reconcile the accounts on a timely basis.· Conduct regular monitoring and evaluation reviews of partner organizations in collaboration with programme staff with regard to financial management and accountabilities.Securing the integrity of financial information· Review requisitions for accuracy and proper supporting documentation before approval for processing of payments under the DGF.· Review and identify the correct data for input into the system and ensure correct entry of financial data on a timely basis.· Enter partner requisitions into the NAVISION system.· Track and report on disbursements to the DGF partner organizations on a quarterly basis or as agreed upon.· Update the financial database capturing expenditure levels of the programme with corresponding activities and ensure accurate and timely update of this information in the system.Timely provision of financial information· Provide regular financial information to the DGF partner organizations and programme staff for timely decision making. Occasional duties· Stand in for the other Programme Accountants in their absence.· Participate as evaluator in Procurement Committees· Prepare payments to service suppliers, staff or partners in cases where the Accountant in charge of payments is away. Academic and professional qualifications· Bachelor’s degree in Accounting with a professional accounting qualification such as ACCA, CPA or CA.· At least four-five years’ experience in accounting or audit preferably in a multicultural environment. Advisers for Democratic Governance Facility

In order to support Ugandan efforts in strengthening democratic governance in Uganda a number of development partners have developed a joint Democratic Governance Facility (DGF) to manage a coherent, harmonized and coordinated multi-donor support to the area.

The DGF will support work aimed at strengthening democratisation, protection of human rights, access to justice, peaceful co-existence and improved service delivery through better accountability mechanisms.
The DGF is organised through three components:

1. Deepening Democracy Programme Component
2. Rights, Justice and Peace Component
3. Voice and Accountability Component.

The DGF will be supported by a team of five international Advisers; A Head of Programme, A Finance and Administration Adviser, and three Component Managers, one for each of the of the three programme components. The Advisers will act as a management team within the DGF.

The Head of Programme will act as the Chief Executive Officer of the DGF with responsibility for the overall management of DGF and implementation of the components, including finances and budgets. The tasks of the Head of Programme will include ensuring the overall planning, implementation and reporting in relation to the programme. The Head of Programme will also act as secretary of the DGF steering committee.

The Finance and Administration Adviser will manage the Accounts Department and Administration Department of the DGF and provide leadership and guidance to the staff in these departments. The Finance and Administration Adviser will work across the three components and also support the national partner institutions in taking the financial responsibilities. The Finance and Administrations Adviser will also be responsible for tasks such as budgeting, procurement, tendering and financial reporting. The Finance and Administration Adviser reports to the Head of Programme.

The three Component Managers will have the day-to-day operational responsibility for the respective components and will supervise and provide leadership for the component staff. The Component Managers will provide strategic advice in relation to the direction, design and implementation of the component, ensure monitoring, liaise and coordinate the component activities with stakeholders. The Component Managers report to the Head of Programme.

All the Advisers will be based in the DGF in Kampala.
