Job Purpose:

The Program Manager SRH and GBV is overall responsible for the GREAT and FACT Projects in northern Uganda. The job holder takes overall responsibility for the program management, including planning, starting up implementation, monitoring and evaluation and reporting on the GREAT & REAL Project in the region. The person supports the project Specialist, Senior Officers and partners to improve Adolescent Sexual and Reproductive Health and Reduce gender Based violence in Northern Uganda while maintaining close consultation with the Health Advisor, other health thematic Managers, Programme Team and Design, Monitoring and Evaluation Manager in line with Save the Children policies and guidelines. The Program Manager may be called upon as and when necessary to support the emergency team in cases of humanitarian crisis.

Introduction:

This particular research paper is part of a project that being implemented to address the massive gap in prevention and response to sexual violence in Sudan. The research will focus on the dynamics and the divers to sexual violence against women and girls in the North Darfur (Al-Fashir town and Aboushouk and Alsalam IDP camps) as well as the drivers of sexual violence in and around Greater Khartoum.

This research should be well written, focused, and compiled considering the voices of a variety of key actors. The SIHA team (both Khartoum and Kampala) will be highly involved in challenging and amending the analyses and the recommendations as well as the type of discourse the study presented. Ultimately the paper should be accessible and targeted towards a broad consistency towards fighting rape and impunity in Sudan, usable at both the local and international levels.

Objectives:

The overall goal of this paper is to open the conversation around the issue of adult women and teen girls and to discuss and analyze the dynamics and drivers of rape in Sudan. The paper must also discuss the concepts/Sudan-centred institutions, legislation, etc. that drive persecution of women victims of rape, criminalizing victims and empowering/enabling perpetrators. The paper will be used as advocacy and awareness tool against rape and other forms of sexual violence in Sudan.

Summary
The Senior Specialist, Adolescent Sexual and Reproductive Health (ASRH) will provide technical and strategic guidance to support the start-up and oversight of Keep it Real, a three year project funded by the Government of the Netherlands, to scale up evidence-based Comprehensive Sexuality Education in Ethiopia and Uganda. The Senior Specialist, ASRH will also support two USAID funded projects in Uganda: (1) the Gender Roles, Equality and Transformation (GREAT) project and (2) a research study on young men’s involvement in GBV prevention. The Senior Specialist will also provide support on Social and Behavior Change (SBC) programs and contribute to development of standards and tools for SBC.
Responsibilities
Provides technical assistance to country offices (Uganda and Ethiopia) on assessment, design, implementation, monitoring and evaluation utilizing state-of-the-art approaches in ASRH and SBC.
Builds the capacity of country office ASRH staff to design and implement quality ASRH programing.
Contributes to research and evaluation efforts of the two programs in Uganda (Keep it Real and Male Involvement in GBV).
Provides input into adolescent health strategic and operational plans
Assists in the management and everyday non-technical project functions (i.e. work planning, reporting, assisting with local hiring, supervision, etc.)

Requirements
MPH, or equivalent experience in public health and Adolescent Sexual and Reproductive Health (including HIV youth prevention).
Experience in designing or implementing projects with components of Social and Behavior Change
Minimum of six years of experience in international public health programming or related experience
Experience delivering technical assistance, especially in developing country settings on ASRH and SBC programs
Strong record of fostering new and effective partnerships, team building and collaborative implementation
Able to play lead role in development of effective and responsive project proposals and concept notes
Excellent communication skills, creative thinker and ability to work in a highly changing environment and with teams spread out across the globe
Willingness to travel as much as 40% to 45%
