UN WOMEN Career Jobs - Gender and Humanitarian Project Officer

It provides strong and coherent leadership and technical advice in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.Gender perspective in humanitarian action is vital to understanding the different needs of women, girls, boys and men in order to generate positive and sustainable outcomes. In times of crisis gender roles and dynamics change, women often resort to negative coping mechanisms and GBV becomes more prevalent. It is essential to capture these issues in Uganda’s humanitarian response, both at the individual programming level in project design and in programme analysis and development.In recent months there has been a sudden increase in the humanitarian crisis in Uganda. Insecurity in neighbouring countries, such as the Democratic Republic of the Congo and South Sudan, has led to an increase of refugees to Uganda. In addition, food insecurity and malnutrition has risen. The aim of the project is to safeguard Gender Equality in all humanitarian action interventions and coordination mechanisms and ensure women's rights advocates are empowered to voice their needs in humanitarian crisis and beyond. Job Summary: The UN WOMEN Gender and Humanitarian Specialist analyzes political, social and economic trends and supports formulation, management, operation, humanitarian partner support and evaluation of program activities within his/her portfolio and provides advisory services to partners in local government, UN and CSOs in West Nile and Northern Uganda. Through the Gender and Humanitarian Specialist, provides analysis for formulation of strategies and briefings to senior management. The incumbent will be responsible for the administration and implementation of humanitarian programmes, processes and procedures. He / she will also offer financial, administrative and monitoring and evaluation support to Humanitarian programmes. The Gender and Humanitarian Specialist will also provide advocacy support and facilitation of knowledge building and management.Key Duties and Responsibilities:  Under the guidance of the supervisor, supports the organisation, coordination, monitoring and support to the activities of UN Women Humanitarian Projects in West Nile and Northern Uganda and partners in relation to the administrative implementation of the project;Participates in the formulation, design, implementation, monitoring and reporting of UN Women Humanitarian Programmes in West Nile and northern Uganda;Offer technical guidance and support to implementing partners and to apply lessons learnt and recommendations from project evaluation;Ensure quality and timely implementation of the programme, including documentation of good practices, success stories as well as high quality and timely reporting for results;Work in liaison with partners, monitor programme delivery and take timely corrective action as necessary, in line with UN Women policies and procedures;Maintain budget awareness and ensure funds are utilised in line with agreed plan and budgets. Entering projects into Atlas, finalization of contribution agreements; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review;Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions;Maintain awareness of contractual obligations with donors and ensure full compliance of reporting requirements;Carry out environmental policy scanning on a continuous basis for West Nile and Northern Uganda and regularly update and advise the head office accordingly.Planning, Monitoring, Evaluation and Reporting:In collaboration with the Monitoring and Evaluation Specialist,  – collect, compile, analyse and share periodic data/ information on programme performance to inform continued programme efficiency and effectiveness;Ensure effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results, in close collaboration with the M&E Specialist;Ensure that aggregate reports are regularly prepared and submitted on time.Administrative and Miscellaneous Duties:Ensure all travel undertaken complies with all requirements for travel and is approved in line with the travel plan;Assist in writing program proposals;Perform any other duties as required.Qualifications, Skills and Experience:  The ideal candidate for the aforementioned United Nations Career opportunity should hold a Master’s Degree or equivalent in Law, Economics, Humanitarian Affairs, Political Sciences, Public Administration, Social Sciences, especially in gender studies or related field.Five or more years of relevant experience at the national or international level in gender equality and women’s empowerment programming and implementation as well as providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects;Proven analytical and advocacy skills on gender equality, women’s rights and empowerment of women issues especially with regard to policy advocacy in line with security council resolution 1325, CEDAW and BFPA;Familiarity and experience with UN inter-agency coordination processes and or results based management for advancing gender equality and women’s rights would be an asset;Strong links with national networks on gender equality and women’s rights in Uganda;Past experience in capacity building, gender mainstreaming and gender auditing required;Significant experience in the usage of computers and office software packages, experience in handling of web based management systems.Language: Fluency in written and spoken English. Job Purpose:

The Program Manager SRH and GBV is overall responsible for the GREAT and FACT Projects in northern Uganda. The job holder takes overall responsibility for the program management, including planning, starting up implementation, monitoring and evaluation and reporting on the GREAT & REAL Project in the region. The person supports the project Specialist, Senior Officers and partners to improve Adolescent Sexual and Reproductive Health and Reduce gender Based violence in Northern Uganda while maintaining close consultation with the Health Advisor, other health thematic Managers, Programme Team and Design, Monitoring and Evaluation Manager in line with Save the Children policies and guidelines. Academic back ground, Experience & Person Specifications;

Minimum of a bachelor’s degree in Health related field, Social Science or Development studies. Experience in Gender Programming and in Adolescent Sexual Reproductive Health or programming will be an added advantage. The Gender and Non-Discrimination Program Officer will identify gender discrimination and promote gender equality in the public sector. He/she will also promote gender equality and apply a rights-based approach to improving health- worker employment conditions as a priority technical strategy. This will include attention to affirmative action, family friendliness, occupational safety, and prevention of sexual harassment in human resources for health (HRH) planning processes and health workplaces. He/she will support Government of Uganda (GOU) ministries, district authorities, and private not-for-profit (PNFP) entities to implement interventions embodied in the Ministry of Health (MOH) “Guidelines for Gender Mainstreaming in Human Resources Management (HRM)” under each of the projects three results. Key Duties and Responsibilities:  Technically support District Local Governments to roll out the MOHs “Guidelines for Gender Mainstreaming in HRM” Conduct and support equal opportunity, non-discrimination and gender equality training for SHRH staff, central level stakeholders, as well as district and facility staff as indicated. Develop annual gender work plan and budget in consultation with other program team members, Chapel-Hill based gender expert, finance and M&E team, and monitor the implementation of gender strategies and work plans. Ensure the development of the annual workplace safety work plan for occupational safety and health, in consultation with other program team members, finance and M&E team members, and monitor the implementation of gender strategies and work plans.Responsible for integrating and monitoring gender- related project indicators to promote and document equal opportunity gender equality in SHRH project interventions.With M&E staff design and measure the effectiveness of the sexual and discriminatory harassment reporting system which will be piloted under this projectWork in liaison with M&E staff and senior technical staff in Kampala and Chapel Hill to design and carry out a gender study to be determined.Actively coordinate program work with other partners, both within the government, with PNFP partners, other implementing agencies, and donors. GENERAL POSITION SUMMARY

The Progress Gender Specialist will work toward providing a framework of activities to guide gender integration throughout the life of PROGRESS and across all technical sectors with the goal of enhancing absorptive, adaptive and transformative capacity for resilience of women and augmenting access to assets, capital and decision-making processes.

ESSENTIAL JOB FUNCTIONS:

Coordinate closely, work with and the Moroto-based Programme Manager, Morot-based Practice-Area Team Leaders and partners to promote gender integration in to the various sector-based activities of PROGRESS.Develop training series on women leadership and negotiation,Development of tools as needed for cross-cutting, cross-cutting integration of women in decision making around household governance, community change, management of natural and community resources, and advocacy for policy and budget formulation that is geared towards innovative gendered approaches.Promote women leadership skills through VSLA component, engaging men in decision making tools etc.In collaboration with the Mercy Corps technical support units, set up gender-focused elements of the PROGRESS monitoring system and work closely with M&E team to ensure sex and age disaggregated data is collected and that gender analysis is applied.Conduct regular community consultations to ensure programming remains gender sensitive and on-track.Work with the PROGRESS Consortium partners focused on Monitoring and Evaluation and learning and advocacy partners to support and conduct studies as well as learning events.Maximize program participation and increase empowerment opportunities for currently marginalized groupsCollect sex and age disaggregated data while performing proactive and recurrent gender analysis.Curriculum development for after school programs to address girls and boys and women-focused group series to ensure maximum participant engagement from the beginning of the program while mitigating risk of exposure to gender based violence.Seek community recommendations on how to best overcome identified challenges like engaging men in nutrition programming to finding meaningful methods to include women in conflict management interventions. Seek community recommendations on how to best overcome identified challenges like engaging men in nutrition programming to finding meaningful methods to include women in conflict management interventionsEstablish current awareness of the importance of gender-sensitive programming among target participant groups including traditional leaders, government officials, health workers and youth group participants.Participate actively in the design of the value-chain and small business development activities in rural Karamoja including larger towns such as Moroto and Kotido and other growing urban centers to ensure adequate gender integration components.Design qualitative research from the Gender Empowerment and Decision-making learning study.Work with the PROGRESS Consortium partners focused on Monitoring and Evaluation and learning and advocacy partners to support and conduct studies as well as learning events.Support development and dissemination gender research.Develop/adapt gender mainstreaming training for Mercy Corps Karamoja Field Offices, partners and PROGRESS consortium membersProvide gender technical reviews to program proposals, program tools, internal and external communications as neededProvide direct support for gender advocacy in policy formulation at the county and national levels, along with gender-sensitive budgeting that considers opportunities and mitigates risks to women in pastoralism and those who are transitioning out of pastoralism.

KNOWLEDGE AND EXPERIENCE:

5 years of experience in design and implementation of development programs, preferably with a gender focus and a strong background in gender programming approaches.Bachelor’s degree in relevant subject, preferably a Masters Degree. Experience conducting research and analysis on gender issues, including leading focus groups or research on sensitive issuesExperience working in the sectors of sexual and gender based violence, harmful traditional practices, the role of women in community-led processes, especially around natural resource management and other sensitive gender issuesExperience in the ASALs and working with pastoralist communities preferredExperience designing and adapting programmatic tools to address gender issues or to promote positive gender outcomesExperience working on project monitoring and evaluationExperience with training and capacity building of team members and partnersExperience working in Uganda, especially northern Uganda and familiarity with post-conflict affects on women, girls and community dynamics is a plus.
