Guided by the Guided by Senior Engineer, The Engineer/Governance officer will provide technical expertise in mapping of water sources, hand pump technical assessment, and working closely with Hand pump mechanics in ensuring timely repairs and maintenance is done promptly at water points. EXPERIENCE AND SKILLS



Essential:



  • A bachelor's qualification in a discipline related to civil or water engineering. Experience could substitute for a formal qualification, but not vice versa.

  • At least 3+ years of direct experience in integrated WASH programming, (preferably in a community setting in Karamoja sub region).

  • Experience in Borehole rehabilitation and community based management plus model

  • WASH professional with experience in Water quality surveillance, Community Led Total Sanitation, WASH marketing, or community health work

  • Ability to ride a motorcycle

Desirable



  • Strong organizational skills, including the ability to meet deadlines and priorities work.

  • Strong communication and coordination skills.

  • Demonstrated ability to work in a complex, multi-intervention health development program in collaboration with national health ministries and international partners.

Job Summary:  The Primary Processing Manager will lead the
development, execution and monitoring of the Primary Processing department in

stage of the processing of the fish. This will include getting the product down

The United Nations Office of Internal Oversight Services (OIOS) is an independent office reporting to the Secretary-General and to the General Assembly. The Inspection and Evaluation Division (IED) of OIOS focuses on the conduct of independent inspections and evaluations on behalf of the Secretary-General and the Member States. IED inspections and evaluations are meant to assist intergovernmental bodies and programme managers in assessing the relevance, efficiency, effectiveness, and impact of Secretariat programmes. In accordance with its mandate, set forth in General Assembly resolution A/RES/48/218 B (and later resolutions A/RES/54/244 and A/RES/59/272), the role of IED is to help assure the accountability of Secretariat programmes for attaining their mandates, while in the process foster institutional learning and improvement, through reflection by programmes and Member States on performance and results.



The purpose of this job opening is to generate a list of qualified candidates for inclusion in the Evaluation Officer, P-4 roster. These positions are located in the Inspection and Evaluation Division of the Office of Internal Oversight Services in Entebbe or in other duty stations. Job Summary:  The General coordinator will be responsible
for ensuring the delivery of quality programmes, donor and government
relations, fundraising and budget management, security and operations
management, and developing a motivated and professional team. 
In a specific
operational context (downsizing prior to closure of the main project of the
mission), you will have a strong additional focus on working on a handover of
activities to the UNHCR and other possible actors.




Key Duties and Responsibilities:  



·       
Be
responsible for planning the MdM programmes downsizing/re-sizing, in country
strategy, for supervising programme implementation and monitoring and
evaluation system


·       
Supervise
the overall implementation of the different programme activities


·       
Assess
and analyse continuously the overall humanitarian situation in Uganda


·       
Ensure
that the different components of the programmes are consistent and in link with
medical needs and standards


·       
Identify
potential new donors and raise funds for the mission


·       
Be
responsible for proposing and designing the modification of proposals and
potential no cost extension of the projects


·       
Ensure
operational compliance with MdM and donor policies and project objectives


·       
Guarantee
the accomplishment of project objectives defined by the donors is fulfilled and
that contractual obligations are respected


·       
Supervise
the design of MdM annual budgets and revised budgets


Finance and
administration


·       
Supervise
the financial system to ensure that the organization finances are maintained in
an accurate and timely manner


·       
Take
part in the construction of the annual and revised budgetary frame



·       
Manage
and supervise international and national staff teams


·       
Work
with the administrative coordination team for quality of HR and working
conditions of the entire mission


·       
Define
collective and individual objectives for the coordination team



·       
Be
responsible for exploring, identifying, designing and establishing partnership
relations, direct support in supervising the partnership project and capacity
building project activities


·       
Participate
in identifying the possible advocacy goals in country (e.g. GBV for the project
in Bidibidi with HRAPF, LGBTI rights for the project with MARPI)



·       
Be
responsible for the security of people and property for the mission supervision
and organisation of the implementation of safety rules


·       
Pass
information, including security incidents, to RMs (volunteer board delegate to
the mission) and desk officer regularly, and to the security unit


·       
Review
regularly the analysis of the context and of security & safety conditions


Coordination with
stakeholders


·       
Participate
to the different coordination meetings and clusters


·       
Carry
out negotiations and maintains regular relations with the local authorities and
other stakeholders (NGOs, donors, embassies)


·       
Negotiate
agreements, work connections, MOUs etc. with the local authorities


·       
Draft
and ratify possible reports required by the authorities at national level


·       
Ensure
coordination with national and international health stakeholders, UN bodies and
medical actors, and with advocacy actors


Reporting and donor
relations


·       
Ensure
submission of appropriate, timely high quality proposals and participate in
required donor negotiations in country


·       
Maintain
professional relationship with donor and ensure MdM's visibility


·       
Send
monthly reports to HQ



·       
Be
responsible for communication with the head office of MdM, for the quality of
the reports on activities and ensure compliance with procedures for the
exchange of information and reporting


·       
Ensure
smooth communication flows between HQ (including desk officer and RM) and other
missions in the region


·       
Supervise
the organisation of visits to the field for representatives of the head office


·       
Facilitate
media activities in coordination with desk officer and HQ communications
department









Qualifications, Skills and Experience:


·       
Significant
experience in managing emergency and development projects as field coordinator or
general coordinator


·       
Significant
experience in working with donors and local partners


·       
Good
sensitivity and experience with administrative and registration issues


·       
Experience
in advocacy would be an asset


·       
Experience
in hard negotiations with local authorities, partners and staff


·       
Experience
in reporting for institutional donors


·       
Ability
to have a global overview of a programme


·       
Ability
to take quick decisions according to the context in coordination with the team


·       
Diplomacy,
strong organizational and management skills


·       
Good
writing and communication skills


·       
Interest
in politically sensitive projects (e.g. abortion, LGBTI rights)


·       
Languages:
English (written and spoken) is mandatory


·

salary: 3041 euros


Premium equal to one
month salary paid in two instalments - minimum of 6 months seniority required
