SENIOR IMPLEMENTATION ADVISER ( FULL TIME )

About this Job:The Department for International Development (DFID) is leading the British government’s fight again seeks to recruit a dynamic, experienced and adaptable individual to join Uganda AIDS Commission.

The purpose of this position is to support the Uganda AIDS Commission in executing of coordinating and guiding implementation of the National Prevention Strategy’(NFS) with a focus on the six phase 1 districts. The Senior Implementation Adviser reports to the Director Policy Research and Programmes but works closely with other departments al UAC.

Specific Tasks:

•    To support the repackaging, advocacy and dissemination of the National HIV Prevention Strategy to scale up understanding of Combination HIV Prevention in the country but with a focus on the six phase 1 districts. the Senior Implementation Adviser reports to the Director Policy Research and Programmes but works closely wilt other departments at UAC.

•    To guide capacity assessment and needs Tor combination HIV Prevention in the NPS implementation as well as related capacity building strategy with a focus on the six phase 1 districts

•    To facilitate the harmonization of all initiatives under the UN. Civil Society Fund (CSF|, Ministry of Health (MoH) and local governments for rolling out the NPS with focus on combination HIV prevention in the six phase 1 districts

•    To coordinate support supervision and related back stopping to the six phase 1 districts

•    To advise on strategies for mobilizing partners to ensure convergence in the joint goal of achieving delivery of full combination HIV prevention (as will be agreed in the planning phase) in the phase 1 districts

•    To support development of partnership mechanisms for facilitating delivery of combination HIV prevention across the country but with a focus on the six phase 1 districts

•    To work with the Planning and Monitoring Directorate at UAC to support collection of routine data on implementation of combination HIV prevention with a focus on the six phase 1districts

•    Support all departments of the UAC and Government sectors to appreciate their respective roles and the necessary collaboration for the successful delivery of combination HIV prevention

•    To work with the Planning and Monitoring Directorate at UAC, the WB and other stakeholders to support the impact evaluation of combination HIV prevention through ensuring full functionality of the NPS Task Force and the sub committees established to support

Impact   Evaiuation   and   Implementation   of   Combination   HIV Prevention.

•    To coordinate the sharing of emerging lessons and best practices in implementing the NPS in the six phase 1 districts.

•    To support the UAC HIV Prevention Team in the roll out of the NPS in the rest of the country.

•    To supervise the Programme officer, focusing on NPS implementation in the six phase 1 districts and lo work closely with the Impact Evaluation Coordinator (and with the other members of the HIV prevention team at UAC.

Requirement:

Qualifications, Skills and Experience:

•    A Masters Degree in Social Sciences, Public Health, Public Policy, public administration and management or any other related field.

•    Training and /or experience in social work and behavioral sciences with a good understanding of behavioral and structural drivers of the HIV epidemic, project planning, management, monitoring and evaluation will be an added advantage

•    10 years experience at a senior level in large and geographically spread HIV/AIDS projects or programmes implemented by central government ministries and institutions, local government and the civil society including networks of PLHIV.

•    10 years experience in directly facilitating or coordinating implemen­tation of large and geographically spread HIV/AIDS projects at national, decentralized and community levels

•    5 years experience in working with key government stakeholders in the national HIV response particularly Ministry of Health. Uganda AIDS Commission and local governments

•    5 years experience with multi lateral and bilateral development partners in the national HIV response

Background

In a bid to address these challenges, UNDP supported Government of Uganda through the Ministry of Agriculture, Animal Industry and Fisheries to develop a four year project titled “Enabling environment for Sustainable land management to over overcome land degradation in the Uganda Cattle Corridor” which is funded by the Global Environment Facility (GEF). The overall goal of the project is “Sustainable Land Management” provides the basis for economic development, food security and sustainable livelihoods while restoring the ecological integrity of the Cattle Corridor ecosystem. The Technical advisor will be a senior member of the Projects’ Management Unit. S/he will report to the Program Coordinator on operational matters and will sit in the SLM Program Coordination Unit within MAAIF. This reporting line will link the TA to the UNDP CO and MAAIF. On technical matters, the TA will collaborate closely with the UNDP Country Office and the UNDP-GEF Regional Technical Advisor for LD, through the UNDP CO

Duties and Responsibilities

Provide technical inputs into the review and updating of the Project Annual workplans and budgets to reflect the current implementation realities.Provide sound technical advice to the Project Management Unit and Ministry of Agriculture, Animal Industry and Fisheries as the basis for implementing project components. In particular, ensure that the components on sustainable charcoal, index based insurance, rehabilitation of particularly degraded patches; and, support to livestock mobility, formulation and implementation of the ecological monitoring and evaluation system and policy reviews on tenure are based on the best scientific evidence available, and generate lessons for upscaling.Undertake extensive search for similar initiatives in the region and globally, and ensure that any emerging lessons are documented and best practices shared to inform the national Sustainable land management agenda.Identify the opportunities and avenues for technical publications; generation of and quality control of the publications.Support the Ministry of Agriculture to integrate outputs of the SLM projects into the overall national strategy on sustainable land management.Take lead in undertaking studies stipulated in the project document, for which s/he has sufficient competence in line with UNDP policies and procedures.Ensure that the GEF funded project implementation strategies and outputs contribute to securing global environmental benefits at all levels.

Required Skills and Experience

Specific experience with the cattle corridor districts will be an added advantage.Knowledge of UNDP-GEF and experience with GEF project implementation processes.Some familiarity with carbon finance methodologies is expected (either CDM or voluntary standards).Proven ability to deal with a wide cross-section of partners, including senior government officials, international organizations, and development banks.Excellent skills in logical framework analysis, project formulation and the design of evaluation plans.

Language:

Fluency in both written and spoken English; and computer skills.
