The Government of Uganda under the Ministry of Gender Labour and Social Development, with support from the International Labour Organisation/ International Programme on the Elimination of Child Labour (ILO/IPEC) is implementing a Child Labour and- Education Project. The overall objective of the project is to contribute to elimination of child labour in Uganda through profiling child labour as a national priority issue for achieving education for all. The project will strengthen collaboration between the Ministry of Education and Sports and the Ministry of Gender Labour and Social Development in the effort to increase educational opportunities as a viable alternative to combat the worst forms of child labour. The Ministry of Gender Labour and Social Development, invites applications from qualified Ugandans to fill the post below which exists under the Project.

JOB TITLE: CHILD LABOUR RESOURCE PERSON

REPORTS TO: DIPECTOR FOR LABOUR Duration of the contract: ONE YEAR

Main Duties and Responsibilities

    Develop awareness raising materials on the linkages between child labour and education.
Develop simplified versions/information materials on the Statutory Regulation on the National list of hazardous work and the Employment (Employment of Children) Regulations.
Develop a module to the ILO – IPEC information kit on mainstreaming child labour concerns in education sector plans and programmes specific to the Uganda context.
Integrate the Regulation on Apprenticeship into the national skills training curricula and the BTVET Strategy.

Requirement:

    An Honours Bachelor's Degree plus Masters Degree in one of the following fields; Social Work Social Administration, Development , Education
A minimum of five (5) years relevant working experience on child labour programming.
Policy analysis.
Child Labour and Children's rights Legislation a Communication skills.
Results oriented and self-driven.
Interpersonal and communication skills.

Under the guidance and supervision of the Northern Uganda Programme Manager with overall reporting to the Team Leader Crisis Prevention and Recovery Unit (CPR), the Programme Associate will provide administrative support for the smooth implementation of the Northern Uganda Programme in accordance with UNDP rules and regulations. The Moroto Programme Associate will work in close collaboration with the operations, programme and projects’ staff in the Country Office and will be based at the Moroto UN Joint premises.

Provide effective support in the management of the Northern Uganda Programme focusing on the achievement of the following results:

Administrative support to management of the Programme;Review of projects Financial Reports; preparation of basic financials for the Programme;Maintenance of the internal expenditures control system while ensuring that vouchers are processed timely, are matched and completed, transactions are correctly recorded;Filing of all related project documents;Liaise and provide support with local experts and consultants on assigned tasks;Preparation of requisitions for goods and services to be procured in the Northern Uganda Programme;

Ensures facilitation of knowledge building and knowledge sharing in the Northern Uganda Programme focusing on achievement of the following results:

Job description:

He or she shall be responsible for the following:

Caroline Mutoko's Stern Warning on Her Twitter Impersonator

Kiss 100's radio queen,Caroline Mutoko, has found herself impersonated on social media just like other TV personalities such as Kirigo Ng'arua. She has once again spoken of this person who impersonates her on Twitter.

On several occasions, Caroline Mutuko has denied owning this particular Twitter account, but Kenyans never care to listen, as was witnessed last week during the #SomeoneTellNigeria saga


This tweet allegedly coming from her drew angry reactions from Kenyans, many who saw her as unpatriotic and arrogant. It was even used by Nigerians when firing back with the hash tag #SomeoneTellKenya.

It was also featured by several news websites reporting on the story, such as Aljazeera, and also given airtime on BBC world.
 
In reaction to this, here's what the real Caroline Mutoko wrote on Facebook last Friday.

   " Aha! I'm told you are actually still speaking to that nutcase who impersonates me on twitter.

    Kamal Kaur & most thinking beings can tell it's not me just based on the poor idiot's thought process.
Surely...me? Football? On which planet?

    I can just imagine how engaged you must be twitting away @ some lunatic thinking it's me. Now imagine for a moment the boner he has watching you chat with him non-stop, whereas in the real world he probably wouldn't get a second glance from a chokora. Hahahahahahaaaaaaa!

Reports all operations to the Drilling Superintendent.Guarantees the safe execution of agreed drilling programmed activities on time at the well site, in compliance with codes of practices, all while optimizing and improving costs and lead times. ,Provide troubleshooting support to base drilling teams during execution activities.Lead and supervise multi disciplined specialist teams in the on-site execution of drilling/completion and well testing activities to deliver maximum value whilst maintaining HSE standards. ACTIVITIES:

Health, Safety & Environment

Responsible for Safety and Environment on Site (RSES). Supervises the application of the Safety and Environment instructions and procedures (including FP referential and affiliate HSE Management System, by all people on site. Ensure that the working conditions are safe prior to start any work, maintain them at all time with minimal risk of personal harm and adverse impact to the environment. Operations Execution

Ensure the safe and efficient implementation of the relevant work program - drilling, testing & abandonment of exploration & appraisal wells.Liaise with the senior drilling supervisor and discuss any anomaly detected in order to anticipate any potential or developing problems and find adequate solutions while maintaining the safety of the personnel, well in progress and the environment.Optimise the progress of the operations after discussions with the base geologists and reservoir engineers.Plan and order the interventions of all contractors from services companies not permanently present on the rig.Plan all activities and requirements; liaise with the logistic services for timely delivery.Liaise and coordinate with LOG department for safe and efficient rig positioning.Liaise and coordinate with the drilling contractor and any concerned service vendors for the safe and efficient implementation of SIMOPS.Assist on the rig site, the Senior Drilling Supervisor in case of special operations or abnormal situations.Control and manage the activity of his drilling supervisors, plan their rotation schedule, check their certification and propose complementary training.Knowledge Management (capture, validation, documentation and integration): - Ensure adequate feedback from the rig is returned to the engineering staff for integration in the operations programme.Transfer know how to Drilling Supervisor, Night Drilling Supervisor, Junior Engineers.Prepare and participate in the post well operations debrief.Assist the drilling engineer to evaluate the rig performance: Identify rig performance improvement opportunities and proffer such solutions.

Contracts, Procurement & Materials

Define the sourcing strategy for drilling rigs (CFT, Single Source,) and manage the sourcing plan including CFT process, technical & commercial evaluation with DO/COP Commercial Duets following established standards.Manage the QA/QC process during sourcing to ensure compliance with the technical specification.Support the drilling engineer (and Materials Superintendent) in the management of drilling control inventory to avoid any shortfalls in the year’s drilling and wells activity plan. This shall include but is not limited to tubular goods and cementing accessories.

Training & Development

Support the recruitment process for drilling supervisors, i.e. definition of needs, sourcing strategy, job interviews and eventual recommendation for employment.Define the training plan for younger, inexperienced junior drilling supervisors.Transfer know-how to junior drilling supervisors, serving as mentor to newly recruited drilling supervisors.

Budget & Cost Management:
