Learn more at www.path.org.The United States Agency for International Development (USAID) has funded Advocacy for Better Health program in Uganda. The goal of this program is to contribute to improvements in the quality, availability and accessibility of health services by increasing citizens’ knowledge and voice, increasing community participation in health service delivery planning and improvements; and fostering cooperation among civil society actors on issues of common benefit in order to strengthen the sector over the long term. The key program objectives are to: Ensure that communities in selected districts can identify and articulate their needs and demand quality services; Ensure that the Civil Society Organizations (CSOs) develop effective advocacy initiatives, and are able to represent the communities’ demands for better quality services; to build the technical and operational capacity of the CSOs to qualify them as potential direct recipients of future USAID funding.Key Duties and Responsibilities:Develop the overall framework for M&E systems, including requirements, baseline and evaluation surveysMake sure that the alignment of research and M&E activities with program goals, and contribute to the development of annual work plans to identify project targets and ensure inclusion of M&E activitiesDevelop and implement M&E reporting guidelines and systems designed to inform the direction of the project, including data quality and data use strategiesMentor and train program staff on M&E guidelines, survey instruments, data collection tools, and other tools for M&EManage and supervise all staff involved in collecting and analyzing data and reporting resultsDesign process for monitoring and evaluation of sub-grantees, in collaboration with program leadershipFoster and grow participatory planning and monitoring by training and involving primary stakeholders (using a rights-based approach)Carry out routine field-based monitoring, technical assistance, and training to program teams, and partner organizations, to strengthen their capacity in the collection, cleaning, and analysis of data for program management and donor reportingCollaborate with counterparts and partner organizations, including other USAID programs, in work planning and program implementationContribute to the development and implementation of a strategy for synthesizing and disseminating key results, programmatic lessons learned, and other research outputs of the programContribute to and review program reports prior to submission to donors and headquarters.Perform any other duties as assigned by the supervisor. Qualifications, Skills and Experience:The applicant should possess a good master’s Degree in a relevant field (development studies, public health, demography, statistics, etc.); At least five (5) years’ experience and demonstrated practical skills in monitoring and evaluation of voice and accountability programs, preferably for donor funded programs;Past experience in the development and implementation of monitoring and evaluation frameworks and systems required for community development programs; experience developing study design and methodology including sampling procedures, assisting with implementation, analysis and write-up to inform policy is preferred.Excellent knowledge of monitoring and evaluation principles and practices is essentialDemonstrated capacity to use project M&E to advance strategic goals and provide data for decision-makingProven ability and skills in data analysis and synthesis, performance evaluation and correction, and report writingExtensive knowledge of family planning, reproductive health, and adolescent health issues related to M&EExcellent representational and communication skills, written and oral proficiency in English, and verbal communication skills in one or more local languagesWorking knowledge of statistical software (such as SPSS, STATA, and SAS) and familiarity with Microsoft Word, Excel, PowerPoint, and Access (or similar tools) is preferredPossess the ability to travel up to 25% of the timeAll applicants must have legal authorization to work in Uganda to be considered and confirm this in their cover letter.
