Purpose of the position:Leading the design and implementation of the M&E activities of WASH Technical Program, Preparing Quarterly/Annual progress reports and, on-going monitoring and evaluations including documentation and learning and compliancy in the WASH Technical programme

Main Responsibilities:

• Provide technical leadership—including technical assistance, guidance, and direction—related to M&E plans and systems, performance management for WASH projects etc. Support staff in design of WASH projects, monitoring of projects and preparing project progress reports. • Develop capacity of staff to utilize existing WASH M&E tools for proper tracking and reporting of WASH TP contribution to CWBO in World Vision Uganda, including coaching and mentoring for staff, partners and other stakeholders on Design, monitoring, evaluation & research. • Coordinate Planning and implementation of monitoring, evaluation & research initiatives in the WASH Technical programme • Actively facilitate and support development of WASH Technical programme annual work-plans and budgets • Facilitate monitoring and tracking implementation of program monitoring and mid-term evaluation recommendations • Develop and lead the implementation of the overall WASH Technical programme M&E framework such as, annual project reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned workshops • Periodically review and train staff in using the existing M&E tools • Perform periodic data quality assessments to ensure validity, integrity, precision, reliability and timeliness of all performance data; identify any deficiencies and suggest corrective actions; and assist the technical team members to maintain electronic and hard copy files. • Establishing and managing a performance monitoring framework for the WASH Technical Program with clear goals, outcomes, outputs, inputs, processes, indicators, data needs and sources, and reporting formats and frequency, for effective monitoring, reporting and updating progress of the WASH Technical programme • Support strategic thinking and planning in relation to integration of the management information system (MIS) and application of M&E data • Facilitate organizational learning by developing, collecting and disseminating relevant WASH technical programme information to all key partners • Facilitate documentation and sharing of success and impact stories during learning and reflection meetings. • Design and implement program impact assessments/evaluation, operation research or special studies to improve programming in line with program implementation plan in WASH technical program for informing decisions at national level • Prepare consolidated progress reports to submit to WVU Senior Leadership Team and WASH programme donors in accordance with approved reporting formats and timing. • Prepare monitoring and evaluation and learning reports documenting the findings of monitoring and mid-term processes. In addition, consolidates reports, or data at outcome and output level and shares with the respective partners in the consortium based on their respective guidelines or reporting templates • Support in resource acquisition through development of concepts, proposals and response to RFAs

Qualifications:

Education/Knowledge/Technical Skills and Experience

Must possess a university degree in development discipline with know of statistic or mathematics and a post graduate qualification in Monitoring and Evaluation or WASH related discipline.Have at least five years of field experience in Project Design, Monitoring and Evaluation: designing, preparing and conducting surveys, collecting and analyzing baseline data, and reporting.Advanced computer skills in Excel, MS Access, SPSS and other statistical packages.Knowledge of GPS mapping software is an added advantageExcellent analytical and communications (written and oral) skills; must be able to obtain, analyze and evaluate a variety of information; organize, interpret and present it in meaningful oral or written form for varied audiencesAbility to train and coach staff and partnersDemonstrable abilities in planning and coordinationGood team player with good problem solving skills;

General Programme Description


Operational in Uganda since the late 70’s, the current country programme focuses on two of GOAL’s three strategic sectors, namely: Health (including WASH and Health Accountability programming); and a market based approach to improving agricultural livelihoods and WASH. GOAL Uganda mainstreams HIV, gender, child protection and the resilience strategies across all programming. GOAL works on a district focused approach, and uses a mixture of direct implementation and partnerships with national and international civil society organizations, local government and private sector companies to give effect to our mission.


GOAL Uganda has a skilled team of approximately 110 personnel and manages an annual operating budget of approximately €3.5 million. GOAL is currently operational in the North, South, East and West of Uganda with five offices in Kampala, Bugiri, Abim, Kaabong and Agago Districts. With a new livelihood programming planned we will open a new office in Lira in 2015.


The current GOAL Uganda country programme operational areas:

The Bugiri / Namayingo District Programme, South Eastern Uganda, established in 2001, currently implements WASH and Health Accountability programme, both are implemented through national partners.The Agago District Programme, North Eastern Uganda, established in 2003 has transitioned from an emergency programme to a development programme. Implementation is through partners in WASH and directly in Health Accountability and both directly and through private sector partners in Livelihood.The Abim District Programme, North Eastern Uganda (Western Karamoja) was established in 2008. This development programme implements through partners in WASH and both directly and through private sector partners in Livelihood.The Kaabong District programme began in 2014 with a small WASH programme implemented through a national partner.The ACT Health programme, an accountability programme spanning 16 districts implemented both directly and through four national partners and in collaboration with Innovations for Poverty Action (IPA), our research partner who are leading the Randomised Control Trial (RCT).

Description of the role:


The centrally based country MEL team provides research, design, and analysis, capacity building and quality assurance for all GOAL’s Uganda’s programming; including our 10 – 15 national and international partners. The MEL Coordinator has overall responsibility for all components of the monitoring, evaluation and learning systems with a specific focus on MEL systems design and relationship management with our research partners. Additionally the MEL Coordinator and team are centrally involved in new programme design and driving learning.

Founded in 1977, GOAL works to promote the realization of the fundamental rights of the poor, the vulnerable, and those affected by humanitarian crisis. General Programme Description

Operational in Uganda since the late 70’s, the current country programme focuses on two of GOAL’s three strategic sectors, namely: Health (including WASH and Health Accountability programming); and a market based approach to improving agricultural livelihoods and WASH. GOAL Uganda mainstreams HIV, gender, child protection and the resilience strategies across all programming. GOAL works on a district focused approach, and uses a mixture of direct implementation and partnerships with national and international civil society organizations, local government and private sector companies to give effect to our mission.

GOAL Uganda has a skilled team of approximately 110 personnel and manages an annual operating budget of approximately €3.5 million. GOAL is currently operational in the North, South, East and West of Uganda with five offices in Kampala, Bugiri, Abim, Kaabong and Agago Districts. With a new livelihood programming planned we will open a new office in Lira in 2015.

The current GOAL Uganda country programme operational areas:

The Bugiri / Namayingo District Programme, South Eastern Uganda, established in 2001, currently implements WASH and Health Accountability programme, both are implemented through national partners.The Agago District Programme, North Eastern Uganda, established in 2003 has transitioned from an emergency programme to a development programme. Implementation is through partners in WASH and directly in Health Accountability and both directly and through private sector partners in Livelihood.The Abim District Programme, North Eastern Uganda (Western Karamoja) was established in 2008. This development programme implements through partners in WASH and both directly and through private sector partners in Livelihood.The Kaabong District programme began in 2014 with a small WASH programme implemented through a national partner.The ACT Health programme, an accountability programme spanning 16 districts implemented both directly and through four national partners and in collaboration with Innovations for Poverty Action (IPA), our research partner who are leading the Randomised Control Trial (RCT).

Description of the role:

The centrally based country MEL team provides research, design, and analysis, capacity building and quality assurance for all GOAL’s Uganda’s programming; including our 10 – 15 national and international partners. The MEL Coordinator has overall responsibility for all components of the monitoring, evaluation and learning systems with a specific focus on MEL systems design and relationship management with our research partners. Additionally the MEL Coordinator and team are centrally involved in new programme design and driving learning.

Specific Responsibilities

· Oversee and execute M&E activities included in the annual work plan, with particular focus on results and impacts as well as in lesson learning.

· Design and implement a system to identify, analyse, document and disseminate lessons learned.

· Consolidate a culture of lessons learning involving all project staff and allocate specific responsibilities.

REQUIRED SKILLS INCLUDE:

Minimum of a Master’s Degree or higher in a relevant discipline.Minimum of eight (8) years working in monitoring, evaluation and research in the WASH field, with progressively increasing level of responsibility.Experience working with multiple stakeholders.Demonstrated expertise in rigorous quantitative and qualitative research and analytical methods including research/study design and implementation, design and data analysis, rapid appraisals, etc.Demonstrated hands-on practical experience setting up and managing MEL systems for WASH programs in developing countries.Excellent report writing, analytical and communication skills, including oral presentation skills, knowledge management and dissemination of research findings (in English).Demonstrated knowledge of management information systems.Travel: 20% Domestic/international travel is required.

Uganda: Senior Monitoring & Evaluation (M&E) Advisor

Medical Care Development International (MCDI) is a division of Medical Care Development Inc., and has been accorded consultative status (Roster) with the Economic and Social Council of the United Nations. MCDI is a founding member of the CORE Group of PVOs. The mission of MCDI is to enhance the well-being of peoples and communities in developing nations by means of technical assistance in the areas of health and socio-economic development. We develop and disseminate tools, mechanisms and strategies that improve access and management of health care services; we work with a wide spectrum of organizations, from grassroots community groups to multi-lateral donor institutions, to improve the quality and quantity of care.

MCDI is seeking candidates for a proposed five-year USAID/Uganda malaria program. Preference will be given to applicants with relevant experience in Uganda. This position is subject to project award and funding.

Key Duties and Responsibilities

The Senior M&E Advisor leads and manages the provision of technical assistance to the national M&E system for malaria control and the national Health Management Information System (HMIS), and is responsible for building the M&E capacity of the NMCP, Regional Performance Monitoring and reporting Teams (RPMTs), and District Health Management Teams (DHMTs) in the project focus districts.

Specific responsibilities include the following:

· Working closely with the Project Chief of Party to provide technical support to build the capacity of the NMCP to monitor and evaluate program activities, particularly in implementing, revising and updating the current national M&E plan and to provide appropriate training to M&E staff at NMCP and RPMTs.

· Supervise and support to sustain and improve the existing databases that monitor achievements in all malaria interventions (ITNs promotion, MIP, case management, BCC, capacity building, M&E, partnership, and policy developments) at district, regional, and national levels.

· Assist the NMCP and RPMTs to improve the quality, validity, reliability, timeliness of HMIS and use of HMIS by decision-makers at national, regional, district levels.

· Oversee the Project support to improve the quality, validity, reliability, timeliness of HMIS and use of HMIS at health facility levels, and ensure that the HMIS data reported in target districts also captures PFP data.

· Support the district collection and analysis of Lot Quality Assessment Sampling (LQAS) data for some districts in the Central region under the guidance of the Strengthening TB and AIDS Response (STAR-E) LQAS activity.

· Support the Project efforts to strengthen national malaria surveillance by: 1) improving data quality at health facilities, 2) improve timeliness and completeness of reported data, and 3) use data for decision making at health facilities, district, regional performance monitoring team and at national level.

· Provide technical assistance for the implementation of an MCDI-supported platform to harmonize the multiple malaria databases into an integrated system.

· Assess and implement innovative technologies (mHealth) supportive of improved health information system reporting.

Qualifications, Skills & Experience:

· Monitoring and Evaluation Professional with health program M&E work experience in developing countries, preferably in Uganda; Master’s degree in Public Health, epidemiology, bio-statistics, statistics, monitoring and evaluation or another relevant field;

· A minimum of six years relevant experience in monitoring and evaluation of donor funded projects;

· Established track record in monitoring and evaluation of health programs, with extensive experience designing, developing and implementing health data information systems, preferably in Uganda in malaria control or other infectious diseases;

· Extensive experience in data processing and data management (from data capturing to data analysis for decision making). This should include high level knowledge in the use of database management software (e.g. MS Access, SQL-Server and/or other), SQL, MS Excel, and data analysis software (e.g. STATA, SPSS, EPI Info and/or other). Experience in the use/programming of PDAs will be considered an asset;

· Experience in mentoring counterparts in monitoring and evaluation, database management, data analysis using the software identified above;

· Experience in implementing/managing household surveys an advantage (preferably malaria indicator surveys), including training and supervision of enumerators, processing and cleaning of data, merging datasets, and basic data analysis;

· Have a basic understanding of GIS applications such as ESRI, and be able to analyze geo reference data as part of HMIS and M&E protocol;

· Ability to work independently and manage a high volume work flow;

· Must possess excellent management and English communication skills.

Founded in 1977, GOAL works to promote the realization of the fundamental rights of the poor, the vulnerable, and those affected by humanitarian crisis. GOAL’s head office is in Dublin, Ireland with support offices in London and New York.

General Programme Description

Operational in Uganda since the late 70’s, the current country programme focuses on two of GOAL’s three strategic sectors, namely: Health (including WASH and Health Accountability programming); and a market based approach to improving agricultural livelihoods and WASH. GOAL Uganda mainstreams HIV, gender, child protection and the resilience strategies across all programming. GOAL works on a district focused approach, and uses a mixture of direct implementation and partnerships with national and international civil society organizations, local government and private sector companies to give effect to our mission.

GOAL Uganda has a skilled team of approximately 110 personnel and manages an annual operating budget of approximately €3.5 million. GOAL is currently operational in the North, South, East and West of Uganda with five offices in Kampala, Bugiri, Abim, Kaabong and Agago Districts. With a new livelihood programming planned we will open a new office in Lira in 2015.

The current GOAL Uganda country programme operational areas:

The Bugiri / Namayingo District Programme, South Eastern Uganda, established in 2001, currently implements WASH and Health Accountability programme, both are implemented through national partners.The Agago District Programme, North Eastern Uganda, established in 2003 has transitioned from an emergency programme to a development programme. Implementation is through partners in WASH and directly in Health Accountability and both directly and through private sector partners in Livelihood.The Abim District Programme, North Eastern Uganda (Western Karamoja) was established in 2008. This development programme implements through partners in WASH and both directly and through private sector partners in Livelihood.The Kaabong District programme began in 2014 with a small WASH programme implemented through a national partner.The ACT Health programme, an accountability programme spanning 16 districts implemented both directly and through four national partners and in collaboration with Innovations for Poverty Action (IPA), our research partner who are leading the Randomised Control Trial (RCT).

Description of the role:

The centrally based country MEL team provides research, design, and analysis, capacity building and quality assurance for all GOAL’s Uganda’s programming; including our 10 – 15 national and international partners. The MEL Coordinator has overall responsibility for all components of the monitoring, evaluation and learning systems with a specific focus on MEL systems design and relationship management with our research partners. Additionally the MEL Coordinator and team are centrally involved in new programme design and driving learning.

Specific Responsibilities

The Monitoring, Evaluation and Learning (MEL) Coordinator will be responsible for the following objectives:
