University Research Co., LLC

(URC), a US-based public health organization working in Uganda since 2005, is

implementing the USAID Applying science to strengthen and Improve Systems

(ASSIST) Project which is a five-year cooperative agreement dedicated to

improving health, population and nutrition services through technical support

to service delivery institutions, country Ministries of Health, USAID country

missions, and cooperating agencies.


Job Summary:  The USAID ASSIST Project Quality Improvement/

Technical Officers – Maternal, Newborn and Child Health (MNCH) will be

responsible for planning and implementing activities to improve the quality of

Maternal, Newborn and Child Health (MNCH) services at USAID ASSIST Uganda

supported sites in collaboration with other USG implementing partners.


Key Duties and Responsibilities: 

  • Develop

    skills and knowledge of health care providers to provide quality MNCH

    services through trainings, onsite mentorships and coaching.

  • Develop

    and timely send work plans and budgets for all assigned MNCH activities at

    least quarterly

  • Intuitively

    review and improve technical strategies employed in MNCH to ensure the

    USAID ASSIST project work plan is adhered to and implemented with

    measurable success

  • Ensure

    the timely writing and submission of quality and accurate MNCH reports

    quarterly, biweekly, and at all other requested times

  • Develop

    and sustain a pool of regional and district coaches with required Quality

    Improvement competencies

  • Develop

    and implement a spread plan to ensure learning from demonstration

    collaborative (e.g. the SMGL) become the standard of care at all USAID

    ASSIST MNCH supported sites

  • Ensure

    that all cross-cutting themes like gender and health workforce development

    are well integrated into the MNCH plans

  • Work

    in liaison with the KM staff to lead the process of documenting best

    practices in form of case studies, success stories, abstracts, video clips

    in addition to the routine bi-weekly updates, quarterly and annual

    reports.

  • Work

    closely with the Monitoring and Evaluation team to ensure that data

    collected is accurate and valid and captures process and outcome

    indicators

  • Perform

    any other duties assigned by the supervisor


Qualifications, Skills and Experience: 

  • The

    ideal candidates for the USAID Project Quality Improvement/ Technical

    Officers should hold Bachelor’s Degrees in Medicine. Master’s Degree in

    Public Health will be an added advantage.

  • A

    minimum of three or more years’ work experience in MNCH gained through

    serving within a government institution or NGO with proven ability to

    coordinate activities of different stakeholders at district or sub

    national level.

  • Possession

    of a valid registration certificate from the Uganda Medical and Dental

    Practitioners Council.

  • Past

    experience in handling Quality Improvement approaches and providing

    clinical training to service providers and stake holders.

  • Excellent

    communication and interpersonal skills

  • Possess

    the ability and willingness to travel within the supported districts.
