Head of Finance and Administration Assistant | - 2015
We are looking for a highly qualified applicant for the position of Head of Finance and administration assistant for the Central African Republic (CAR), to assist the Head of finance and Administration in all finance related matters.
DRC has been operating in CAR since 2007. Since March 2013, CAR has been characterized by a situation of generalized insecurity, recently culminating into a wide range of on-going protection concerns, including physical aggression, targeted assassinations, pillage and rape. DRC program strategy currently covers the sectors of protection, social cohesion, education, food security and civil documentation recovery and IDP profiling.

Duties and responsibilities
The main task of HoFA assistant will be to implement retrospective clean up actions and will be hard pushed to exert extra control, to undertake a compliance check and a review of our procedures in CAR and propose recommendations in order to avoid any risks of fraud or non-compliance.
Under the supervision of the Head of Finance and Administration:
Ensure capability of providing qualified and timely assistance on all necessary financial areas of the operation.
Ensure that monthly accounts are timely submitted to Head Quarter :
Ensure that the internal Audit system is functioning and the follow up of regularizations
Ensure the sending of Vouchers in time and the follow up
Ensure the complete documentation and storage and follow up of storage through elementary excel tools to follow all the archive of all the documentation at main office
Ensure and verify the quality & the timely sending of Cash Books, cash count & Bank statement
Ensure the scanning and the sending of all the vouchers & accounting to HQ
Coordinate in close co-operation with relevant staff, financial reporting to donors and submit these in a timely manner ;
Ensure the follow up of Financial reports (such as inventory list, Contractors list, BoQ, and reports under donor format) with the grants officer and that these reports are done on time.
Ensure good Voucherization according to donor report and Audit
Ensure that rules/Frame concerning expenses are followed
Ensure the Budgets Follow Up
Ensure/Verify Cash requests (implement a Cash Follow Up file)
Ensure that BFUs are received on the field and that warnings/orientations are given to the persons in charge meaning that all the mechanism are in place to avoid rebooking
Ensure that rebooking are proposed in a formal format and are followed on the BFU/TD as well as the vouchers organization
Record and report occurrences of non-compliance with the DRC operational handbook and good practices to field offices in order to raise awareness in the field and to improve practices
Insure the standardization of tools and procedures in all offices
About you
A minimum 3 years of work experience in an international NGO, preferably DRC (with a very good knowledge of DRC tools and procedures)
Master’s degree in Finance, accountancy or business or any other area related
Practical knowledge of computer software and ability to analyze monitoring and evaluation data (Excel, Word, Outlook, Access)
Written and spoken French and English
Significant management experience working in an emergency response contexts or fragile states;
Ideally, you will also have:
High Capacity to be flexible also with regards to travel
The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
Ability to work under pressure
Ability to enhance human and intercultural understanding and relationships
Work with methodology and rigor.
Good ability to adapt, solid self-organization and coordination skills
Ability to deal with several deadlines and processes at the same time
Ability to keep a global vision and a critical mind
Team spirit and ability to communicate clearly and respectfully with work colleagues
Ability to manage and enhance a capacity building plan
We offer
DRC will offer the successful applicant a 6 months contract, renewable dependent on both funding and performance. You must be available to start work ASAP and be willing and able to work in Bangui, CAR.
