Duty Station: Kampala, Uganda


The African

Field Epidemiology Network (AFENET) is a not for profit, networking alliance

and service organization that brings together field epidemiology training

programs (FETPs) across Africa working side by side with Ministries of Health,

regional and international partners. AFENET works to strengthen epidemiological

and disease surveillance capabilities of Africa countries that are critical to

meeting the requirements of the Integrated Disease Surveillance and Response

(IDSR) strategy, and the International Health Regulations (IHR). Established in

2005, AFENET has supported more than 20 African countries across sub-Saharan

Africa advance their capabilities in early detection and response to infectious

and non-infectious diseases.


Key Duties and Responsibilities: 

  • Offer

    technical support in strengthening the M &E function at the

    Organization.

  • Responsible

    for implementing the Monitoring and Evaluation function and strategic

    plans.

  • Actively

    participate in proposal and provide input into project proposals and

    applications for funding

  • Conduct

    training and guidance for Program/project staff in developing, updating

    and implementing annual M& E work plans.

  • Support

    in developing M&E data collection tools and training field staff and

    partners in usage.

  • Support

    the Head of Programs in monitoring progress towards achievement of project

    targets and outputs.

  • Managing

    data, entering data in M& E databases and generating periodical

    progress assessment reports for implementation use.

  • Performing

    data quality audits for field project for quality assurance assessment

    purposes.

  • Actively

    participate in carrying out evaluations to measure program/project results

    and documenting challenges and lessons learnt.

  • Support

    the Head of Programs in carrying out appropriate M& E research

    assessments on projects before making Program viability decisions and

    recommendations.

  • Supporting

    project teams and partners to understand project M&E requirements and

    procedures including indicators, definitions and targets.

  • Maintaining

    an updated filing system for all Program/ project reports and all

    information pertaining to M&E.


Qualifications, Skills and Experience: 

  • The

    ideal candidate should hold a Master’s Degree in Public Health,

    Statistics, Social Sciences, Development Studies or relevant discipline

    plus an advanced certificate in M&E.

  • Demonstrable

    and proven practical experience of at least five (5) years of Post

    Graduate practice in implementing Monitoring and Evaluation activities in

    Public Health related organizations and institutions.

  • Proof

    of applied skills and experience in designing, implementation and

    operating project M&E systems from project initiation to close out;

    experience in NGO sector is preferred advantage.

  • Past

    experience in handling M&E for multiple donor funds including US CDC,

    USAID, EU among others.

  • Working

    knowledge of the major evaluation methodologies and experience in data

    analysis methodologies.

  • Possess

    excellent analytical skills

  • Expertise

    in developing M&E report writing

  • Results

    oriented with excellence in Project Research

  • Excellent

    skills in conducting data analysis using statistical and/or qualitative

    software packages.

  • Excellent

    presentation skills.

  • Be

    a good team player

  • Ability

    to speak French and/or Portuguese is an added advantage
