Jhpiego Technical Advisor for Community Linkages for MNH, SRH and FP, Uganda
Overview
The Technical Advisor for Maternal and Newborn Health (MNH), Sexual and Reproductive Health (SRH) and Family Planning (FP) will provide technical and program oversight and direction in community linkages for MNH, SRH & FP for an upcoming USAID regional integrated health program (HIV/AIDS, TB, malaria, nutrition, family planning, and maternal, neonatal and child health care) in the East-Central Region of Uganda. This program aims to increase utilization of health services by strengthening systems and improve quality of integrated health services. The project will operate over a five-year period. Responsibilities include providing leadership and technical guidance in the development and implementation of linkages with
community level structures and institutions for MNH, SRH & FP activities under the leadership of the Chief of Party and in coordination with other Jhpiego Technical Advisors, and utilizing and contributing to cross-cutting approaches, such as performance improvement, as well as, annual phasing in of activities. This position will ensure the technical and methodological soundness of activities and, in collaboration with the project team and partners, support the design of service delivery strategies, based on sound and current scientific evidence. This position is contingent upon award from USAID.ResponsibilitiesLead in the establishment of a referral network model that facilitates linkages between different service delivery points to create an orchestra of interlinked community to facility health care service delivery in the project area
Provide assistance, mentoring and capacity building at the individual and organizational level in specific areas of expertise including but not limited to:
Facilitating community linkages to the health system, throughout the continuum of care
Community level communication campaigns that focus on modification of behavior and inform key community stakeholders
Develop service delivery strategies for accessing hard-to-reach populations, including the identification of opportunities to integrate MNH/SRH/FP and nutrition services with non-health sectors
Identify and collaborate with agencies/organizations implementing community-focused activities
Work as part of the technical team to carry out a targeted assessment of community and family behaviors related to nutrition/ MNH/SRH/FP
Provide technical guidance to support the linking of health facilities, CBOs and communities
Conduct mapping exercises to identify existing resources, including social support services, nutritional support services and religious or other counseling/support.
Develop/revise evidence-based clinical training materials, job aids, and curricula, supervisory systems and other training materials needed for implementation of community outreach activities
Integrate project within DHMT framework
Provide technical assistance to health workers, Linkage facilitators, VHTs and partners on comprehensive integrated technical support related to referral and linkages
Organize and facilitate periodic reviews of community MNH/SRH/FP activities at the health center level, as well as linkages to care, with the involvement of VHTs, community representatives, health center staff and members of the DHMT
Support peer educator follow-up and supportive supervision to community health workers and actively participate in all relevant Technical Advisory Group Meetings, and represent the project in professional forums by participating and presenting in pertinent meetings and conferences, as well as technical working groups
Participate in district level planning and implementation with the DMHT and stakeholders; provide information and feedback from field level observations to facilitate follow up actions by the district
Provide technical assistance, capacity-building and supervision to CBOs, NGOs, VHTs and other stakeholders/partners in community health, including the involvement of youth and men
Lead the implementation of community mobilization approaches and facilitate the use of Community Score Cards
Encourage a catchment area approach for planning and management, facilitate recognition of successful Community Action Groups and promote community level integration of MNH, SRH, FP, HIV, nutrition, and water/sanitation interventions with the delivery of other health services
Document and report HIV prevention best practices at community level and share at designated forums at district level.
Formulate and test sustainable solutions to training and service delivery gaps, utilizing cross-cutting approaches such as performance and quality improvement and training.
Regularly report to the Senior Management Team, and program and technical staff, of successes, challenges and lessons learned in implementation related to areas of technical expertise
Document and maintain an inventory of successful tools and approaches for quality improvement
Required QualificationsA medical degree (doctor or nursing) or Master’s degree in Public Health or relevant field (e.g., social sciences, health sciences, nursing)
Ugandan nationals strongly encouraged to apply
At least 5 years’ experience implementing donor-funded integrated health programs;
At least 5 years’ experience training health workers at varying levels and/or CBOs on clinical aspects of MNH/SRH/FP interventions
Experience building capacity at individual and organizational levels
Skill in at least two or more of the following technical areas: strengthening service delivery programs, community outreach and mobilization, training, pre-service education, performance and quality improvement, monitoring and evaluation
Experience with a mix of practical technical skills in MNH/SRH/FP necessary for strengthening service delivery at the regional, national, clinical and community levels
The ability to liaise with senior MOH officials and dignitaries, executives of NGOs, FBOs, CBOs, the for-profit business community, and senior members of the donor community;
Demonstrated in-depth understanding of Ugandan healthcare system, particularly the public health system, experience living and working in Uganda preferred
Strong oral and written communication and presentations skills in English
Strong skills in word processing and Excel spread sheets
Familiarity with USAID or other USG administrative, management and reporting procedures and systems
Proven track record managing a project team composed of several technical experts and fostering team work
Ability to coach, mentor and develop technical capacity in national programs and technical staff
Ability to travel up to 50% time
