Cancer Research Center (FHCRC), home of three Nobel laureates, is an

independent, non-profit research institution dedicated to the development and

advancement of biomedical research to eliminate cancer and other potentially fatal

diseases. Recognized internationally for its pioneering work in bone-marrow

transplantation, the Center’s five scientific divisions collaborate to form a

unique environment for conducting basic and applied science.


The Uganda

Cancer Institute (UCI)/Hutchinson Center Cancer Alliance is a collaborative

venture to establish a state-of-the-art cancer treatment facility located in

Kampala, Uganda. The hope of this joint effort between the Hutchinson Center

and the Uganda Cancer Institute is the development of new low-cost prevention

and treatment strategies for ameliorating the high burden of infection-related

cancers. Clinicians and scientists will work together to enhance patient access

to care, diagnosis and research-based treatment. The UCI/Hutchinson Center

Cancer Alliance seeks to develop effective prevention and treatment strategies

for infection-associated cancers to benefit the millions of people in Uganda,

the United States, and worldwide who suffer from these malignancies. The UCI is

the sole cancer treatment and training facility in Uganda, a country with a

population of 32 million people. The Seattle-based operations of the Alliance

are governed by the Global Oncology (GO) program at the Fred Hutch.


Job Summary: The Site Administrator will be responsible for steering the

local communication and coordination with the Uganda Cancer Institute (UCI)

staff, and to support the effective partnership with Fred Hutch and Hutchinson

Cancer Research Institute (HCRI) – Uganda. 

In addition, the Site Administrator manages administrative and

operational functions for HCRI-Uganda, including overseeing a variety of staff

to include the Operations and HR Manager, IT Manager, and Training

Coordinator. 


Key Duties and Responsibilities: 


1. Administration

and Operations Management:

  • Actively

    coordinates a variety of general administrative activities necessary to

    maintain the daily operations of HCRI-Uganda and supports the smooth

    operations of the UCI/HCCA partnership.

  • Provides

    input on and implements systems and processes to ensure compliance with

    all HCRI-Uganda operational policies and procedures.

  • Manages

    and ensures the effective performance of three to five direct reports

    responsible for HR, logistics, facilities, IT, training coordination, and

    administrative assistance.

  • Manages

    HCRI-Uganda consultants responsible for administrative or operational

    functions.

  • Effectively

    communicates relevant operational information to HCRI-Uganda staff, in

    conjunction with the Fred Hutch Operations Senior Manager and Fred Hutch

    Managing Director/HCRI-Uganda Vice President.

  • Anticipates

    and identifies operational and administrative challenges for HCRI-Uganda

    activities and proactively suggests areas for improvement in internal

    processes along with possible solutions, and drafts original or revised

    policies.

  • Complies

    with and enforces standard operational policies and procedures.

  • Works

    in consultation with the Senior Operations Manager to develop crisis

    management plan and serve as in-country point person for related issues

    and communications.

  • Provide

    technical assistance as needed during the annual KPMG audit.


2. Facilities

Management:

  • Manages

    and coordinates with facility management firm, and manages facilities and

    assets assigned to HCRI-Uganda on the UCI campus, as well as off-campus

    rental spaces, to ensure effective, efficient, and safe operations and

    preservation of resources.

  • Serves

    as single facilities point-of-contact for stakeholders dealing with

    space-related issues.

  • Actively

    participates in Building Oversight Committee to support the operations of

    the UCI-Fred Hutch Cancer Centre.

  • Collaborates

    with the Fred Hutch Senior Operations Manager to develop plans and

    proposals to support requests for new or remodeled space.

  • Ensures

    compliance with fire and safety codes, conducts annual evacuation drill to

    test safety readiness in all locations, and coordinates policies in

    conjunction with the Fred Hutch Senior Operations Manager and

    Environmental Health and Safety team.

  • Works

    in liaison with the environmental health and safety officials of the UCI

    and Mulago Hospital, when appropriate.

  • Manages

    the move into and ongoing management of the UCI-Fred Hutch Cancer Centre.

  • Manages

    seating assignments of HCRI-Uganda staff and visitors.


3. Human

Resource Management:

  • Supervises

    the Operations and HR Manager and ensures effective implementation of HR

    policies and processes.

  • Works

    with Operations and HR Manager to development and facilitate HCRI-Uganda

    retreats and other functions.


4. Information

Management:

  • Works

    closely with the HCRI-Uganda IT team to oversee the information technology

    (IT) requirements of HCRI-Uganda to include the academic, business,

    educational, and research information needs.

  • Works

    closely with the US-based IT team leader and supervises Kampala based IT

    Manager to support priority IT initiatives.

  • Actively

    collaborates with the Fred Hutch Senior Operations Manager to coordinate

    and manage the security of administrative and operations related

    electronic and paper data.

  • Mentors

    and supervises the Training Coordinator responsible for HCRI-Uganda

    training coordination including scheduling, facilitation, and

    documentation.

  • Works

    with the Seattle based Senior Training Manager to support HCRI-Uganda’s

    training strategy.


Qualifications, Skills and Experience: 

  • The

    Site Administrator should hold a Bachelor’s degree in Business

    Administration, Public Health, or related discipline; Master’s degree

    preferred.

  • At

    least seven (7) years of experience effectively working in non-profit/NGO

    sector, with at least four (4) years in an operational or administrative

    role including managing staff.

  • Possess

    an excellent track record of supervising staff and demonstrated ability to

    work as an effective member of a senior management team.

  • Excellent

    written and oral communication skills including experience communicating

    effectively with partners and colleagues across time zones.

  • Proven

    success in identifying issues and providing recommendations and leadership

    to address problems both independently and in collaboration with a senior

    management team.

  • Ability

    to legally work in the country of Uganda (without sponsorship).
