The Embassy of Ireland is a diplomatic
mission that represents the economic, political, cultural and social interests
of the Government of Ireland in Uganda. It is responsible for implementing and
overseeing Irish Aid Uganda Development Programme, catering for the consular
needs of Irish citizens in Uganda and promoting cultural interaction between
Ireland and Uganda.
Job Summary: The Financial Systems Senior Advisor will
provide independent and objective audit assurance and services designed to
improve the Embassy’s operations and manage risk effectively. The duties
involved combine the development and management of an audit work programme in
line with Irish Aid’s audit policy, and the successful candidate is expected to
significantly contribute to the development of appropriate audit policies and
practices appropriate to the Irish Aid programme in Uganda. Specifically duties
will include the audit of partner organisations, provision of advice to
management on risk, providing support to the public financial management
function in the Embassy and maintaining relations with external auditors,
Office of the Auditor General and other organisations. The incumbent may also
require carrying out specific audit and value for money type assignments and,
as required, special investigations. The
Financial Systems Senior Advisor is also required to prepare a variety of
reports on audit issues for Headquarters.
Qualifications, Skills and
Experience:

The
ideal candidate for the Irish Embassy Job should hold an internationally
recognised accounting qualification such as CIMA, ACCA or CA with full
membership of ICPAU
·
At
least ten years’ experience, three of must be post-qualification experience
·
Good
knowledge and understanding of the development context, including relevant
initiatives to improve the delivery of development assistance
·
Excellent
computer skills in a range of accounting packages to interrogate systems and
produce information and reports
·
Excellent
interpersonal skills, including negotiation skills, to work with senior members
of staff at the Embassy as well as with partners on audit issues
·
Impeccable
degree of personal integrity
·
Demonstrated
ability to demonstrate initiative, resourcefulness and perseverance, and the ability to work both
independently and as part of a team
·
Excellent
written and oral communication skills
·
Past
audit experience in a development agency or international NGO at a senior level
is an added advantage
·
Detailed
knowledge and experience of public financial management systems at either a
macro- economic level or at the level of a relevant social sector is also
highly desired
