Liaises With: Nutrition manager, Livelihoods Manager, Country Director (CD), Assistant Country Director of Programmes (ACDP), Country Financial Controller (CFC), General Systems Manager (GSM), PSOs, relevant Technical Advisers in HQ (Dublin & NY) and Line Ministries & other stakeholders in South Sudan
Job Purpose:To lead on quality and timely delivery of health outcomes in Concern Worldwide operational areas in collaboration with the MoH (Ministry of Health) through a capacity building and systems strengthening approach. As the leader of the Health team, effectively contribute towards provision of quality BPHNS (Basic Package of Health and Nutrition Services). Ensure supervisory support of the MoH health facility staff is effectively managed. Lead on integration of HIV/AIDS and Gender priorities. Leadership in efficient resource planning (both Financial & Human Resources) is expected from this position.
Main Duties & Responsibilities:
a.Programme Development & Management:
· Lead in development of a performing Health programme in line with Concern’s South Sudan Country Strategic Plan, Concern Worldwide’s Global Strategic priorities and the Health Sector Development Plan of the Republic of South Sudan.
· Pursue new programme & project opportunities and develop high quality project proposals in line with Concern’s global and national strategy
· Ensure that the programme meets Concern Worldwide and donor standards and requirements
· Ensure strategies and standards relating to programme design, implementation, monitoring and evaluation are of high quality and aligned with Concern’s compliance standards for improved programme effectiveness. Ensure required work plans are developed and followed by all staff.
· Ensure mainstreaming of crosscutting issues/approaches throughout the programme cycle including: accountability to beneficiaries & other stakeholders, HIV/AIDS, equality/gender, DRR, rights based approach and do no harm
· Together with the ACDP and CHD (County Health Department), integrate adequate disaster risk reduction interventions into the programme design as well as build staff and partner capacity for necessary emergency response.
· Ensure that timely, good quality reports are prepared for donors, Local and State Government, collaborating agencies, networks/forums as well as for internal use.
· Oversee necessary programme review and evaluations and ensure lessons learned are incorporated into current and future programming.
· In close coordination with the Area Coordinator, Nutrition Manager and the Livelihoods Manager, identify areas of integration that will complement and supplement the respective programmes through common planning and capacity building.
· Liaise with relevant Advisers (both in-country and HQ based) to ensure programme quality and alignment to strategies and global and Concern standards
· Liaise and develop networks with government, non-government partners and donors promoting an understanding of Concern Worldwide’s work and to inform the Country Management Team of key trends and best practices
b.Budget Management:
· preparation and management of programme budgets in line with donor and Concern requirements
· Together with ACDP, Area Coordinator and CFC, analyse and ensure that project expenditures are compliant with the necessary procedures, while promoting financial accountability
· Along with other delegated budget holders, lead in monthly financial review of the expenditures against the work plan and suggest revisions as required
c.Programme Learning, Monitoring & Evaluation:
· Responsible for and contribute to the development of a sector based M&E system and plan, and ensure training of and support to programme staff in its implementation
· Work with coordinators and M&E staff throughout the programme cycle to regularly monitor and review programme implementation progress to ensure impact, quality, contractual compliance and timely reporting; propose modifications as required to increase efficiency, effectiveness and impact of the programme
· Together with ACDP and Programme Support Officer (PSO), assist in the development and maintenance of internal systems and mechanisms for documentation to ensure sharing of relevant programme information and learning, both within the Country programme and with appropriate external agencies, partners and stakeholders.
d.Human Resources management & capacity building:
· Promote Concern Worldwide’s vision, mission and core values among staff and partners and monitor adherence to Concern’s P4 policy
· Ensure necessary performance appraisals (PDRs) are conducted and documented for Health staff as per Concern Worldwide’s standards and requirements
· Provide direction, guidance, assistance and support to intl. and national programme staff as appropriate to carry out their responsibilities, and ensure that they receive adequate professional guidance and development opportunity
· Lead project coordinators in identifying, designing and implementing appropriate training and effective coaching and mentoring strategies for their teams
· To facilitate training and capacity building support to MoH CHD staff and relevant community health focal points.
e.Coordination and Representation:
· Act as the focal person for the coordination of Concern’s health activities with the State and County Health Department and other stakeholders at state and county level
· Represent Concern in coordination and technical meetings at local, state and national levels, as requested, to ensure optimal coordination/collaboration, the development of common approaches in the health sector and synergies with other sectors and /or partners
· Represent Concern in Juba as required/in collaboration with the ACDP/ H&N Adviser
PERSON SPECIFICATION
ESSENTIAL
Education, Qualifications & Experience Required:
· Degree or Diploma (with extensive experience) in public health or related subject/s
· A minimum of 5 years’ overseas experience in a developing country managing basic primary health care projects including direct supervision of health workers;
· Solid knowledge of global standards and strategies related to child and maternal health programmes
· Significant experience in programme budget development and finance management
· Solid experience in programme cycle management including conducting assessments, monitoring and evaluation
· Sound experience in staff management
· Experience in coordination and representation in various fora
· Proven training skills with good verbal and written communication, and the ability to write good quality analytical reports
· Significant experience in working and building the capacity of local (County and State MoH) staff through mentoring & coaching
· Ability to produce quality work and balance competing priorities within demanding timeframe
· Excellent written & verbal communication skills
· Previous working experience in South Sudan and/or similar contexts
DESIRABLE
· Familiarity with primary health care delivery in a post conflict context
· Previous experience in ‘Pooled Fund’ grant and consortia management
