The Monitoring and Evaluation of

Emergency Plan Progress (MEEPP) project is a five-year plan awarded by the

United States Agency for International Development (USAID) to Social &

Scientific Systems, Inc. (SSS). The purpose of the project is to: 1) provide

technical support services for the monitoring and evaluation (M & E) of the

President’s Emergency Plan for AIDS Relief (PEPFAR); 2) to improve the

reporting system for selected key indicators in the Uganda National HIV/AIDS

Strategic Plan (NSP) and the Performance Monitoring and Management Plan (PMMP)

within the “Three Ones Principle” approach. In this vein MEEPP is

working with Government of Uganda Ministries, Departments, and Agencies to

strengthen M & E of the national HIV/AIDS response.


Job Summary: The overall purpose of these internship opportunities

is to expand the reach of the MEEPP team in order to: 1) strengthen M&E

capacity building at districts and service delivery sites for complete, timely

and valid reporting and use of HMIS and OVC MIS data; 2) conduct surveys to

meet PEPFAR needs for complementary reporting and programming requirements; and

3) offer interns opportunities to build key M&E competencies.


Key Duties and Responsibilities: 


·        
Technically

support monthly, quarterly desk analysis of reports from HMIS and OVC MIS on-line

databases and Option B+ email reports of current and historical data for

selected indicators and designated districts and sites and submit report in

formats as specified by MEEPP;


·        
Render

support to the organization and facilitation of Collaborative District Support

Teams for coordinated support to districts and facilities;


·        
Support

scheduling, organization, implementation and evaluation of quarterly data

review meetings;


·        
Support

scheduling and organization of follow-up support supervision visits to

districts and service delivery sites;


·        
Facilitate

the identification of issues associated with timeliness of reporting, data

completeness and validity;


·        
Render

support to districts and service delivery sites to conduct data quality

assessment and improvement activities;


·        
Play

a role in the identification of training needs and facilitate competency-based

M&E training of staff at service delivery sites and districts;


·        
Support

documentation of strengths, weaknesses, lessons learnt and best practices for

each supported district in relation to M&E for HIV/AIDS and OVC M&E

data management and use;


·        
Help

in project-related finance and administration activities, including completion

and validation of financial and accountability reports;


·        
Support

IT services, not limited to programming, user support, online surveys, network

maintenance.


·        
Support

development and implementation of survey protocols for meeting PEPFAR’s

complementary reporting and programming needs, including the annual OVC

Essential Indicator survey.


·        
Perform

any other related duties as assigned by the designated MEEPP staff or

consultant region.


Qualifications, Skills and

Experience: 


·        
The

ideal candidates for the Internship vacancies should hold be University or

Professional school Degree-level graduates in Health, Computer Science,

Statistics, Social Science, Financial Management/Accounting or related fields.


·        
Show

keen interest in Public Health, Social Development and/or Data Analysis


·        
Excellent

analytical skills, with the ability to work in teams


·        
Ability

to prioritize, multi-task and work autonomously


·        
Computer

literacy skills i.e. familiarity with Excel/Word/PowerPoint


·        
Possession

of a personal laptop is an advantage
