Job Title: National Program Director, Kampala

DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION:

    We will build individual and collective capacity to overcome the obstacles of displacement and develop sustainable livelihoods while supporting access to services when people cannot meet their basic needs.

PRIMARY PURPOSE OF THE POSITION:

The National Program Director (NPD) will play the leading role in ensuring overall program quality and impact, ensure that programs are contextually appropriate, monitored closely and funded sufficiently. The NPD will be responsible for developing a coherent program strategy, strong program design through effective M&E systems and represent ARC in inter-agency meetings. In addition the NPD will lead the country office in reflecting on lessons learned to improve quality of programming and reporting. The NPD will be based in Kampala with regular travel to field sites.

MAJOR AREAS OF ACCOUNTABILITY:

Program Strategy, Design and Development

    In collaboration with the Country Director and HQ technical staff, provide leadership to the development of an integrated program strategy for Uganda.
Promote excellence in ARC Uganda's programs through ongoing programmatic and strategic support for field based program-staff, including the development of M&E systems.
Working in collaboration with in-country Coordinators and HQ-based Technical Unit staff ensure programs are designed according to ARC and industry best practices and ARC program framework.
Work with HQ technical leads in the development of relevant programming frameworks.
Working in collaboration with the Country Director, proactively identify opportunities for new programming initiatives and funding to support them.
In collaboration with the Country Director and HQ technical staff, provide leadership to the development of an integrated program strategy for Uganda.
Ensure that new proposals promote high quality programming by responding to identified needs, taking account of recognized best practices, minimum standards and lessons learned from earlier programs.
Participate or lead proposal development to sustain program activities.
Lead the M&E components of each program so that best practices, lessons learned and organizational learning are documented and used in future programming.

Program Management and Oversight

    Provide overall leadership and management to ARC Uganda programs, ensuring quality of activities and targeted impact, and compliance with ARC and donor regulations.
Working in collaboration with Program and Field Coordinators, ensure that program implementation is managed closely through the development of structured work plans, indicator tracking and monitoring plans.
Support Program and Field Coordinators to fulfill their budget-holder expectations. Ensure expenditure within program supplies costs of each project is monitored and corrective action is initiated and tracked where required.
Convene grant review meetings where program performance is reviewed and corrective action taken as needed, and promote program integration.
Provide leadership to ensure the timely and high-quality activity and narrative reporting per ARC and donor guidelines. Ensure reports and work plans are collected and compiled with input from Program Coordinators and their team.
Provide proper representation in cluster, reference group meetings and as needed, participate in ad hoc working groups.
Set performance objectives with all supervisees, and conduct scheduled performance evaluations. Ensure that all supervisees also complete the performance management cycle with their own supervisees.

Monitoring, Evaluation and Learning

    Working with the Country Director and HQ technical leads, provide overall leadership to set up effective monitoring and evaluation systems for the country program strategy.
Lead country office in documenting lessons learned, reflecting on them, and using these lessons learned as episodes of good practice.
Share lessons learned with HQ and other actors, participate in external workshops communicating good practices.
Lead any comprehensive or program reviews including mid-term reviews, final evaluations, and assessments.
Representation and Inter-agency Coordination
Represent ARC in other inter-agency coordination meetings, cluster meetings or ad hoc working groups.

Participation in Country Management

    Attend national and district level meetings as needed, and represent Country Director in CD's absence.
Attend Country Management Team (CMT) meetings as scheduled.
Contribute to the development and evolution of country policies and protocols.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED:

    Minimum 5 years program management experience in humanitarian internally displaced or refugee settings or other conflict and post-conflict populations.
Master's degree in a relevant area of study required; MA, MPH, MSW or similar degree or experience preferred.
Knowledge of concepts and principles of humanitarian action and aid, Protection, Health, GBV and livelihoods.
Understanding of the relevant IASC Guidelines, conventions, protocols of the UN or security council and development plans.
Demonstrated management skills and ability to work independently.
Practical knowledge of financial management tools and processes.
Experience planning/collaborating with government officials, other health profession staff, and organizations.
Practical knowledge of monitoring and evaluation systems
Excellent computer, writing and communication skills, including proven report writing skills.
Fluent in written and spoken English.

Desirable

    Experience with capacity building of local organizations - technical and program development .
Experience in community-based programming approach.
Experience planning/collaborating with government officials, other health profession staff, and organizations.

Job Title: Economic Recovery and Development Coordinator, Kampala, Uganda

The IRC is actively seeking a dynamic individual who will provide leadership and direction in carrying forward the ERD program strategy. The incumbent will be a member of the senior leadership team and contribute at a high level to the future direction of the ERD program in particular and the IRC Uganda at large. This is a long term position, with 12 month renewable contracts. The ideal candidate will have an established network of contracts in relevant government ministries, with donors and at other NGOs.

TITLE: Economic Recovery and Development (ERD) Coordinator LOCATION: Kampala with periodic travel to northern Uganda REPORTS TO: Deputy Director, Programs

Responsibilities

* Lead the planning and implementation process of the project, including annual reviews of work plans, Performance Monitoring Plan and log-frame to inform ongoing implementation and new program design.
* Identify new funding opportunities and play a leadership role in developing high quality proposals and budgets that are consistent with the overall ERD country sector strategy.
* Provide ongoing technical advice, direct support and guidance to the ERD teams to effectively monitor implementation of program activities.
* Ensure budget management by regularly monitoring expenditures and making adjustments as necessary.
* Assist in identifying and exploring opportunities for the professional development of program staff, including capacity building training, exchanges, formal performance reviews and ongoing coaching.
* Liaise with donor representatives and national authorities in Uganda to keep them abreast of the project and programming developments.
* Ensure close collaboration and coordination with the other IRC sectors including Health, Women's Empowerment, and Governance and Peace Building and Child and Youth Protection and Development programming to ensure cross-sector linkages and sound technical approaches in relation to the Country Program Strategic Plan.

Requirements
* Advanced degree in economic development , agriculture or agribusiness, development studies, community/rural development , or related field.
* Minimum of four years experience working at a senior level in Uganda on projects dealing with livelihoods programming
* Strong writing, analytical and communication skills
* Demonstrable experience in human resources, financial and operations management of large teams
* Experience leading project teams implementing programs across several locations.
* Proven experience in project design and proposal development and report writing.
* Knowledge of issues relating to youth and livelihoods is an advantage.
* Field experience in market linkages and private sector development and pastoral livelihoods is essential.
* Technical expertise in business/enterprise development and rural financial services.
* Experience with capacity building of local partners and communities, in conflict and post conflict setting.
* Willingness to travel up to 50% of the time to northern Uganda.

International Rescue Committee (IRC) Jobs in Uganda for Project Director

Job title: Project Director

The International Rescue Committee (IRC) responds to the world's worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster and provides innovative, relevant programming in post conflict environments. At work today in over 40 countries and 22 U.S. cities, we restore safety, dignity and hope to millions who are uprooted and struggling to endure. The IRC leads the way from harm to home.

The IRC in Uganda: The IRC has worked in northern Uganda since 1998, implementing relief, recovery and post-conflict development programs in response to the devastation wrought by rebel group the Lord's Resistance Army. Today, the IRC is helping tens of thousands of people displaced by violence to return home and rebuild their communities, following a cease-fire agreement in 2006. At the same time, in Karamoja—one of the poorest and least developed areas in Uganda—the IRC works with communities affected by violence to promote peace and improve access to services since 2002. The IRC in Uganda is implementing a five year strategic plan (2011 – 2015) focusing on meeting the unique needs of adolescent girls, strengthening partnerships with the government, civil society and the private sector, promoting accountability and incorporating evidence-based approaches.

Specific notes on the HSAP Project Management: The IRC is currently preparing a proposal in response to a DFID-funded request for applications to improve community-driven accountability and monitoring of health services. This Health Sector Accountability Project (HSAP) is part of DFIDs complex, multi-year Uganda Accountability Program. The Program Director will work with a team of staff to manage the project's portfolio of sub-grants and oversee support to civil society partners throughout the sub-granting cycle (organizational development; technical trainings on gender, reproductive health, accountability seeking behaviors and advocacy; project cycle management; compliance and reporting).

This position will be an employment agreement with the IRC and is contingent on the IRC being awarded funding.
The anticipated project duration is October 2011 through December 2015, and is characterized by a six-month inception/ planning period followed by implementation.
The IRC is leading on this proposal, but working with GOAL, Uganda in the submission and subsequent project implementation.
If the IRC/GOAL is successful in getting this contract from DfID, the position would directly supervise project staff embedded in the IRC and GOAL Uganda staff.

Responsibilities:

Provide Strong Leadership to the HSAP
Ensure that the project is implemented in accordance with the terms of the DfID contract, the IRC regulations and at the highest professional standards.
Ensure that the project is carried out without cost overruns.
Provide direct technical and managerial supervision to all project staff to ensure high quality program implementation to achieve maximum coverage and impact.
Act as the primary representational link with DFID Uganda, government offices and other donors, multinationals and technical agencies as applicable.
Work closely with DFID Uganda and agencies implementing other related projects or other DFID projects under the Uganda Accountability Program.
Represent the project to all key stakeholders, government officials and donors at workshops, conferences and coordination meetings.

Lead inception stage activities (6 months) including: o Organize and draft guidance for a sub-grant process that adheres to DFID and IRC policies and procedures. o Develop manuals and procedures for grant applications. o Prepare a draft call for grant applications and issue a call for concept notes. o Based on emerging trends in the concept notes, revise manuals and procedures for full grant application process. o Organize (and outsource) assessments in areas of reproductive health and social exclusion analysis. o Organize (and outsource) baseline survey. o Establish and M&E plan, detailed year 1 workplan, detailed year one budget. o Submit inception report to DFID.

Manage sub-grant process including: o With IRC/GOAL and HSAP team, review and provide feedback on all concept notes and sub-grant proposals. o Ensure award of sub-grants to Ugandan NGOs, CBOs and district level advocacy networks. o Conduct, in collaboration with program staff, pre-award assessments of all new sub-grantees prior to sub-grant award. o Ensure submission and approval of Anti-Terrorism Compliance documents for all new sub-grantees prior to sub-grant award. o Prepare sub-grantee agreements and modifications.

Civil Society Capacity Building
Ensure potential sub-grantees are familiar with DFID and IRC sub-grant policies and procedures.
Working with fellow IRC/GOAL staff, disseminate guidelines about, and train potential sub-grantees in, the process of submitting sub-grant proposals responsive to this project's needs and in line with USAID and IRC regulations.
Prepare, in collaboration with HSAP program staff and sub-grantees, individual capacity building plans for all sub-grantees.
Oversee provision of quality technical (health sector) support to CSO partners as required.
Identify, possibly through expressions of interest, organizations/firms that are capable of providing organizational development and other trainings as identified by the CSO partners.
Prepare monitoring plan for all outsourced organizational development trainings for sub-grantees.
Support the HSAP staff to conduct and document regular mentoring and follow-up of sub-grantees.

Monitoring, Evaluation & Learning
Conduct regular meetings with sub-grantee partners and program staff;
Inform program staff about key compliance issues and support program staff to work with partners to address problems;
Ensure that M&E Coordinator: o Maintains filing system (both hard and soft copy) for all sub-grantees' agreements, amendments, proposals, reports, payments and important correspondence; and o Develops sub-grantee tracking sheets and data bases that capture key information;
Ensure timely submission of sub-grantee technical and financial reports, and ensure the review of reports adheres to IRC requirements.
Coordinate with IRC's Finance Department to facilitate timely processing of all sub-grantee payments.
Ensure completion of required reports to the donor.

Requirements: ï‚§ Master's Degree or higher in Social Sciences, such as international development, social work, or public policy.
ï‚§ At least 10 years experience in designing, implementing and managing related civil society development programs, preferably in relation to community-accountability mechanisms. ï‚§ Minimum of five years experience in advocacy-related work. ï‚§ Experience (implementation or oversight) of programs in the health sector, focusing on demand side strategies for improving health service delivery. ï‚§ Strong knowledge of DFID rules and regulations. ï‚§ Demonstrated skills and experience working and collaborating with international and local non-profit organizations. ï‚§ Strong negotiation skills and the ability to develop strong relations with local counterparts, donors, and other stakeholders. ï‚§ Strong communication and interpersonal skills. ï‚§ Ability and interest to work with a diverse and multicultural team in a collaborative, respectful and culturally appropriate manner. ï‚§ Ability to multi-task and manage a number of different initiatives at one time, with flexibility and creativity in a complex environment.
