The IRC is actively seeking a dynamic individual who will provide leadership and direction in carrying forward the ERD program strategy. The incumbent will be a member of the senior leadership team and contribute at a high level to the future direction of the ERD program in particular and the IRC Uganda at large. This is a long term position, with 12 month renewable contracts. The ideal candidate will have an established network of contracts in relevant government ministries, with donors and at other NGOs.
TITLE: Economic Recovery and Development (ERD) Coordinator LOCATION: Kampala with periodic travel to northern Uganda REPORTS TO: Deputy Director, Programs
Responsibilities
* Lead the planning and implementation process of the project, including annual reviews of work plans, Performance Monitoring Plan and log-frame to inform ongoing implementation and new program design.
* Identify new funding opportunities and play a leadership role in developing high quality proposals and budgets that are consistent with the overall ERD country sector strategy.
* Provide ongoing technical advice, direct support and guidance to the ERD teams to effectively monitor implementation of program activities.
* Ensure budget management by regularly monitoring expenditures and making adjustments as necessary.
* Assist in identifying and exploring opportunities for the professional development of program staff, including capacity building training, exchanges, formal performance reviews and ongoing coaching.
* Liaise with donor representatives and national authorities in Uganda to keep them abreast of the project and programming developments.
* Ensure close collaboration and coordination with the other IRC sectors including Health, Women's Empowerment, and Governance and Peace Building and Child and Youth Protection and Development programming to ensure cross-sector linkages and sound technical approaches in relation to the Country Program Strategic Plan.
Requirements
* Advanced degree in economic development , agriculture or agribusiness, development studies, community/rural development , or related field.
* Minimum of four years experience working at a senior level in Uganda on projects dealing with livelihoods programming
* Strong writing, analytical and communication skills
* Demonstrable experience in human resources, financial and operations management of large teams
* Experience leading project teams implementing programs across several locations.
* Proven experience in project design and proposal development and report writing.
* Knowledge of issues relating to youth and livelihoods is an advantage.
* Field experience in market linkages and private sector development and pastoral livelihoods is essential.
* Technical expertise in business/enterprise development and rural financial services.
* Experience with capacity building of local partners and communities, in conflict and post conflict setting.
* Willingness to travel up to 50% of the time to northern Uganda.
