Job Description and required qualifications


(Important Note- Position open to Ugandan nationals only)


Under the supervision of Psychosocial Program Manager, the incumbent will be the focal point for assessments carried out on children and other child protection related activities while ensuring compliance with relevant child protection standards including child participation. The incumbent will also perform the following functions:


o Oversee specific child protection activities including identification of children at heightened risk and effect appropriate intervention including alternative care arrangements, birth registration etc.;


o Follow-up and monitor individual case status and progressively ensure compliance with the comprehensive child protection strategy;


o Coordinate and oversee the best interest assessments and determinations (BIA and BID) process including presentations to the BID Panel;


o Ensure the implementation of decisions relating to refugee children made by the BID and Psychosocial panels;


o Maintain up-to-date individual case files, date and information relating to refugee child protection and progressively generate appropriate periodic reports on trends and activities;


o Provide support to caseworkers in the tracking of individual cases, updating status, and updating child protection database; and


o Liaise with and support partners in refugee child protection through activities such as capacity building, and inform and participate in relevant network and coordination forums;


o Performs other duties as required.


Qualifications:


Education: University degree in the social sciences or any other relevant field, Good knowledge of human rights doctrine, child rights and/or extensive field experience in working with refugees.


Skills and competencies


o A degree in social sciences or any other relevant fields.


o Computer literacy a must with strong knowledge of MS Office


o Good knowledge of human rights doctrine, refugee law, child rights and protection;


o Strong research, capacity building, analytical and report writing skills;


o Data handling skills and previous exposure to database a plus;


o Strong Communication and Interpersonal skills;


o Strong organization skills


Experience: No less than two years work experience, including at least 1 year conducting assessments on children, preferably with an NGO. Experience working in the field of refugee protection and assistance a distinct advantage.


Languages:Proficiency in English and Swahili, Knowledge of French a plus

The Government

of the Republic of Uganda has received a loan and a grant from the

International Fund for Agricultural Development (IFAD) to finance the Project

for Restoration of Livelihoods in the Northern Region (PRELNOR), and intends to

apply some of the proceeds to recruit staff to implement the project. PRELNOR

will cover the districts of Adjumani, Agago, Amuru, Gulu, Lamwo, Kitgum, Nwoya

and Pader.


The overall

goal of the PRELNOR is: Increased income, food security and reduced

vulnerability of poor rural households in the project area. This will be

through increased sustainable production, productivity and climate resilience

of smallholder farmers with increased and profitable access to domestic and

export markets.


Job Summary:  The Project Coordinator has the primary

responsibility for the day-to-day activities of PRELNOR. The incumbent will

oversee the project management unit (PMU) and report directly to the Ministry

of Local Government (MoLG). He/she will act as Secretary to the Project Policy

Committee (PPC), liaise with and report to the agencies directly funding

PRELNOR, and coordinate implementation activities with other projects engaged

in support for community and rural development in the project area. The

incumbent will provide frequent technical support and supervision visits to

district local governments and field sites, with occasional travels to the

ministry headquarters whenever necessary to update the Permanent Secretary.


Key Duties and Responsibilities: 

  • Offer

    overall strategic guidance to PMU staff relating to PRELNOR strategy and

    implementation and the related administrative functions required.

  • Offer

    technical and policy assistance to PMU staff and implementing agencies for

    effective project implementation.

  • Coordinate

    and supervise functions and activities of the PMU staff and regularly

    appraise them on job performance and otherwise. Ensure that work

    disciplines and ethics are adhered to by staff.

  • Coordinate

    and follow up on the activities of the specialists responsible for

    implementation of project components to ensure effective delivery of

    project activities.

  • Approve

    all procurement and accounting transactions performed at PMU, and

    facilitate disbursement of loan and grant funds needed for the

    implementation of PRELNOR.

  • Work

    closely with MoLG, MFPED, Ministry of Trade, Industry and Cooperatives

    (MTIC), IFAD and other financiers on matters of policy and project

    administration.

  • Work

    in liaison with other projects, partners and agencies supporting the rural

    development and commercial sectors in the project area to ensure

    consistency and complementarity.

  • Oversee

    and guide the preparation of project annual work plans and budgets (AWPB)

    and procurement plans.

  • Ensure

    timely and appropriate reporting on progress and problems of project

    implementation and submit semi-annual reports to PPC, MoLG, MFPED and

    IFAD.

  • Ensure

    gender mainstreaming in the project through the timely development, review

    and implementation of a Gender Action Plan.

  • Take

    ultimate responsibility, with the assistance of the community development

    specialist, for ensuring that the project’s poverty, gender and youth

    targeting mechanisms are respected by government and implementing partners

    at all administrative levels

  • Ensure

    climate change, resilience and adaption activities are mainstreamed

    through the project activities.

  • Undertake

    any other responsibility assigned by MoLG that will ensure smooth and

    effective implementation of the project.


Qualifications, Skills and Experience: 

  • The

    Project Coordinator should possess Master’s degree in environment or

    natural resources management, or agriculture, or management, or social

    sciences from a recognised University / Institution, with experience in

    rural and/or SME development and in managing a major programme/project or

    institution. Experience and other skills should include:

  • Eight

    or more years’ experience, including four years in management of financial

    institutions and/or government/donor-funded programmes and a track record

    as a successful manager and administrator in the Ugandan context.

  • Proven

    ability and capacity to take on a leadership position with strong

    managerial skills and capacity to manage people and interact with a wide

    range of private sector partners and public sector representatives, as

    well as managers and implementers of large-scale rural / community / SME

    development projects.

  • Strong

    organizational skills and knowledge of strategic planning.

  • Excellent

    oral and written communication skills in English.

  • Broad

    knowledge and understanding of climate change, capacity building and

    gender issues.

    Assistant Counseling Psychologists (Two Positions), Ugandan Nationals Only

    Under the supervision of the Counselling Psychologist, the incumbent will perform the following functions:


    Duties and responsibilities


    • Assist in directing the operations of a HIAS Uganda field site with regard to psychosocial assistance and supervise a field team of social workers and incentive workers;

    • Assist in implementation of a coordinated multi-sectoral psychosocial field office and psychosocial response strategy;

    • Assist in providing counseling services and other short term therapeutic services to refugees referred to the office in individual and group settings;

    • Assist in conducting psychosocial/mental status assessments and prepare related reports; assess refugees in need of psychiatric care, refer those in need to a psychiatrist and monitor progress;

    • Liaise with the Legal Officer in the implementation of a comprehensive child protection strategy ensuring participation and best interests of the child, care & protection and realization of child rights;

    • Liaise with the Counseling Psychologist in the monitoring, documentation and intervention in SGBV cases;

    • Assist in the development of training materials and facilitate internal and external capacity building activities on a variety of topics, including psychosocial support, SGBV, child protection and PSN;

    • Assist in identifying and assessing the individual needs of refugees at heightened risk and present cases to the psychosocial panel;

    • Assist in overseeing provision of social assistance as needed;

    • Ensure up to date record keeping including case preparation, keeping continuous counseling notes and daily records;

    • Assist in providing support to social workers and incentive workers in the tracking of individual cases, updating status, case review, and maintaining client database etc.;

    • Assist in follow-up and monitoring general case status and processing of refugee cases and prepare field site’s weekly casework plans;

    • Work with partner agencies in the provision of and referral for services and attend stakeholder meetings; and

    • Ensure services are offered in a professional and ethical manner and perform other duties as required.

    Education: A minimum of a bachelor’s degree in psychology, counselling psychology or its equivalent from a recognized university. Master’s degree a plus


    Skills and competencies


    · Computer literacy a must with strong knowledge of ACCESS, EXCEL AND WORD;


    · Ideal candidate should have a keen awareness and a good knowledge of psychosocial issues and the complexities of working on these issues with a refugee population;


    · Strong analytical and report writing skills and proven ability to conduct psychological assessments;


    · Must have at a least two years’ experience in providing counseling services to traumatized individuals (group) in multi-cultural environment. Experience with refugees plus;


    · Experience in planning and implementing psychosocial project activities including facilitating individual and group therapy training;


    · Experience working with children and child therapy, with good knowledge of child rights and protection;


    · Group facilitation skills and experience


    · At least one year of training experience;


    · Good team player with excellent cross-cultural international skills, proactive and able to work under minimal supervision while exercising diplomacy, flexibility and assertiveness;


    · Ability to confront and discuss sensitive issues with respect and confidentiality


    Experience: No less than two years job experience in trauma counselling, preferably in the NGO sector. Knowledge of refugee protection and assistance a plus.


    Language:Proficiency in English and Swahili. Working knowledge of French and other languages as an added advantage.

    The International Potato Center (CIP) is seeking a highly competent and dynamic individual to fill the newly created position of Deputy Program Leader to support the management and further development of CIP’s Strategic Program on Resilient, Nutritious Sweetpotato.


    The Center:CIP is a not-for-profit international agricultural research-for-development organization with a focus on potato, sweetpotato, and Andean roots and tubers. Its vision is of roots and tubers improving the lives of the poor. CIP is dedicated to achieving food security, improved well-being, and gender equity for poor people in root and tuber farming and food systems of the developing world. CIP works with partners to contribute high quality science, technology, and capacity strengthening for sustainable science-based solutions.     The Strategic Program: The Strategic Program on Resilient, Nutritious Sweetpotato seeks to combat micronutrient deficiency and improve nutrition and livelihoods amongst 15 million food insecure households in Africa, Asia, and Latin America and the Caribbean. The Program currently comprises a dynamic portfolio of over 30 research and development projects in 16 countries. We pay specific attention to gender and poverty aspects of our work and monitor our impacts closely. At this time, the Program seeks to scale up our success to more countries through strategic research and development partnerships.


    The Position: The Deputy Program Leader will report to the Program Leader and will be based in Kampala, Uganda with extensive travel to project countries in particular in Africa. He/she will work closely with project leaders, country managers, and other teams responsible for project management and program development. The position demands expertise in program management, proposal development and technical writing, as well as good technical understanding of agriculture and nutrition in the context of international development.


    Duties and Accountabilities:


    1. Program management (60%)

    2. Support the Program Leader in overseeing implementation and management of the global sweetpotato program portfolio.

    3. Work with Project Leaders and their teams to ensure projects generate high-quality results and contribute effectively to wider CIP and CGIAR objectives. Specifically, support Project Leaders in technical reporting, work planning, partnership management, and during major reviews and evaluations.

    4. Review technical project reports to donors and project partners for technical quality, consistency, and completeness.

    5. Coordinate review of monthly internal project updates and work with Project Leaders and relevant CIP teams to identified and address technical and operational issues that require support.

    6. Coordinate reporting of Program progress to CGIAR Consortium Research Programs and contribute to high-level analysis and synthesis of results for donor forums.

    7. Contribute to the monitoring and annual update of the rolling Program Business Plan.

    8. Program development and resource mobilization (30%)

    9. Support the Program Leader in identifying and responding to opportunities for continued program development and growth, working with CIP’s Resource Mobilization Unit and other relevant CIP teams.

    10. Specifically, support Country Managers and Project Leaders to develop funding proposals, including hands-on support for writing and negotiations with implementing partners. This will often involve extensive travel to project countries.

    11. Publications and communications (10%)

    12. Contribute to technical publications and presentations based on Program research and development as will be agreed with the Program Leader.

    13. Coordinate internal communications within the Program to ensure that project teams are well connected for research and management.

    14. Working with the CIP communications specialists, contribute to external communications about the Program through a wide range of media.

    Selection criteria:


    • PhD degree in a relevant discipline, including agricultural, biological, or social sciences. An equivalent degree with strong experience may also be considered.

    • At least 10 years of management experience in international development, including at least 5 years senior responsibilities in project or program management.

    • Excellent command of program management tools, including up-to-date MLE approaches, business planning, and communications.

    • Excellent proposal and report writing skills with a proven track record of success.

    • Direct work experience in field-based research or development projects, preferably in agriculture. Direct work experience in sub-Saharan Africa is an advantage.

    • Strong understanding of the priorities and approaches of CGIAR research and development programs, in particular of the agriculture and nutrition agenda.

    • Excellent leadership skills that support teamwork and service within complex work relationships.

    • Excellent English written and verbal communication skills are essential. Working proficiency in French is a strong advantage.

    • Ability and willingness to travel extensively, and at times at short notice, to project locations in Africa and other regions.

    Conditions:Employment contract will be for a three-year term (with three months probation period) with the possibility of renewal,subject to availability of funding. The salary will be internationally competitive, paid in US dollars, and commensurate with experience.

    will be responsible for orienting and ensuring the climate resilient

    implementation of PRELNOR activities supporting value chain development, so as

    to ensure that the project‘s climate resilience becomes reality. The incumbent

    will also ensure that climate and environment issues are mainstreamed in all

    aspects of project and activity development, implementation and follow-up. The

    incumbent will render support in institution building and developing strong

    working relationships with the major GoU and climate change and environment

    agencies working in Uganda and East Africa.


    Key Duties and Responsibilities: 

    • Work

      in liaison with the agronomist /agricultural extension and agribusiness

      specialists design and supervise baseline assessments of the production

      systems and rural infrastructure development and develop

      strategy/guidelines for necessary modifications to make them climate

      resilient.

    • Work

      with the technical experts recruited to provide advice on climate

      resilience in the infrastructure component of the project (more

      specifically roads) to ensure appropriate integration of climate change

      and climate risks in project-sponsored infrastructural works.

    • Providing

      support to the project implementers (local governments, district farmer

      associations and other agencies) on climate risk management in PRELNOR.

      This includes:

    • Steering

      the identification, planning, implementation, monitoring and evaluation of

      climate resilient project activities for community level production

      improvement and in post-harvest handling and value-adding support to

      farmer and SME groups,

    • In

      charge of promoting climate-smart production and post-harvest practices in

      farmers‘ groups and organisations;

    • Working

      with the Uganda National Meteorological Authority (UNMA) and MAAIF to

      facilitate the development and transmission of climate and agro-climate

      information from central level to districts and to farmers, including

      through the development of Memoranda of Understanding and training, where

      relevant.

    • Working

      with UNMA and MAAIF to collect data from the existing agro-met stations in

      each of the project districts and facilitate analyses relevant to PRELNOR

    • Supporting

      the development of agro-meteorological products and decision support

      systems designed for transmission to the various departments of the MAAIF,

      relevant extension services and the private sector/business partners

    • Ensuring

      the sound integration of climate-resilient technologies in production and

      market access development

    • Building

      PMU, MoLG and MAAIF capacities in climate resilient approaches;

    • Supporting

      the MEL specialist in developing the project learning system;

    • Monitoring

      the climate resilient activities and, in collaboration with the MEL

      specialist, ensure related knowledge management and the identification of

      policy lessons;

    • Identifying

      training needs for public and private sector stakeholders and planning and

      implementing a capacity building project based on identified need;

    • Conduct

      radio programmes of climate change information.


    Qualifications, Skills and Experience: 

    • The

      applicants should preferably hold a Master’s degree in agricultural

      development / climatology/ environmental Science or related discipline

      from a recognised University / Institution.

    • A

      minimum of five to ten years’ experience in climate change adaption work

      and risk management or risk disaster management in a smallholder farming

      context.

    • Prior

      experience in mainstreaming climate change adaptation issues within both

      public and private sector organizations for a wide range of agricultural

      sub-sectors would be advantageous, particularly rural and market

      infrastructure.

    Prevention of Online Child Sexual Abuse Consultant


    1. Purpose of Assignment


    The consultant will undertake the development of an Action Plan to address and prevent online child abuse and monitor the key outcomes and progress as per the targets identified and agreed upon.


    2. Scope of Work


    1. Provide technical support and assistance to develop an action plan on prevention of online abuse for August 2015 – March 2016 with clear cut targets and key progress indicators highlighted.

    2. Provide coordination support to the National Working Group in monitoring progress against targets and flag any operational issue for corrective action to accelerate implementation.

    3. Support the Ministry of Internal Affairs to identify communication and training resources available on prevention of online abuse.

    4. Support the Ministry of Internal Affairs to develop relevant IEC materials on the issue of online abuse to be used by all relevant departments , have it approved by the National working Group, JLOS and others and provide UNICEF with a ready to print copy of IEC materials with distribution and dissemination plan.

    5. Support and provide Ministry of Internal Affairs and UNICEF relevant documentation, case studies, and lessons learned, good practices on the Prevention of On -Line abuse interventions for sharing with key GOU/Donor and UNICEF HQ colleagues.

    6. Provide back up support to key sectors and ensure that all policy heads of DPP, units of Uganda Police (Interpol, cyber- crime, CFPU, CIID etc.) are sensitized on prevention of online abuse issues for further dissemination to all key staff by their units.

    7.Provide technical inputs along with SAFE team on the proposed baseline/documentation to be undertaken regarding prevalence and knowledge of online abuse in Uganda.


    3.****Areas to be Considered


    Prevention of online abuse issues are relatively new areas of work in Uganda and will need to be integrated into existing child protection systems as well as getting new partners in government like Uganda Communications Commission, Interpol, Service providers etc. on board.


    Thorough knowledge of how systems work, track record in coordination & working with large systems including government is desirable, ability to network with CSO and technical experts on dealing with online abuse, and advocacy skills and capacity to deal with sensitive sexual issues with National partners is essential.

    1. Action Plan on prevention of online abuse with key indicators of progress developed and signed off by the Ministry of Internal Affairs.

    At least five years of experience in working on large scale child protection issues preferably with Government or large international projects.


    Ability to work with senior and field technical teams in government and non -government sectors in Uganda. Knowledge and familiarity of government systems in East Africa useful. 5. Condition:

    Qualifications:

    · A minimum of 10 years of experience in financial management.


    · At least 5 years of successful experience overseeing donor-funded technical assistance projects of similar magnitude and complexity in developing countries.


    · At least 3 years of successful experience providing administrative support to an international organization, including dealing with procurement, contracts management, and HR related matters.


    · At least 3 years of experience in overseeing subawards including construction contracts and/or subgrants.


    · Substantial financial management experience managing USG funded awards as well as knowledge of USG policy, procedural and reporting requirements.


    Experience with computerized accounting and strong organizational and leadership skills.

    Uganda: International Technical Assistance Public Health - 2015

    Location: Kampala – The candidate will reside in Kampala and its main field of activity will be within the Ministry of Health (70%) and field visits at District Health Office level, in hospitals and Health Sub-Districts (30%) in the regions of intervention. Ten days field presence every 2 months.


    Duration of the contract: 36 months

    Monthly salary package: between 5,624.06 euro and7,959.57 euro (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated, depending on the composition of the family and the number of years of relevant experience.


    Function:


    • Responsible for the functional coordination between PNFP and ICB II project

    • Support coordination with all stakeholders inside and outside the MoH

    • Steer the international Administrative and Financial Expert

    • Coordinate the work between all National Technical Assistant working in PNFP and ICB-II

    • Participate to joint planning

    • Support the MoH in its efforts to coordinate capitalisation of experiences and policy recommendation exercises

    • Responsible for the co-management procedures in the ICB II project

    • Co-responsible for the planning and budgeting of activities

    • Co-responsible for the guiding of NTA

    Qualifications


    • Degree in Medicine

    • Master Degree in Public Health or equivalent diploma (candidate will have to provide course content)·

    • Experience

    • At least 8 years in the field of public health and health service organisation of which at least 3 years in development countries.

    • Experience in institutional support and work at a ministry’s level.

    • Experience in effective management of health care facilities (Health district management).

    • Previous experience of coordination and leadership in a similar context

    • Experience in dealing with crosscutting issues (gender, SRHR, HIV)

    • Experience in action-research and capitalisation exercises are advantages

    • Knowledge on complexity concepts and management in complex environments are advantages

    • Knowledge on RBF and health insurance are advantages·

    As an active member of the Senior Management Team, the Head of Finance will**provide strategic leadership and take responsibility for all finance functions within the country programme.**


    Key responsibilities: – Contribute to the development of the strategic plan for the Country Programme and develop and maintain appropriate and effective financial strategies, plans and policies to support it.


    • Develop, implement and maintain financial management procedures, systems, risk assessments and control measures to manage, monitor and audit transactions across the Country Programme and to ensure compliance with WaterAid’s overall policies.

    • Maintain oversight of the country programme funding position and compliance with donor budget contractual obligations.

    To be successful, you’ll need to have a fully completed accounting qualification or certification, e.g. CA, ACCA, CIMA, CPA. A Master’s degree in a finance qualification will be an added advantage. A minimum of seven years’ experience in leading a finance team and working in a senior position in a major organisation is required.
