The Microfinance Support Centre Limited (MSC) is an institution fully owned by the Government of Uganda (GOU), MSC was incorporated in 2001 as a company limited by guarantee, as part of GOU's effort to promote access to affordable financial services for increased employment and wealth. MSC offers affordable credit through its network of 13 regional offices spread throughout the country. It has so far served clients in 110 districts in Uganda, It gives priority financing to support the agricultural production value chain namely; production, value addition and marketing. Besides credit, MSC provides capacity building to its clients including SACCOs, Cooperative Unions, MFls and SMEs to enable them manage their organizations sustainably.
MSC seeks to recruit suitably qualified persons with integrity, energy and a strong passion to create wealth and have real impact on the lives of Ugandans, MSC, therefore, wishes to fill the following vacant positions in its establishment. 1.            Head of Legal Services & Board Affairs (Company Secretary) - HLS/ BA/ CS/ (Level 2) Responsible for provision of guidance to the Board of Directors on the best corporate governance practice, ensure corporate compliance with the legal regime and provide legal advisory services to the company, 1, Company Legal compliance and adherence to laws and other 2, Legal operational compliance across the organisation 3, Smooth functioning of the Board 4, Statutory compliance of the company 5, Leadership and people development of the team in the department 1,            Continuously review developments in corporate governance; advis¬ing and assisting the directors with respect to their duties and responsibilities, in particular compliance with company law and other legislation 2,            Facilitate the smooth operation of the company's formal decision¬making and reporting machinery; organizing board and board committee meetings 3,            Obtain internal and external agreement to all documentation for circulation to shareholder; coordinating the administration and management of minutes 4,            Ensure that the company complies with its memorandum and arti¬cles of association, and drafting and incorporating amendments in accordance with correct procedure 5, Maintain the statutory registers at the company statutory registrar 6,            Filing of annual reports, amended Memorandum and Articles of Association, return of allotments (if any), notices of appointments and resolutions, in accordance with the Companies Act, with the Registrar of Companies 7.            Regularly communicating with shareholders, both individual and institutional, through circulars and notices 8,            Manage external lawyers and coordinate the provision of legal services to the company and represent the Company in the courts of judicature in Uganda. 9.            Custodian of the Company Seal, Board and Company documents 10, To support the debt collection function of the Company, The JD is only a summary of the typical function of the job, not an exhaustive or comprehensive list of all possible job responsibilities, tasks and duties. Other duties assigned shall be part of the job. Minimum Qualifications and Skills required for the role •             Degree (Honours) in law from a recognized University/Institution and a relevant Master Degree in the field of Law, Human Resource, Public Administration and Business Administration MUST be a member of the ICSA. •             Must be an enrolled advocate of High Court with a valid practicing certificate. •             Applicants must have 8 years of work experience in a Corporate Entity 5 of which should have been gained at senior level in a busy organization. •             A self driven person with the highest level of responsibility. •             Should be computer literate. •             Strong interpersonal and leadership skills. •             Aged between 35 -45 Personal attributes •             Deep understanding of company law •             Have a passion for achievement and continuous improvement •             Honesty (Being trustful and declaring all private interests relating to one's public duties). •             Selflessness (Being noble and avoid seeking personal gain or benefits for one's family or friends through one's official position •             Customer service skills •             Excellent knowledge and awareness of the Microfinance industry or background experience in a finance institution Candidates with the requisite qualifications should send their applications with detailed Curriculum Vitae together with copies of certified academic certificates with at least 3 referees in properly sealed envelopes to the address given below clearly stating the job title applied for on the top right corner to be received not later than Friday, 04th July 2014. If you are well qualified to promote change and can demonstrate competences in relevant areas of the Central Bank, we encourage you to apply.To providing consistent information in maintenance reporting, establishment of building condition standards and costing and planning and implementation of maintenance works.· Assists the Head of Engineering Services in the Supervision of construction and building maintenance works.· Perform routine and long term preventive maintenance on Buildings.· Liaise with Head of Engineering Services on routine inspection of the Bank Office Premises and Residences.· Supervise a wide range of facility remodeling, renovation and construction works which include repairs to buildings, compounds, pavements and roads.· Assist Head Engineering Division in designing skilled building maintenance work and on plumbing installations.· Provide advice on requested building maintenance services while meeting safety codes, specifications and budgetary limitations.· Monitor installation of designed systems to ensure compliance with design specifications and safety codes.· Devise and outline maintenance strategy and procedures for buildings, plumbing and office repair works.· Give support in the supervision and routine repairs and maintenance of buildings, plumbing and office repair works.· Coordinate activities of utility services providers, technical consultants, Contractors and Valuers.· Plan, budget and co-ordinate the maintenance of Buildings.· Coordinate the team carrying out valuation of houses of staff building loan applicants and making technical reports.· Preparation of specifications, Bills of Quantities and contract documents for building repairs and maintenance works.· An effective planned preventive maintenance scheme for Bank Buildings, plumbing services and Office furniture, machines and equipment repair works.· Technical support to staff building loan scheme.· Status reports on all building contractual works.MINIMMUM QUALIFICATIONS A First Class/ Upper Second Degree in Buildingand Civil Engineering. A postgraduate qualification in any management courses will be an added advantage. Should be a registered Engineer with the Uganda Engineers’ Registration Board (ERB).At least Ten Years practical experience in Building· Strong organizational and communication skills.· Should be able to gainfully apply job knowledge.· A good team player in diverse environment Should be ready to work beyond normal call of duty.· Should be well versed with Building Construction and Maintenance.· Should be computer literate (Microsoft Office + CAD).Work involves advising Head Real Estates Section on Buildings, plumbing services and office machines, equipment and furniture repair works and making weekly reports on their status.Involves making evaluation of works, scoping and preparation of BOQs for the repair works as well as dealing with contractors.Involves valuation of properties of staff building loan applications.Involves controlling divisional Imprest, budget and preparation of monthly management reports.· Have powers to financially commit the Bank in areas of Building Maintenance up to the· Have powers to turn off water and other building services or turn them on when and after rectifying an emergency· Interact with other Section Heads in Engineering Services.· Asst/Deputy Director Engineering Services.· Asst/Deputy Director General Administration.· Procurement and Disposal DepartmentApplication letters must be accompanied by:    A detailed Curriculum Vitae.
