Uganda: Senior Advisor I, Community Access


Overview:


Ipas is a nonprofit organization dedicated to ending preventable deaths and disabilities from unsafe abortions. Through local, national and global partnerships, Ipas works to ensure women can obtain safe, respectful and comprehensive abortion care; including counseling and contraception to prevent unintended pregnancies.


The Senior Advisor I, Community Access has national level responsibilities to assure meaningful and effective integration of women’s reproductive health perspectives across Ipas’ outputs. The Senior Advisor I provides strategic guidance and technical assistance in designing, implementing and evaluating projects, and in integrating content and participation in Ipas’ programs across multiple community groups (unions, adolescents and youth, women’s groups) development coalitions and national bodies. The position is a country-level position, which primarily works with a country-based team and collaborates with other technical units organizationally, as well as with a range of external partners and stakeholders.


Responsibilities:


Key Responsibilities


  • Leads the strategic design processes and the development of technical strategies for community access projects using proven Project Management Principles

  • Leads in the design and implementation of country-level Social and Behavior Change Communication (SBCC) strategies to support local partnerships, activities and materials

  • Designs community engagement and advocacy strategy and implement appropriate activities to build to promote women’s SRHR among stakeholders as appropriate

  • Establishes and develops links with organizations, institutions and interested groups to promote knowledge, skills and social support so women can exercise their sexual and reproductive rights

  • Leads in the design of curriculum and training for activities to increase knowledge, skills and abilities of women and community members to access SRHR.

  • Identifies, designs and adapts qualitative tools to capture project outcomes, documents and shares results organizationally and as appropriate to stakeholders

  • Designs and implements Ipas’ training and awareness raising programs in coordination with institutions/organizations with established agreements

  • Monitors and conducts oversight to local partnerships and other Ipas-supported initiatives on comprehensive abortion care in the community

  • Monitors and contributes to the analysis of community access results and summarizes technical results for cross-unit sharing and organizationally as appropriate

  • Identifies, documents and shares best practices and seeks peer review for improving community outcomes and results

  • Contributes to the design, implementation and analysis of evaluation of community based interventions and leads in the documentation and reporting of this body of work

  • Participates in the planning, monitoring and evaluation processes of programs and projects, including new Ipas Clinical Affairs initiatives as they relate to institutional results

  • Provides strategic guidance and technical inputs to ensure the project plans are consistent with the organizational strategy and operational plan

  • Supports fundraising through donor document writing, reporting, and donor communication

  • Ensures that all training and orientation materials include content that is applicable to different community groups

  • Supports the accurate documentation and data from the field office to the Global Teams to ensure support documentation and organizational learning

  • Represent Ipas at local community stakeholder fora as necessary as appropriate.

Requirements:


Minimal Requirements


  • B.A., B.S., or other relevant degree with a major in public health, communications, community development, or a related field required

  • 9 – 10 years related experience with Bachelor’s degree or 7-8 with an advanced degree required

  • Over 7 years’ project management experience required

  • Experience working with a reproductive health projects

  • Previous supervisory experience preferred

Preferred Requirements


  • Knowledge and experience in community mobilization, capacity building and training of community groups

  • Working knowledge of grant management

  • Must be familiar with working with youths

The Health Systems Senior Advisor II provides technical leadership and supports country programs focusing on the areas of Health systems, community development and advocacy particularly in stigma reeducation, midwifery, comprehensive abortion care including contraception, health system provider/site performance, and Ipas training efforts. The position shares knowledge on technical innovation, lessons learned, and best practices across regional/country teams, technical staff and externally. The position works to ensure that teams are implementing quality and sound health systems activities that are in line with the Ipas organizational strategies, standards and goals.The incumbent works closely with the Africa Alliance team , Regional Support Team (RST) members and global units (as needed) to design project strategies, plan for implementation and monitor progress.


Responsibilities:

  • Collaborate and build partnerships with Government, MOH, CBOs and other like minded organisations

  • Plans, organizes, and facilitates the development of trainings and workshops on high-quality comprehensive abortion care including contraceptive services

  • Coordinates site selection, baseline assessments, and pre-training workshop plans for selected in-country sites

  • Develops (with support from external consultants) a process to monitor and follow-up with the implementation of comprehensive abortion care including contraceptives in selected sites.

  • Provides technical input to link research program, development of regulations, approval and implementation of regulations, protocols, and standards and guidelines related to the implementation of the comprehensive abortion care model.

  • Prepare reports on training events and other program activities to document project progress

  • Monitor project progress, including progress toward donor deliverables and targets, and identify and strategize with relevant teams (and Management Team members when applicable) to address challenges and implement solutions against country, project , or project budget

  • Represent Ipas at local, regional, or national meetings as requested by unit staff

  • Experience in leading projects or programmes in Uganda

Location: Kampala (Uganda) with regular field visits to Karamoja


Duration of the contract: 50 months


Probable starting date: as soon as possible


Monthly salary package: between 5088,91 euro and 7245,50 euro (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated, depending on the composition of the family and the number of years of relevant experience.


Project:


The education sector in Uganda has experienced a great transformation over the past 15 years. In 1997 the government of Uganda launched the Universal Primary Education strategy. Because of its success an equal investment strategy became necessary for secondary education. The Universal Secondary Education strategy was then put into action in 2007, leading to an instant increase in enrolment figures in secondary education as well.


In this context, upon initiative of the Government of Uganda, the Embassy of Belgium in Uganda has agreed to support interventions geared towards the improvement of teacher training provided.


“Support to Skilling Uganda – Karamoja region” is an Irish funded intervention which can be considered as a geographical extension of the Belgian funded Support to Skilling Uganda intervention, and will be implemented as such by BTC.


The Support to Skilling of Uganda (SSU) programme is built on 4 clear results :


Result 1 is to support the national stakeholders (public & private sector and civil society) in the TVET reform process (according to the BTVET strategic plan ‘Skilling Uganda’) through strengthening their capacities and developing new instruments, tools and a new institutional setting (unified TVET agency) to move towards a modern, demand driven, relevant and efficient TVET system.


Result 2 is to develop a new TVET funding system, called the Skills Development Fund, and to test it in two specific regions (Western Uganda and Karamoja, with an extension towards the North for skills development for refugees).


Result 3 and 4 focus on specific geographical regions (R3 on the West, R4 on Karamoja). In Karamoja, the support will focus on (i) supporting two formal training providers in Moroto and Nakapiripirit to raise the quality and quantity of their skills provision and (ii) ensuring that more Karamojong can attend quality skills training relevant for the local labour market and economy.


To ensure relevance to the Karamoja context, focus will be put on complementarity of skills development with livelihood activities, on short term vocational trainings and on emerging markets and on possible future economic developments.


A specific feature of the framework conditions for the project is, that it will “meet” several other interventions, given the interest of the Government and international donors in the region.


Function:


The International TVET Expert will work under the supervision and steering of the International Intervention Manager.


As an International TVET Expert s/he will:


  • Be responsible for the implementation of all activities under result area 4 in accordance with the approved project work plans;

  • Provide technical inputs and feedback in achieving Result Area 1 and 2 (BTVET reform & design of the (Pilot) Skills Development Fund (pSDF)

  • Define (with the support of Intervention Manager) strategic implementing plans to achieve the intervention’s development results.

  • Manage the main risks for the achievement of the intervention’s development results and adopt all necessary preventive and corrective measures.

  • Coach and support the 2 selected institutions to carry out a needs assessment and development plan

  • Collaborate with Business Membership Organisations (BMO) and private sector companies to form a regional platform and articulate Projects.

  • Provide expert guidance and advice to the leadership and governance of the institutions , and to the Ministry of Education, Science, Technology and Sports (MoESTS), regarding strategic aspects of the operational and educational sides of the institution (management, governance, maintenance and physical infrastructure and education and training)

  • Ensure the performant functioning of the (Pilot) Skills Development Fund (pSDF) – Karamoja-basket (development of the terms of references, supporting the selection and grant Committee, provide quality assurance).

  • Coordinate with relevant stakeholders (private sector companies) and donors who could join the pSDF-Karamoja-Basket.

  • Coach and supervise local staff in the Karamoja office

  • Coordinate the knowledge-building and action-research processes (in complementarity with other interventions) and guarantee that the results are disseminated.

  • Feed the reflection on the programme’s strategic orientations and the methods and tools used.

Reporting



  • The International TVET Expert shall assist the Project Management Team in the preparation of periodic progress reports and financial reports. In particular s/he shall assist the Intervention Manager in preparing:




  • Consolidated and coordinated quarterly and annual progress reports including recommendations;




  • Financial reports in accordance with the requirements of BTC;



  • A Final report summarizing the results of the Project including lessons learnt, conclusions and recommendation on how the achievements of the Project can be sustained;

  • Any other reports as requested by the MoESTS, Ireland, PSC or BTC.

Profile:


Qualifications and required experience


  • A Master’s degree or equivalent in technical fields, social Sciences/ management/ education

  • At least 5 years of proven experience in the field of strategic / organizational management in BTVET

  • At least 5 years of experience in working with the private sector in BTVET.

  • Relevant experience in strategic planning of the education and training in BTVET institutions

  • Experience in (supporting) setting up and managing Training Funds.

  • Experience is project management

Other:


  • Available for frequent field visits;

  • The Client Service Officer will market for Solar Now products through generating quality leads by contacting potential buyers of solar systems and fill in the lead form.

  • Lead Conversation: Follow-up on Branch leads (after 1 week) & HQ leads (within 24 hours, from Incoming Media; references, no depositors, rejections and others). Note comments in SAS for easy follow up.

  • Client follow-up: Contact existing clients and offer/get: Replacements; Upgrades; Referrals.

  • Assessment: Fill in the application form and terms, make quotations and decide on payment terms with the client

  • The Client Service Officer will assess credit applicants

  • Receive systems and other products for the branch from Logistics

  • Carry out installations following proper Solar Now procedures

  • Offer timely support to the Service team in preventing and solving cases.

Right To Play is, therefore, looking for a qualified, experienced and self-motivated Africa Program Officer, who will be part of the Africa programs team to support program work in Africa.


JOB SUMMARY:


The Africa Program Officer (APO) reports directly to the Africa Program Manager and teams up with the other Africa Program Officer, Education Specialist and Africa Monitoring, Evaluation and Learning Officer to provide support to the Country Managers; and to communicate program results with the rest of the organization.


The main function of the Africa Program Officer is to assist the Africa Team in fulfilling the goals of the Africa Office through the development, planning and implementation of its programs, policies and strategies. Consequently, the Africa Program Officer shall:



  • Provide continuous technical support to project staff at country level in the implementation of plans;




  • Support the preparation of funding applications to institutional and private donors and where relevant liaise with HQ and National Offices regarding programme funding opportunities and the development of proposals.




  • Ensure awareness of and compliance to grant requirements by monitoring the overall progress of projects, and providing oversight and technical assistance on daily implementation to ensure the implementation of quality programmes. Further support in ensuring that appropriate systems are in place in order to meet these requirements.




  • Contribute to establishing, maintaining and strengthening relationships with donors.




  • Support the continuous improvement of Right To Play’s knowledge base regarding programs, information and analysis;



MINIMUM REQUIREMENTS (Must have):



  • Masters Degree in social sciences, development studies, planning, education, sports or any other relevant discipline.




  • 4-6 years of relevant professional experience in role(s) with comparable levels of complexity and technical relevance in field and/ or Global Office contexts.




  • Experience coordinating, supporting and completing initiatives within complex, cross-functional organizations/projects.




  • Experience in managing or supporting the management of grants and cooperation agreements for government donors.




  • Experience in planning, budgeting and financial management




  • Experience in writing program reports for institutional donors.
