Location: Kampala (Uganda) with regular field visits to Karamoja
Duration of the contract: 50 months
Probable starting date: as soon as possible
Monthly salary package: between 5088,91 euro and 7245,50 euro (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated, depending on the composition of the family and the number of years of relevant experience.
Project:
The education sector in Uganda has experienced a great transformation over the past 15 years. In 1997 the government of Uganda launched the Universal Primary Education strategy. Because of its success an equal investment strategy became necessary for secondary education. The Universal Secondary Education strategy was then put into action in 2007, leading to an instant increase in enrolment figures in secondary education as well.
In this context, upon initiative of the Government of Uganda, the Embassy of Belgium in Uganda has agreed to support interventions geared towards the improvement of teacher training provided.
“Support to Skilling Uganda – Karamoja region” is an Irish funded intervention which can be considered as a geographical extension of the Belgian funded Support to Skilling Uganda intervention, and will be implemented as such by BTC.
The Support to Skilling of Uganda (SSU) programme is built on 4 clear results :
Result 1 is to support the national stakeholders (public & private sector and civil society) in the TVET reform process (according to the BTVET strategic plan ‘Skilling Uganda’) through strengthening their capacities and developing new instruments, tools and a new institutional setting (unified TVET agency) to move towards a modern, demand driven, relevant and efficient TVET system.
Result 2 is to develop a new TVET funding system, called the Skills Development Fund, and to test it in two specific regions (Western Uganda and Karamoja, with an extension towards the North for skills development for refugees).
Result 3 and 4 focus on specific geographical regions (R3 on the West, R4 on Karamoja). In Karamoja, the support will focus on (i) supporting two formal training providers in Moroto and Nakapiripirit to raise the quality and quantity of their skills provision and (ii) ensuring that more Karamojong can attend quality skills training relevant for the local labour market and economy.
To ensure relevance to the Karamoja context, focus will be put on complementarity of skills development with livelihood activities, on short term vocational trainings and on emerging markets and on possible future economic developments.
A specific feature of the framework conditions for the project is, that it will “meet” several other interventions, given the interest of the Government and international donors in the region.
Function:
The International TVET Expert will work under the supervision and steering of the International Intervention Manager.
As an International TVET Expert s/he will:
- Be responsible for the implementation of all activities under result area 4 in accordance with the approved project work plans;
- Provide technical inputs and feedback in achieving Result Area 1 and 2 (BTVET reform & design of the (Pilot) Skills Development Fund (pSDF)
- Define (with the support of Intervention Manager) strategic implementing plans to achieve the intervention’s development results.
- Manage the main risks for the achievement of the intervention’s development results and adopt all necessary preventive and corrective measures.
- Coach and support the 2 selected institutions to carry out a needs assessment and development plan
- Collaborate with Business Membership Organisations (BMO) and private sector companies to form a regional platform and articulate Projects.
- Provide expert guidance and advice to the leadership and governance of the institutions , and to the Ministry of Education, Science, Technology and Sports (MoESTS), regarding strategic aspects of the operational and educational sides of the institution (management, governance, maintenance and physical infrastructure and education and training)
- Ensure the performant functioning of the (Pilot) Skills Development Fund (pSDF) – Karamoja-basket (development of the terms of references, supporting the selection and grant Committee, provide quality assurance).
- Coordinate with relevant stakeholders (private sector companies) and donors who could join the pSDF-Karamoja-Basket.
- Coach and supervise local staff in the Karamoja office
- Coordinate the knowledge-building and action-research processes (in complementarity with other interventions) and guarantee that the results are disseminated.
- Feed the reflection on the programme’s strategic orientations and the methods and tools used.
Reporting
The International TVET Expert shall assist the Project Management Team in the preparation of periodic progress reports and financial reports. In particular s/he shall assist the Intervention Manager in preparing:
Consolidated and coordinated quarterly and annual progress reports including recommendations;
Financial reports in accordance with the requirements of BTC;
- A Final report summarizing the results of the Project including lessons learnt, conclusions and recommendation on how the achievements of the Project can be sustained;
- Any other reports as requested by the MoESTS, Ireland, PSC or BTC.
Profile:
Qualifications and required experience
- A Master’s degree or equivalent in technical fields, social Sciences/ management/ education
- At least 5 years of proven experience in the field of strategic / organizational management in BTVET
- At least 5 years of experience in working with the private sector in BTVET.
- Relevant experience in strategic planning of the education and training in BTVET institutions
- Experience in (supporting) setting up and managing Training Funds.
- Experience is project management
Other:
- Available for frequent field visits;
- English proficiency, both in speaking and writing;
- Able to work under stressful conditions and having no objection to working overtime
