Duty Station: Kampala, Uganda


Reports to: Supervisor Procurement


Job Summary: The Procurement Officer will mainly handle all

procurement requisitions assigned in order to facilitate timely service

delivery with utmost observance of the provisions in the PPDA Act.


Key Duties and

Responsibilities: 

  • Regularly

    review specifications, bills of quantities and Terms of Reference prepared

    by user departments and provide timely guidance and feedback to users

    while ensuring completeness and compliance with the PPDA Act.

  • Prepare

    and submit appropriate solicitation documents to Contracts Committee for

    Approval

  • Receive,

    open and evaluate bids in accordance with the PPDA regulations

  • Actively

    coordinate contract processing procedure to ensure compliance with the

    award decision of Contracts Committee and terms and conditions of tender.

  • Prepare

    Local Purchase Orders for approved procurement decisions within the

    defined threshold

  • Works

    closely with user departments, stores on the delivery of goods.


Qualifications, Skills and

Experience: 

  • The

    applicants should mainly provide a Degree in either; Procurement and

    Supplies/Logistics Management, Commerce, or Business Administration with a

    specialization in Procurement, obtained from a recognized academic

    institution

  • Professional

    Qualifications in Procurement (CIPS) is an added advantage.

  • A

    minimum of three or more years’ practical experience in handling

    procurements in a big and reputable organizations

  • Working

    knowledge of the PPDA Act Procurement law and Procedures, Procurement

    guidelines and Stores operational procedures

  • Practical

    experience with the Public Procurement Management System (PPMS) or ability

    to input and retrieve data from the PPMS.

  • Working

    knowledge of different procurement procedures including the World Bank

    procedures.


The Uganda Revenue Authority

(URA) was established by the Uganda Revenue Authority Statute of 1991 and set

up in September of the same year as a central body for assessment and

collection of specified revenue, to administer and enforce the laws relating to

such revenue and to provide for related matters. This statute incorporated all

the laws that were in force then regarding tax collection. The new organization

(URA) amalgamated the three tax administration departments that were responsible

for all the taxes collected by the Central Government of Uganda.
