About URC ASSIST Project:


University Research Co., LLC

(URC), a US-based public health organization working in Uganda since 2005, is

implementing the USAID Applying science to strengthen and Improve Systems

(ASSIST) Project which is a five-year cooperative agreement dedicated to

improving health, population and nutrition services through technical support

to service delivery institutions, country Ministries of Health, USAID country

missions, and cooperating agencies.


Job Summary: The Finance & Administration Officer will

work closely with the Finance Manager to ensure accounting support to ASSIST

Uganda Staff and other partners with the overall aim of ensuring smooth

functioning of operations and project activities. (S)he plays a general role of

supporting project, Administration, Finance functions and provide HR support to

the ASSIST project on various Human Resource functions.


Key Duties and

Responsibilities: 

  • Posting

    financial transactions in Quick Books financial reporting package &

    updating the system on a daily basis and ensuring proper and accurate

    codding of financial transactions.

  • Prepare

    monthly expenditure reports, bank reconciliation, petty cash accounts in

    line with organizational and donor requirements and deadlines.

  • Work

    in liaison with the Finance manager to track and process VAT refunds and

    prepare quarterly VAT report for USAID.

  • Prepare

    draft financial/Accounts report (Monthly, Quarterly, Annually) as

    requested for review by the Finance Manager and send them to HQ.


3. Manage finances & payments:

  • Processing

    Staff & Vendor third party payments & preparation of payment

    vouchers with respective supporting documents.

  • Handle

    all staff travel allowances, perdiems & staff project working advances

    and post them in QuickBooks.

  • Maintain

    petty cash function, flow records and entering transactions in the petty

    cash tracker on a daily basis.

  • Regularly

    review of staff accountabilities.

  • Ensure

    preparation and filing of NSSF, PAYE and LST returns to appropriate

    authorities.

  • Support

    the preparation and logistical support for workshops, meetings and

    seminars as requested.

  • Prepare

    travel advances for staff and outside coaches/facilitators for filed

    visits and workshops.


4. Internal control functions:

  • Serve

    as an Agent on all project bank accounts, authorized to draw cash, collect

    Bank Statements, make balance inquires & deliver bank instructions

    issued by authorized account signatories.

  • Uphold

    to the Organization’s Financial & internal control systems.


5. Record Keeping & documentation:

  • Establish

    an indexed filing system in the finance section and ensure financial

    documents are filed as per the filing system.

  • Maintain

    financial and accounting records and monitoring systems to record and

    reconcile expenditures, balances, payments, statements and other

    day-to-day transactions.


6. Human Resource Management:

  • Act

    as an HR point of contact between staff in the North and HR Kampala.

  • Immediate

    handling of staff inquiries and follow up HR issues that arise during

    staff meetings.

  • Administers

    staff leave roster and coordinate timesheets and appraisals etc.

  • Organize

    staff functions like retreats, celebrating staff birth days, hospital

    visitations, etc.


7. Other requirements: Provide

on-going support & mentoring to project Staff with regard to project

financial systems & procedures.


8. Perform any other duties

as may be assigned by the supervisor/ Chief of party.


Qualifications, Skills and

Experience: 

  • The

    applicants for the aforementioned USAID ASSIST Project vacancy should hold

    a Bachelor’s Degree in Business Administration, commerce or related degree

    from a recognized University with an Accounting bias.

  • Possession

    of at least Level II of a professional qualifications like ACCA, CPA or

    its equivalent

  • A

    minimum of three or more years’ experience with an NGO in Accountancy

    & Financial Management.

  • At

    least two years’ experience in HR related work in an NGO setting.

  • Working

    knowledge of USAID Rules and Regulations is an added advantage.

  • Working

    Knowledge with Quickbooks is an added advantage.

  • Be

    a person of high integrity.
