Providing livestock, seeds, training and ongoing support, it helps families leave poverty behind for good. The Send a Cow Group


currently constitutes Country Programmes in seven African countries plus the UK and USA, together with a Group Executive which is based in the UK.


Job Summary:


The Programme Manager will steer an effective and coherent programme team to deliver Send a Cow Uganda’s (SACU) programme operations, efficiently and effectively in line with SAC’s Vision, Mission, Cornerstones and Christian Values.


Key Duties and Responsibilities:


·The jobholder will line-manage and provide leadership to the programme team, with the intention of supporting and developing all members of the SACU team and partners’ staff for effective programme delivery.


·Ensure all SACU project activities at field level are properly planned, adequatelyresourced and implemented according to agreed timelines to a high standard, in line with Send a Cow’s Cornerstones and development approaches.


·Build SACU and farmer group executives’ capacity through coordinating trainings and providing coaching and advice to deliver a quality programme with timely and efficient budget utilization.


·Aid the identification and agreement of Grant management responsibilities for all SACU Projects.


·Ensure that there is capacity building and raising of competency and commitment level of the project extension team members, both staff and Peer farmers, district officials and Volunteers, through monitoring programme quality at the household level and by coordinating training opportunities and developing mentoring strategies.


·Work in liaison with the SMTto developand ensure a strong monitoring and reporting system is in place that includes field level visits, annual review process, timely information and practical experience sharing with quality and timely reportingto all stakeholders in line with SAC’s development strategy and approaches.


·Ensure vertical and horizontal programme contacts and relevant networks are developed and maintained with SACU, project beneficiaries, local government and other stakeholders for experience sharing, information exchange, joint project planning, monitoring and evaluation.


·Work closely with fundraising and finance team and other staff in development of strong project proposals, with accurate full cost recovery project budgets to improve SACU’s funding base by securing grants and institutional funds.


·Work closely with all SACU staff on the reports that they submit and ensure that accurate and complete reports are sent on time to SACUK, local government, donors and other stakeholders.


·Play timely and active role as a member of the Senior Management Team (SMT) of SACU in developing policies, Five Year plans and Strategic Guidelines and decision making in line with Send a Cow’s Values, Mission, Cornerstones and Christian Ethos.


·Serve as the deputy for the Country Director as and when required.


·Carry out any other assignments and delegations given by the Country Director as required.


Qualifications, Skills and Experience:


·The candidate should hold an MA or MSc in Economics, Business Administration, Agricultural Extension, Food Security or other related fields from a recognized University. Possession of an MA in Rural Social Development with NGO experience in managing community development programs and/or projects is desired


·At least five years’ relevant experience after Master’s degree in programme and/or project management


·Past exposure and experience of developing and maintainingeffective programme with monitoring and evaluation systems in place


·Significant experience of project proposal and budget development and effective report writing


·Good knowledge and understanding donor financialrequirements and grant compliance management including expenditure and budget variance monitoring as well as adherence to specific grant condition


·Past experience of working with and giving advice to partner organizations and review of project information prepared by partners and providing feedback and follow up


·Prior experience of developing people through supporting, motivating,coachingand mentoring of staff with different discipline, cultural, religious and genderbackground


·Significant experience of organizing and conducting trainings and workshops at different levels


·Past exposure and experience of learning from practice through programme monitoring, reviewing and evaluating.


·Team/Servant leadership in a participatory manner


·Possess the ability to establish credibility quickly and maintain supportive relationships with SAC staff, partners and other stakeholders


·High level of interpersonal skills with the ability to work across cultures and religions


·Excellent communication and listening skills


·Ability for information generation, situation analysis and timely dissemination


·Possess the ability to organize and conduct training and workshops at different levels


·Excellent command of written and spoken English


·Very good presentation skills, verbal and written


·Very good level of computer literacy with advanced use of different programmes
