Introduction

Cordaid has been active in South Sudan for more than 20 years, focusing on civil society capacity-building via technical advice, accompaniment, lobby & advocacy, linking & learning as well as strategic financing. During this period we have developed a vast network of local and international partner organizations from the grassroots up to the national level. In South Sudan Cordaid works mainly through local partner organizations, supported by a team of in-country advisors/programme managers and programme officers based at Cordaid HQ in The Hague. Our current programme in South Sudan is focused on the areas: security and justice, healthcare, emergency preparedness/response and disaster risk reduction, entrepreneurship, extractives and women leadership in peace & security. The WLPS programme recognizes that there is an under-representation of women in local and national-level decision-making processes in South Sudan. It therefore concentrates on the strengthening of women leadership at various levels, awareness raising on and addressing gender based violence, the training of community and traditional leaders on women’s rights, integration of women perspectives in peace and security strategies and practices, access of women to the peace process and peace negotiations, peacebuilding among youth, as well as multi-stakeholder collaboration and lobby and advocacy on the implementation of UNSCR/National Action Plan 1325 and CEDAW. Recently the Barometer for Women’s Peace & Security was launched.

****Position and Responsibility****

The Women’s Leadership Programme Manager is responsible for developing, implementing and coordinating of Cordaid’s programme on Women’s Leadership for Peace and Security (WLPS) in South Sudan; for supporting the capacity-building of local partner organizations in this area and for providing gender advisory services to projects of other business units.

He or she will report to the Cordaid Country Director in Juba and liaise closely with relevant WLPS team members at Cordaid HQ in The Hague.

****General objectives of the position****

Monitor the Cordaid funded projects and support WLPS partners;
Relation building with potential donors and programme development for fund raising;
Identify, develop and support new WLPS proposals and projects with partner organizations for fundraising purposes;
Networking, representation and acquisition on WLPS-related issues;
Identify possibilities for programme integration with other business units.

****Specific objectives****

Capacity Development:

Identify capacity building needs of partners and facilitate training for partner organizations;
Provide technical assistance on WLPS and accompany staff of local partner organizations to enable long-term skills-transfer;

· Support other Business Units in gender mainstreaming of projects and proposals;

· Improve linking and coordination to strengthen (women) networks, maximize mobilization efforts and establish (community-based) action plans;

Support documentation of human interest stories, lessons learned, best practices and strategic opportunities related to Cordaid / partners’ programmes and projects.

Identify, Develop and Support WLPS Proposals and Projects:

Further develop and expand the Barometer for Women’s Peace & Security programme;
Support partners in WLPS related proposal development (work plan / budget / log frames) for EC, UN, WB, DFID, NL MFA, private foundations and/or other donors;
Support partners to prepare and submit timely and quality financial and narrative reports;
Regularly visit project sites to monitor the projects and to verify reports submitted to Cordaid HQ and donors.

Networking, Representation and Acquisition:

· Maintain existing and establish new relations with external stakeholders including donors, local organisations, government entities and knowledge institutions related to gender and women peace and security as strategic to Cordaid’s Women Leadership’s interventions in South Sudan;

· Identify opportunities, develop innovative projects concepts and mobilise financial resources in collaboration with other colleagues and the HQ based Women Leadership team;

Represent Cordaid in WLPS discussions in relevant Caritas, UN and other peace-building coordination / thematic cluster meetings – in consultation with and as delegated by Cordaid’s Country Director;
Actively identify and respond to calls for proposals in consultation with the Country Director.

****Qualifications****

· Academic degree in development, gender, human rights or other related fields;

· 10 years of working experience in the development sector with at least 7 years of relevant experience on gender and peacebuilding, implementation of the UNSCR 1325 and facilitation of multi-stakeholder processes;

· Strong understanding of the context, issues, policies and strategies in the country and in the region related to gender and women in peace and security.

· Proven experience with fundraising and writing proposals;

· Strong (financial) project management, analytical and problem-solving skills;

· Experience of working with internationally-funded programmes, including coordination, reporting and monitoring according to different donor templates (e.g. EC, UN);

· Experience in working with communities, local civil society organizations and government actors in conflict-affected states in Africa, preferably South Sudan;

· Experience in working with faith-based / church and/or women organisations is an asset;

· Be diplomatic, culturally sensitive, result-oriented and a team player;

· Excellent English writing and communication skills. Juba Arabic language skills are an asset.

****Specifics of duty station****

The WLPS Programme Manager will be based in Juba. He/she will have to travel regularly to Wau, Yei and Yambio, as well as to other field locations in South Sudan for project monitoring, consultation and coordination meetings. Juba is a non-family duty station.

****Contract information****

The contract period is for 6 months initially, with the possibility of extension, starting 1st of May 2015. We offer a Cordaid contract with a competitive salary and a benefit package which includes R&R, a comprehensive insurance cover, social security and pension contribution and a holiday allowance.

The position is open to both South Sudanese nationals and internationals.
