Position TitleConsultancy, Development of the External Employment Management Information System (EEMIS) Duty Station Kampala Contract Date November 2014-December 2014, with possibility of extension (January-March) pending approval from the project donor from January-March Remuneration To be determined, based on discussions with the selected consultant.
Background
International migration today is a global and primarily economically driven. As such, it is intrinsically linked to the world of work. An estimated 232 million people live outside their country of origin, more than double the number 25 years ago. Of these 232 million, the ILO estimates that approximately 105 million are economically active and, if their family members are also counted, they make up almost 90 percent of the total population of international migrants.
While migration flows induced by various reasons remain high among countries in the same region, labour migration has gained importance in discussions especially in relation to employment. Labour migration has also been increasingly recognized as playing a significant role in the developmental process of the countries of origin and destination through various means.
The number of labour migrants from Ugandan has increased over a period of time making labour migration from Uganda an important agenda Government of Uganda (GoU) policy makers. Statutory instrument No. 62, The Employment (Recruitment of Ugandan Migrant Workers Abroad) Regulations, 2005 is the main legal and policy framework governing labour migration from Uganda. The External Employment Unit (EEU) under the Department of Employment Services, Ministry of Gender, Labour and Social Development (MGLSD) is entrusted to lead with the enforcement of the rules and regulations governing the recruitment of Ugandan migrant workers abroad.
In order to better regulate labour migration in Uganda, it is necessary to strengthen the collection, management and analysis of labour migration data, including information on labour demand and supply. Against this backdrop, an External Employment Management Information System (EEMIS) is proposed. The EEMIS will be one component of a broader Labour Management Information System (LMIS) and a Labour Market Information and Analysis Systems (LMIAS) currently being developed by the MGLSD. In this regard, IOM Uganda is looking for a consultant to develop the EEMIS system. The consultant will report to the IOM Programme Coordinator and the P.S. of MGLSD and will be expected to perform the following:
Specific tasks
1.Analyse the current business processes under the MGLSD’s External Employment Unit to ensure that the EEMIs will systematise the management of external employment information across the Ministry;
2.Develop an inception plan;
3.Develop the EEMIS with user-friendly front-end for input as well as outputs; with a provision of generating data off-line from the field (effective data synchronization possibilities should be provided) and also provide E Services as part of the E Government Initiatives;
4.A presentation on the process of information flow, storage and retrieval during a typical cycle;
5.Presentation of the main components of the system and their functions including reporting functions of the system, data analysis capabilities and corresponding results;
6.Framework with detailed guidelines regarding related policies and procedures, roles and responsibilities as- is by the analysis;
7.Training materials and training; Tools should be developed that can be used to train users in a classroom setting and / or allow users to train themselves. These may include presentations, documents and web-based training materials. IT staff should also be trained under training of trainer (ToT) modality;
8.User and administrator documentation; comprehensive documentations should be made available to the users and administrators of the system, in order to explain to them how to respectively use and administer the system; and
9.Helpdesk support; Post-rollout technical helpdesk support and bug-fixing will be provided for a period of one year.
By the end of the assignment, the system should be operationalised incorporating new approaches in place, with (a) Source codes for each module and overall system; (b) Successfully tested system for each module and tested links between modules; (c) Detailed documentation on all aspects of the system’s development including Tutorials. In addition, there should be a framework with detailed guidelines regarding policies and procedures, roles and responsibilities, staff should be fully trained at all levels and they should be able to use the system effectively.
Deliverables:
- An inception plan. Deadline: 12 December 2015
- A fully functional EEMIS: Deadline: 15 February 2015
- Framework with detailed guidelines regarding related policies and procedures, roles and responsibilities: Deadline: 15 February
- EEMIS training materials. Deadline: 28 February
- A team of MGSLD staff trained on the system management. Deadline: 15 March
Schedule of payment
- 30% upon presentation of inception report
- 50% upon development and installation and configuration of EEMIS system on the Ministry’s servers and signoff of framework.
- 20% upon having conducted training of MGLSD staff.
Qualifications:
- At least Masters of Science in software engineering, or information technology;
- At least six to ten years intensive working experience in developing different integrated software and management information systems, handling large databases , working knowledge in handling RDBMS , web-technologies; and
- The Following knowledge will be of added advantage: PHP, MySQL, PostgreSQL, css, JavaScript, CFML, Perl Java, WML, Python, C/C++, C#, VB.NET and Linux/Unix Shells, Networking and Linux/Windows Systems Administration.
Ownership:
IOM will be the sole and absolute owner of the system, source codes, technical documents, system design, data reports, and system training materials and modules. IOM will handover this material to the MGLSD as part of the project Strengthening Labour Migration Management and Productivity in Uganda.
