Following the signing of the

Lusaka Ceasefire Agreement in July 1999 between the Democratic Republic of the

Congo (DRC) and five regional States (Angola, Namibia, Rwanda, Uganda and

Zimbabwe) in July 1999, the Security Council established the United Nations

Organization Mission in the Democratic Republic of the Congo (MONUC) by its

resolution 1279 of 30 November 1999, initially to plan for the observation of the

ceasefire and disengagement of forces and maintain liaison with all parties to

the Ceasefire Agreement. Later in a series of resolutions, the Council expanded

the mandate of MONUC to the supervision of the implementation of the Ceasefire

Agreement and assigned multiple related additional tasks.


Key Duties and Responsibilities: Within delegated authority, the Contracts Management Assistant will be

responsible for the following duties:

  • Support

    the Chief Contracts Management Unit (CCMU) and/or Contracts Management

    Officer (CMO), in their task to ensure effective implementation of

    Contracts for Good and Services by monitoring obligations by Contractors

    and the Mission.

  • Offers

    timely technical support to CCMU/CMO during the review of SOW/SGR, LCC

    presentations, technical evaluations criteria and evaluations of vendor

    proposals;

  • Under

    the guidance of CCMU/CMO and in coordination with SAUs, assist in

    monitoring Quality Assurance Plans;

  • Ensure

    timely support to CCMU/CMO on enforcement of UN Contracts, liaise with

    SAUs and other departments in the Mission, as well as Contractors, in

    order to obtain all relevant documentation;

  • Alert

    CMU to potential conflicts and performance issues with the Vendors and/or

    non-compliance with the Contract by both, Contractors and the Mission;

  • Update

    and maintain electronic and hard copies of all relevant files and records,

    to ensure proper audit trail of the Contract compliance and performance

    management;

  • Periodically

    monitor invoices for accuracy and contract compliance and report to

    CCMU/CMO on found irregularities

  • Prepare

    required documentation/references for submission to CCMU/CMO on CM

    audit  responses;

  • Support

    in the implementation of CMU’s work program

  • Supervise

    and monitor performance of Contracts Management National Staff;

  • Draft

    routine correspondence on contractual matters under the guidance front

    CCMU/CMO.


Qualifications, Skills and Experience: 

  • The

    ideal job holder for the United Nations MONUSCO Contracts Management

    Assistant should hold a High School Diploma (or equivalent) is required.

    Technical or vocational certificate in contract law, quality management,

    administration, engineering and/or logistics management is required.

  • A

    minimum of six or more years of progressively responsible experience in

    supply chain project /contract management, logistic support and/or

    procurement of global services contracts.

  • Working

    knowledge of quality administration is required, as well as knowledge of

    UN Rules and Regulations.


Languages: English and French are the working languages

of the United Nations.  For this post,

fluency in English is required. 

Knowledge of another official UN language is an advantage.


Professionalism: Demonstrated knowledge in the field of

procurement , contract and/or project management, including knowledge of

quality assurance, service and commodity contracts; practical knowledge of

management of service and commodity contracts in a field/decentralized

operation; demonstrated fiscal awareness and responsibility and the very good

knowledge of UN financial regulations and rules. Shows pride in work and in

achievements, demonstrates professional competence and mastery of subject

matter ; is conscientious and efficient in meeting commitments, observing

deadlines and achieving results; is motivated by professional rather than

personal concerns; shows persistence when faced with difficult problems or
