The Regional Service Centre

Steering Committee is the decision-making body for RSCE, in compliance with

General Assembly resolutions, United Nations Secretariat rules and regulations,

strategic guidance from United Nations Headquarters and oversight bodies. The

Steering Committee consults with the Global Field Support Strategy

Implementation Coordination Team, as required.


The Regional Service Centre, as

approved by the Member States, is owned, managed and staffed by the regional

missions it serves. This framework reinforces the existing missions’ chain of

command structures and lines of authority in a manner that does not create an

additional layer between Headquarters and the regional missions. It also ensures

that staffing for RSCE will be achieved through the redeployment of resources

from the regional missions it serves.


Key Duties and Responsibilities: 

  • Actively

    participates in the development, implementation and evaluation of assigned

    programmes/projects, etc.; monitors and analyzes programme/project

    development and implementation; reviews relevant documents and reports;

    identifies problems and issues to be addressed and proposes corrective

    actions; liaises with relevant parties; identifies and tracks follow-up

    actions.

  • Supports

    in policy development, including the review and analysis of issues and

    trends, preparation of evaluations or other research activities and

    studies.

  • Prepares

    various written outputs, e.g. draft background papers, analysis, sections

    of reports and studies, inputs to publications, etc.

  • Provides

    substantive support to consultative and other meetings, conferences, etc.,

    to include proposing agenda topics, identifying participants, preparation

    of documents and presentations, etc.

  • Actively

    coordinates activities related to budget and funding (programme/project

    preparation and submissions, progress reports, financial statements, etc.)

    and prepares related documents/reports (pledging, work programme,

    programme budget, etc.).

  • Takes

    the lead with respect to the preparation and implementation of the work

    programme, ensuring that financial resources are utilized to implement

    activities in accordance with the Programme Budget and allotments issued.

  • Actively

    monitors and reviews the work programme and budget by conducting regular

    and special reviews to assess progress of actual work versus the programme

    plan. Coordinates the production of programme reports.

  • Defines

    requirements and work with systems units with respect to improving budget

    reporting systems and cost effective utilization of program resources.

  • Develops

    procedures and implement same to ensure that accounting and financial

    management controls are consistent with UN policy and practice.

  • Oversees

    and/or provides guidance on financial administration and management

    information issues and practices to colleagues.

  • Provides

    guidance and leadership to more junior staff.

  • Manages

    work related to procurement, billing and receipt of income from various

    services, operational travel programme, procurement monitoring and

    evaluation of vendor contracts/payment to vendors and individual

    contractors for services.

  • Regularly

    reviews adequacy of departmental space requirements.

  • Manages

    the identification of office technology needs and maintenance of

    equipment, software and systems, coordinating enhancements as necessary.


Human Resource Management:

  • Provides

    assistance and support to managers and staff on human resources matters.

  • Effectively

    coordinates actions relative to the administration of human resource

    activities, e.g, recruitment, placement, promotion, performance appraisal,

    job classification reviews, separation of staff members, training etc.,

    ensuring consistency in the application of UN rules and procedures.

    Defines conditions of service, duties and responsibilities, and privileges

    and entitlements under the Staff Rules and Regulations.

  • Performs

    any other related work as required.


Qualifications, Skills and Experience:         

  • The

    ideal candidates for the United Nations Regional Service Centre Programme

    / Administrative Officer vacancy should hold an advanced University

    Degree, preferably in the field of business administration, Public

    Administration, Finance or related field.

  • Past

    experience in managing operational budget and finances is required.

    Experience in managing programmes or projects within a humanitarian or

    development context is desirable. For holders of a Master’s Degree, at

    least two years of progressively responsible professional experience is

    required. For holders of a Bachelor’s Degree, at least four years of

    progressively responsible experience is required.

  • Past

    experience working in an international organization is desirable.


Professionalism: Knowledge of administrative, budgetary,

financial and human resources policies and procedures. Ability to apply various

United Nations administrative rules and regulations in work situations.

Conceptual analytical and evaluate skills to conduct independent research and

analysis. Ability to identify issues, formulate opinions, make conclusions and

recommendations. Shows pride in work and in achievements; demonstrates

professional competence and mastery of subject matter; is conscientious and

efficient in meeting commitments, observing deadlines and achieving results; is

motivated by professional rather than personal concerns; shows persistence when

faced with difficult problems or challenges; remains calm in stressful

ensuring the equal participation of women and men in all areas of work.

audience; demonstrates openness in sharing information and keeping people

informed.


Planning& Organizing: Develops

clear goals that are consistent with agreed strategies; identifies priority

activities and assignments; adjusts priorities as required; allocates

appropriate amount of time and resources for completing work; foresees risks

and allows for contingencies when planning; monitors and adjusts plans and

actions as necessary; uses time efficiently.


Teamwork: Works collaboratively with colleagues to

achieve organizational goals. Solicits input by genuinely valuing others’ ideas

and expertise; is willing to learn from others. Places team agenda before

personal agenda. Supports and acts in accordance with final group decision,

even when such decisions may not entirely reflect own position. Shares- credit

for team accomplishments and accepts joint responsibility for team shortcomings
