The Office of United Nations Children’s Fund (UNICEF) Rwanda is inviting applications from suitably qualified Rwandan nationals to fill the following vacancy:

PURPOSE OF THE JOB


Under the direct supervision of Chief of PME, and under the overall guidance of Deputy Representative and Chief of Operations s/he provides administrative and technical support for all Harmonized Approach to Cash Transfer (HACT) activities for UNICEF Rwanda for full HACT compliance, assessments, implementation of cash transfers disbursement and reporting processes, programme planning, programmatic field monitoring visits, spot checks and audits of UNICEF Implementing Partners (IPs).


KEY ACCOUNTABILITIES and DUTIES & TASKS


Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.


1. Timely and effective technical assistance and support provided for UNICEF Rwanda’s HACT full compliance from financial, supply and other operational perspectives.


a) Throughout the risk assessment processes s/he documents the processes an updates the UNICEF macro assessment register the decision regarding the use of Office of Auditor General of Rwanda (OAG) for government IP and micro assessment component of HACT plan for overall risk rating of each IP.


b) Prepares a list of UNICEF IPs (Inventory of IPs) regularly and liaises with adopting agencies for micro assessment and audit of shared IPs.


c) Recording of Overall Risk Rating in VISION (UNICEF Transaction and information system): Each IP is recorded in the Partner Assessment Tab, Vendor Master in VISION.


2. Development of a fully integrated HACT assurance plan and coordinate effective implementation of the assurance activities,


****a)****To effectively control over cash transfer to IPs, s/he needs to develop a fully integrated assurance plan (HACT Micro Assessment and Assurance Plan) each year and to monitor implementation of planned assurance activities.


****b)****In liaising with Operation Section, Finance Section and Programme sections, to coordinate programmatic field monitoring visits, financial spot checks and commissioning audits based on the HACT plan that lists overall risk rating of IP, planned cash transfer and total cash transferred as well as the type and frequency of assurance activities for each IP.


****c)****To provide technical and administrative support for the preparation and monitoring of the HACT assurance plan and analysis of issues requiring management attention. S/He liaises with other adopting agencies for planning audit of shared implementing partners.


****d)****To Update/adjust on quarterly basis the HACT plan the status of HACT assurance activities implementation, follow-up requirement on negative results from programmatic field monitoring visits and spot checking and audit activities previously implemented and analysis of issues requiring management attention and identify high risk areas requiring a special support from regional office and /or Headquarters.



3. UNICEF Rwanda staff and partners have adequate capacity, knowledge and skills on UNICEF programming process of annual working planning and effective use of HACT/FACE (Funding Authorization and Certificate of Expenditure) mechanism.


****a)****In close consultation with the senior management, assist in formulation of staff capacity development strategy by developing a Capacity Development Actions Plan for staff and for IPs with common weaknesses in effective use of FACE forms, procurement practices and limited knowledge on programming of planning, annual work planning and monitoring and evaluation and on HACT/FACE processes of significant and high risk identified during micro assessment and conduction assurance activities


****b)****To ensure that UNICEF Rwanda staff and partners have adequate capacity on knowledge and skills by organizing to conduct HACT/FACE trainings covering key elements of HACT, country programming process,) CAP(Consolidated Annual Plan, AWP(Annual Work Plan), management of PCAs (Programme Cooperation Agreements) and cash transfer, supply and procurement procedures including FACE examples for UNICEF staff and IPs in line with revised HACT Framework and new UNICEF policies and procedures as well as Standard Training Reference Manual which has been developed for the country office.


4. UNICEF Rwanda HACT compliance is well coordinated and implemented jointly with other UN agencies within the UN Rwanda Delivering as One Framework.


Assist inter-agency HACT assurance efforts in consultation with the UNICEF senior managements.


S/He provides technical and administrative support throughout the CTM decision-making process. The HACT focal point documents the standard CTM approach for the office.


QUALIFICATION and COMPETENCIES


1.,Education


Completion of secondary education supplemented with formal training (at university level) in programme formulation, management, monitoring and evaluation or other relevant disciplines.


Computer literacy and ability to effectively use standard office software, tools and technologies. Particularly, a good commend of Excel analytical spread sheet, tables and graphs is highly desirable.


2. Work Experience


Six years practical work experience of continuous relevant professional work experience in programme with a special focus to planning and monitoring within the context of development work.


Experience in training and facilitation is highly desirable.


Familiarity with the Results-Based Management and Human rights-based approach to programming are required


Experience in using SAP and an ability to read income and expenditure sheet is highly desirable.


3. Language Proficiency


Fluency in English for oral communication and writing is required. Knowledge of the local working language (Kinyarwanda) is desirable.


Working knowledge of another UN language an asset.
