The Uganda National Roads Authority (UNRA) was

established by an Act of Parliament; The Uganda National Authority Act, No.

15 of 2006. UNRA became operational on 1st July 2008.  The mandate of UNRA is to develop and

maintain the national roads network, advise Government on general roads

policy and contribute to addressing of transport concerns, among others.


Job Summary: The

Road Maintenance Engineer will be responsible for execution of routine and periodic

maintenance activities of roads and bridges under the station for both Contracts

and Force Account. This will involve planning for routine and periodic maintenance

activities, participation in procurement, supervision of works, ensuring

environmental and social safeguards are mainstreamed, timely progress reporting

and preparation of closure report detailing the works done.


Key Duties and Responsibilities:

  • Actively participate in Planning,

    budgeting and reporting for roads/ bridges routine and periodic

    maintenance works in line with the station approved work plan;

  • Conduct road and bridge

    conditional assessment in line with approved guidelines;

  • Implement force account

    activities in line with the approved budget and guidelines;

  • Supervise routine and periodic

    maintenance of roads/ bridges in accordance with standards,

    specifications and best practice;

  • Oversee the manual routine

    maintenance (LBCs) in line with approved work plans and guidelines;

  • Develop risk matrix and put in

    place risk mitigation measures on execution of routine and periodic

    maintenance activities of roads and bridges;

  • Respond to audit reports and

    implement agreed recommendations within specified time frames;

  • Manage the performance and

    development of staff in the unit in line with the performance

    management system of UNRA.

  • Perform any other duties as

    assigned by the Station Manager


Qualifications, Skills and

Experience:

  • The applicant for the UNRA Road

    Maintenance Engineer vacancy should hold an Honors Degree in Civil

    Engineering or equivalent;

  • Professional registration with

    the ERB or relevant Association of

  • professional engineers in the

    commonwealth countries is a must;

  • Possession of additional Post

    Graduate qualifications in Civil Engineering or other relevant field

    will be an added advantage;

  • At least three years’ experience

    in maintenance of roads and bridges;

  • Demonstrated experience in

    Project Management of major construction works;

  • Demonstrated working experience

    in managing diverse professionals.

  • Computer literacy skills

  • High degree of integrity;

  • Excellent track record of

    outstanding performance;

  • Ability to work as part of a

    team;

  • Excellent oral and written

    communication skills;

  • Excellent interpersonal,

    particularly staff/management relation skills

  • Ability to deliver accurate results

    in a timely manner and in an environment with multiple and challenging

    tasks.
