Network Planning
The Uganda National Roads Authority (UNRA) was
established by an Act of Parliament; The Uganda National Authority Act, No.
15 of 2006. UNRA became operational on 1st July 2008. The mandate of UNRA is to develop and
maintain the national roads network, advise Government on general roads
policy and contribute to addressing of transport concerns, among others.
Job Summary: The
Manager Network Planning will be in charge of the collection of road condition
data, preparation, design and implementation of strategies for monitoring
asset management, as well as contract management of related aspects. The
incumbent will also be in charge of the development of Road Investment
Plans based on a rational asset management approach to optimize budgetary
allocation and road asset renewal decisions.
Key Duties and Responsibilities:
- Manage the collection of road
condition data i.e. visual condition (cracking, edge break and
drainage), roughness, rutting, stripping, bleeding and raveling; - Oversee the collection of traffic
data and updating of road inventory register; - Coordinate the inputting of road
data (in the right format) in the road management system a
Geo-referencing of roads and their furniture; - Keenly analyse data in the
Pavement Management System tools/software using GIS, DTIMS, HDM4 and
RED; - Regularly analyse collected data
on Bridge and Culvert condition and in the Bridge Management System; - Prepare Short and Long Term
Investment Plans; - Prepare Road Condition Reports;
- Prepare, design and implement strategies
for Monitoring Asset Management, including Output & Performance
based Road Maintenance Contracts (OPRC), Design, Build, Maintain,
Operation and Transfer (DBMOT) area wide network performance
contracts, - Support in the Operation and
Maintenance of PPP projects, developing Asset Management - Policies and Preparation of Asset
Valuation, and supporting Maintenance and Road Development budget
preparation. - In charge of contract management
including management of framework data collection Consultants on a
daily basis (this will involve approvals and general administration),
and monitoring of OPRC service levels and quality assurance. - Perform any other duties as
assigned by the Head Network Planning
Qualifications, Skills and
Experience:
- The applicant for the UNRA Manager
Network Planning job vacancy
should hold an Honors Degree in Civil Engineering, Highway Engineering
; - A Master’s Degree in a related
field and other post graduate qualifications in Civil Engineering or
other relevant field will be an added advantage; - Professional registration with
the Professional Engineers Registration Board (ERB) or its equivalent
in the Commonwealth is mandatory; - At least five years’ experience
in Road Asset Management and Engineering covering investment planning,
implementation and life cycle costing. - Demonstrated working experience
in managing diverse professionals. - Computer literacy skills
- High degree of integrity;
- High sense of business acumen;
- Proven track record of outstanding
performance; - Excellent interpersonal,
particularly staff/management relation skills - Excellent oral and written
communication skills; - Ability to manage/supervise multi
skilled teams and deliver accurate results in a timely manner and in
an environment with multiple and challenging tasks.
