About Placement Organization


The Ministry of Health (MOH) Uganda is a government body charged with: policy formulation and policy dialogue with health development partners; resource mobilization and budgeting; strategic planning; regulation and advising other ministries on health matters; setting standards and quality assurance; capacity development and technical support; provision of nationally coordinated services, such as epidemic control; coordination of health research; and monitoring and evaluation of the overall sector performance.


MoH is committed to provide the highest possible level of health services to all people in Uganda through the delivery of promotive, preventive, curative, palliative, and rehabilitative health services at all levels.


Community Health Department


The Community Health Department is one of the biggest departments at the MOH. It is mandated to support integrated public health services for prevention and control of both endemic and epidemic diseases. The department’s five priority areas are:


  • Prevention and control of communicable and non-communicable disease

  • Training and capacity building for service providers

  • Development and enforcement of policies, laws, guidelines, plans, and strategies

  • Technical support, monitoring, and evaluation of service providers and facilities

  • Prevention, control, and mitigation of epidemics and other public health emergencies

Position Overview


The Behavior Change Communication (BCC) Officer will be based in Kampala and will work with the MOH team to implement, monitor, and evaluate BCC interventions. The position will also involve provision of support for resource mobilization efforts for BCC interventions, in line with the department’s mission.


Responsibilities


Working with the MOH team, the BCC Officer will:


  • Explore and document best practices to promote BCC in line with existing standards

  • Review and finalize the development of BCC policy for the MOH

  • Develop a five year strategic plan to guide BCC implementation at the MOH

  • Network with various stakeholders – public and private – to promote the BCC agenda at the policy and implementation levels

  • Identify funding opportunities for BCC activities

  • Develop fundable research proposals for BCC programs and activities

  • Develop operational plans and budgets for BCC initiatives in line with the approved programs and budget lines

  • Disseminate experiences arising from BCC interventions in line with the departmental guidelines

  • Prepare monthly and other regular reports of BCC activities in line with the departmental guidelines

  • Monitor and evaluate impact of BCC interventions in various health programs

Required Skills and Experience


  • Degree in public health, mass communications or related field

  • Experience in behavior change communications

  • Proficiency in MS Office and computer applications (Word, Excel, Access, PowerPoint, STATA)

  • Good analytical and decision making skills

  • Ability to work under pressure and meet deadlines

  • Writing skills

  • Familiarity with resource mobilization and budgeting

  • Ability to work in a team environment, but with self-sufficiency and self-motivation

  • Strong interpersonal and communication skills

  • Ability to multitask with flexibility and demonstrated ability to prioritize across multiple activities

  • Hard work and commitment

Preferred Skills and Experience


  • Master’s in public health

  • Monitoring and evaluation skills

  • Research experience and skills

  • Open-mindedness, maturity

  • Networking skills and multi-stakeholder engagement

  • Any experience with policy and strategic planning development and/or implementation

Fellowship Logistics


During the fellowship year, all fellows are provided with:


  • A living stipend of $550/month

  • Housing and utilities

  • Health insurance

  • A professional development grant of $600

  • An award of $1500 upon successful completion of the fellowship year

  • Travel costs covered to and from placement site, training and retreats

*Note: The living stipend and the completion award may be paid out in USD or local currency, as determined by the placement organization.


Living and Working in Uganda: Fellows are provided with housing and utilities during the fellowship year. Housing arrangements vary based on the placement organization and location within the country. MOH-Uganda will provide housing in Kampala, an urban center and capital of Uganda.
