We currently place fellows in Burundi, Malawi, Rwanda, Uganda, the United States, and Zambia.Established in 2001, The Nyaka AIDS Orphans Project (NAOP) is working on behalf of HIV/AIDS orphans in rural Uganda to end systemic deprivation, poverty and hunger through a holistic approach to community development, education, and healthcare. NAOP operates two primary schools in two rural villages in Uganda. When students complete primary education, they join the Nyaka scholarship program and continue with secondary education or vocational training. This year Nyaka has started construction of the Nyaka Secondary and Vocational School, which is scheduled to open in February 2015.Job Summary: The Health Education Associate will have the responsible for the coordination of the education program (i.e. Primary and Secondary). Specifically, the Health Education Fellow will strengthen organizational efficiency and effectiveness in the face of both growth and change.Key Duties and Responsibilities:  Improve general management practices of Nyaka and Kutamba Primary SchoolsDevelop a personal relationship with the students and ensure that their needs and concerns are gathered and acknowledgedPerform regular visits to assigned students under mentorship, both at home and in schoolOffer documentation for monthly, quarterly and annual reports for the Secondary School ProgramDevelop, plan and implement academic activities related to high school transition to universityOffer technical support for community libraries and assess library needs (e.g. books, supplies, etc.)Constantly communicate with sponsored students, their teachers, head teachers and grandparents/guardiansEvaluate the academic performance of the beneficiaries (students), especially those joining another level (e.g. secondary school, high school and university)Intuitively verify, compile and compute fee structures for assigned studentsConduct initial assessment of identified orphans and vulnerable children with enrollment committee whenever requiredWork in liaison with the Program Officer and part time Education Coordinator to determine areas of intervention to improve the performance of beneficiariesInnovate and run fundraising drives for the programSupport the development of administrative structures for the new secondary and vocational schoolAssist with recreational activities for studentsCoordinate, collaborate and network with similar and complementary organizationsAttend coordination meetings at the District and sub county levels as directed by Program OfficerQualifications, Skills and Experience:  The GHC fellow should hold a Bachelor’s Degree in Education, Community Psychology, Counseling, Social Sciences, or Social WorkPast experience in community mobilization, psychosocial support and counselingPossess the ability to work in a team environment but with self-sufficiency and self-motivationCapacity to multitask; flexible and capable of working under pressure and tight deadlinesAbility to live and work in very remote environment with limited resourcesComputer literacy skills and ability to learn new and relevant software packagesStrong PR skills are mandatoryExcellent interpersonal and team building skills alongside good spoken and excellent written communication skillsPossess the ability to ride a motorbikeJob Terms and Conditions: Fellows will be provided with housing, health insurance and a living stipend of $550/month. Additionally, fellows will receive an award of $1500 upon successful completion of the fellowship year. Flights to and from the placement site and all other costs associated with GHC programming are included, including $600 in professional development funds. Mildmay Uganda

Mildmay Uganda is a national Non-Government Organization operating in Uganda since 1998 specialising in delivery of comprehensive health care delivery including HIV prevention, care and treatment; health systems strengthening; programming for vulnerable children, orphans, youth and households; health training and education; and research. Currently, Mildmay Uganda concentrates its efforts in 16 districts of Central Uganda with additional strategic interventions in other regions across Uganda. The organization is gradually expanding its program reach in other areas of Uganda.

Mildmay Uganda is leading a consortium of five national, regional and international organizations to apply for an anticipated USAID Orphans and Vulnerable Children (OVC) project in Uganda. We seek a competent person to fill a high-caliber executive-level position of Chief of Party (COP) with a record of accomplishment of leading and managing complex international development projects in the Eastern and Southern African Region. The COP will provide overall leadership, mentorship and technical direction for the project, ensuring achievement of all project deliverables. The COP will be the primary liaison with USAID and will be responsible for overall project leadership and management to ensure effective execution, reporting, accountability and compliance. The COP will coordinate with government and other stakeholders to ensure that activities complement ongoing initiatives and adhere to local, national and global standards and practices.

SPECIFIC RESPONSIBILITIES:

Responsible for the overall planning, implementation and management of the project as well as the achievement of the goals and objectives of the project in a timely and cost-effective manner.Serve as the team lead for the project and ensure strong communication and coordination with and between all team members as a means to effectively achieve program objectives. Encourage transparency among and between members to promote coordination and effectiveness.Design and implement a clear leadership and mentorship strategy to build local staff capacity to lead and manage future programs of similar or related scale and complexityLead the planning of project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines.Design strategies, partnerships and interventions that enlist and ensure inclusive and meaningful participation of all marginalized sections of the target populations with specific focus on youth, women, and children with disability.Serve as the primary point of contact and collaboration for the team and in-country stakeholders, including USAID, implementation partners, government partners and other key stakeholders.Ensure timely, high-quality and complete submission of work plans, quarterly and annual reports, financial reports, and any other reports required by the donor.Promote sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations.Responsible for creating networks and forums for the dissemination of project results and impact and working with stakeholders to ensure these inform future OVC programming and policy.

Minimum Qualifications:

· Master's Degree or higher in international development, business administration, social sciences, public health, or a closely related field is required.

· The CoP must have strong leadership qualities and depth and breadth of technical and management expertise, as demonstrated by a minimum of ten years of progressively increasing experience in designing, implementing and managing large, complex projects involving multiple partners, in/for developing countries, five years of which must have been in a Chief of Party/Director role of a large development program of comparable size and scope.

· Management experience with a USG cooperative agreement preferred.

· Experience with child welfare and protection programs, systems strengthening, capacity building, economic strengthening, service delivery, quality improvement or policy development is required.

· S/he must also have demonstrated international credibility as a leader on matters of the social service sector in developing countries. Experience working in Eastern or Southern Africa will be an added advantage.

· S/he must have experience interacting with government agencies, host country governments and counterparts, and international donor agencies.

· Strong interpersonal, writing and oral presentation skills in English are also required.

BACKGROUND: CRS’ presence in Uganda began in 1965 as an emergency relief effort of CRS staff to assist Sudanese refugees fleeing their country. Relief assistance continued throughout the 1980s as Rwandan and Congolese refugees flowed into Uganda to escape internal conflicts. In 1995, CRS established an office in Kampala to better assist the Ugandan people as armed conflict broke out between the Lord's Resistance Army rebel group and the government of Uganda. Today, CRS Uganda's core program areas are agriculture, disaster response, health, HIV and AIDS, microfinance, peace building and water and sanitation. CRS’ work reflects and expresses the principles of Catholic Social Teaching and assists persons on the basis of need, not race, creed, or nationality.

CRS Uganda is seeking a Chief of Party (COP) for an anticipated Uganda OVC program. The Chief of Party will provide overall leadership and technical direction for the project, ensuring achievement of project deliverables. The COP will be the primary liaison with USAID and will manage project staff and implementing partners to ensure proper reporting, financial management, and compliance. The COP is expected to coordinate with government and other stakeholders to ensure that activities complement ongoing initiatives and adhere to country and global standards.

SPECIFIC RESPONSIBILITIES:

Responsible for the overall planning, implementation and management of the project as well as the achievement of the goals and objectives of the project in a timely and cost-effective manner.Serve as the team lead for the project and ensure strong communication and coordination with and between all team members as a means to effectively achieve program objectives. Encourage transparency among and between members to promote coordination and effectiveness.Lead the planning of project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines.Design strategies, partnerships and interventions to guarantee the project is gender and ability-sensitive and that CRS and implementing partners are accountable to beneficiaries.Ensure grant management compliance for the project with donor and CRS regulations.Serve as the primary point of contact and collaboration for the team and in-country stakeholders, including USAID, implementation partners, government partners and other key stakeholders.Ensure timely, high-quality and complete submission of work plans, quarterly and annual reports, financial reports, and any other reports required by the donor.Promote sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations.

SUPERVISORY RESPONSIBILITIES: CRS Uganda OVC Project Team

KEY WORKING RELATIONSHIPS:
Internal to CRS: Country Manager, all program staff, particularly unit managers. Management Quality staff, particularly Head of MQ and finance manager. Headquarters technical staff.

External to CRS: Officials at USAID, government organizations, representatives from for-profit and other non-profit organizations, representatives of non-traditional public donors including UN, World Bank, and others, and OVC stakeholders.

QUALIFICATIONS:

Master’s Degree in public health, international development, or related field.Strong knowledge of the health and social service sector in Uganda.At least 10 years of experience managing large-scale, multi-year US government-funded proposals, experience in Uganda strongly preferred. Previous COP or DCOP experience strongly preferred.Significant technical experience in the areas of orphans and vulnerable children, and/or economic resiliency, nutrition, education, and psychosocial care.Demonstrated knowledge of USAID project management including USAID rules and regulation and reporting requirements.Demonstrated knowledge of achieving project targets through applied learning, rigorous knowledge management, and innovation.Experience collaborating with host governments and local partners to implement development projects.Experience managing teams and building partnerships.Excellent communication, interpersonal and networking skills required.Fluency in written and spoken English required.Experience with child welfare and protection programs, systems strengthening, capacity building, service delivery, quality improvement or policy development is desirable.
