USAID EMHS Project Careers - Senior MIS Associate at Management Sciences for Health (MSH)

Job Summary: The Senior MIS Associate will work closely with Pharmacy Division (PD) of the Ministry of Health (MOH) and other MIS staff to ensure effective and efficient support in national roll out of the Pharmaceutical Logistics software RxSolution and use of District Supervision Data System (DSDS). S/he will support the process of identify training needs, development of training manuals, conducting trainings for the supported districts and implementing partners. In addition s/he will provide front-line support for RxSolution software including following up user calls, diagnosing and resolving system faults, and running routine system updates. About Evidence Action

About the Dispensers for Safe Water Program
Each year, over 1.8 million children under the age of five die from diarrhea, a leading cause of which is unsafe drinking water. Dispensers for Safe Water (DSW) is an entrepreneurial team tasked with scaling the Chlorine Dispenser System (CDS) – a proven innovation that dramatically expands access to water treatment at an extremely low cost. DSW is growing rapidly: we currently serve over 650,000 people in Uganda. Our goal is to reach 5 million people in the end of 2015 in multiple countries, which will prevent 2.3 million cases of child diarrhea and avert over 2,200 child deaths each year.

About the Position
Reporting to the Area Coordinator for the Dispensers for Safe Water Program – Mbale, Uganda, the Associate Area Coordinator position is a key leadership role for Dispensers for Safe Water Program, assisting in the management of field activities in Eastern Uganda.

As a middle level management position, the Associate Area Coordinator will lead and manage program operations for the dispenser program in a designated area/region.

Key Responsibilities:
• Deputize the Area Coordinator in building and managing the Dispensers for Safe Water program in Eastern Uganda;
• Manage a team of Field Officers to ensure thousands of dispenser installations across Eastern Uganda annually;
• Lead a team of Field Officers in delivering high quality community sensitization and education meetings, community leader meetings and local government meetings;
• Support field team to develop efficient and cost-effective weekly work plans for the dispenser implementation roll out;
• Lead teams to implement dispenser activities through teamwork, training, coaching and mentorship;
• Coordination of various team activities and promote team ownership;
• Effective supervision of the field teams to ensure high quality deliverables for activities;
• Recruit high caliber field staff, with consultation of the Area Coordinator, through a competitive, fair and transparent process;
• Manage the dispenser program in his/her designated area following the laid down financial procedures and in a cost effective manner;
• Conduct staff performance reviews with the consultation of the Area Coordinator and Program Manager;
• Other duties and responsibilities as assigned by the Area Coordinator and Program Manager.

External Relationships
The Associate Area Coordinator has an important role in ensuring the program maintains a good brand and reputation within the area under his/her jurisdiction. The Associate Area Coordinator will develop useful relationships with program stakeholders and ensure a good rapport with them. The Associate Area Coordinator is expected to manage communication between the program and stakeholders in consultation with the Area Coordinator and the Program Manager.

Qualifications, Experience and Skills
• Minimum Degree in Management, community work, project management or equivalent from a recognized institution;
• At least 2 years of significant operations and management experience with a non-governmental organization as well as demonstrated experience working in the field;
• Excellent written and spoken English required; Eastern languages desirable
• High level of financial integrity and stewardship;
• Demonstrated experience developing work plans and budgets to execute field activities;
• Excellent organization and coordination skills;
• Good people management and leadership skills and demonstrated experience in leading large field teams;

Diarrhea alone kills roughly 750,000 children every year worldwide. In Uganda, about 27,000 children die annually from pneumonia, making it the leading cause of under 5 mortality. Diarrhea is responsible for approximately 10,000 child deaths, approximately 10% of all child mortality. Diarrhea and pneumonia are two of the most solvable public health problems. Safe, effective and affordable drugs to treat those suffering from Diarrhea and pneumonia exist. Low cost antibiotics, such as amoxicillin, can prevent the majority of pneumonia deaths. Oral Rehydration Salts (ORS) and zinc can prevent a majority of diarrhea-related deaths and dramatically improve child health. Burundi: Associate Scientist, Humid Tropic Agroecology and Farming Systems

Purpose of Role

As part of Bioversity’s Agrobiodiversity and Ecosystem Services Programme, the incumbent will conduct research on agroecological intensification and risk management through the use of agrobiodiversity operating from Bioversity’s Uganda. The majority of the work conducted will take place in the context of CGIAR Research Program on “Humid tropics” farming systems[1]. Collaborations are also expected with parallel research programs on Aquatic Agriculture Systems[2], Dryland Systems[3] and Roots Tubers and Bananas[4] which use system based approaches to improve food and nutritional security and overall productivity, and transform the lives of rural poor in the humid tropics. Building on Bioversity’s strengths and collaboration with the Commodities, and the Nutrition & Markets Programmes, research will include a focus on livelihood systems that include important banana and cacao cropping system components. The Bioversity office in Uganda enjoys close collaboration with a multidisciplinary team of scientists from Wageningen University and IITA. Though based in East Africa, the candidate will also be working in collaboration with the Bioversity’s team and partners across the regions of Africa, Latin America, and South East Asia.

Key responsibilities

Reporting directly to the Agrobiodiversity and Ecosystem Services Programme Leader, the position will be based on the Bioversity Office in Uganda or Burundi and managed by Bioversity’s regional Office for Sub-Saharan Africa. The incumbent will have interdisciplinary skills and an understanding of how to integrate field-based methods with advanced systems modeling and team based approaches cutting across disciplines.

Contribute to the development of a conceptual framework and research in development strategy for agroecological intensification and risk management at the field and farm scale using as a model smallholder banana- and cocoa-based systems;Support the design, effective data collection and quantitative analysis on the potential for agroecological intensification and agrobiodiversity use by smallholder and resource-poor rural households across socio-economic and agroclimatic gradients;Contribute to the prototype development for field and farm agroecological intensification and risk management, building on more effective resource use, in partnership with smallholder households;Co-develop complementary field and farm level models, both quantitative and qualitative, which explore alternative approaches to agroecological intensification and risk management through the use of agrobiodiversity at different scales bringing together farmer local knowledge and science-based agroecological frameworks and processes;Advise MSc and PhD students and collaborate with national and international scientists in the use of modeling and farmer-scientist prototype testing for agroecological intensification and risk management through the use of agrobiodiversity;Contribute to the development of proposals to fund research in development of agroecological intensification and risk management in collaboration with other programme staff;Author and publish articles in peer-reviewed international and regional technical journals; assist with the preparation of technical materials to make principles and practices of agroecological intensification and risk management more accessible and participate in training of diverse users of research tools and results;Contribute to other organizational and programmatic activities as and when required.

PhD in agroecology, agroecosystem science, system modeling or other discipline that is appropriate for taking a quantitative systems approach at field and farm level.Statistical knowledge and experience in studies and quantitative analyses of agro-ecosystem and farm data.Minimum of 3 years of experience in research on agroecological systems, agricultural development, and/or cropping and livelihood systems.Experience with the implementation of research projects. Excellent communication, interpersonal and team work skills including the ability to effectively interact with people at all levels and work effectively in a multi-cultural and multi-disciplinary environment.Proficiency in English, both verbal and written; basic French language skills.Well-developed analytical and synthesizing skills including the ability to write clear and concise scientific documents and research proposals.Strong desire to work in an output driven environment integrating theory with practice; combined field and analytical experience, and a desire to use scientific skills to tackle agricultural development problems of global significance.

Desirable qualifications and competencies:

Quantitative skills in simulation and bioeconomic modeling and a background in biology, agronomy, ecology, ecophysiology or environmental sciences.Ability to integrate socio-economic and agroecological dimensions.Qualitative skills in farmer participatory systems research and ability to interact/collaborate with smallholder families and/or groups.Publication record in high impact journals and a record of writing successful project proposals.Participation in global fora and networks on the relevant areas.

Terms and Conditions:

Innovations for Poverty Action (IPA), is an international non-profit research organization. Based in New Haven, CT, with offices in Washington, D.C. and worldwide, IPA works with development partners and academic researchers to create and evaluate approaches to solving development problems, to communicate “what works” in development and to scale up successful projects in a variety of fields, including health, education, microfinance, governance and agriculture.

Position Summary

Innovations for Poverty Action seeks a qualified Project Associate to lead a study that evaluates a pay-as-you go solar system in Uganda. The position offers an opportunity to gain first-hand field management experience in an organization undertaking cutting-edge development research. The work will stretch your analytical and management skills to the limit and will require your full commitment in a challenging environment. This position will be based in Kampala with extensive travel in rural areas of the country.

Project Description:

Access to clean, safe, affordable light and power is one of the obstacles to – or enabler of – economic and social development.  Approximately 1.3 billion people globally—590 million in Africa alone—live without electricity and rely predominantly on kerosene lanterns and other non-electric energy sources. Kerosene is not only more costly and lower quality per unit of service, it is also unhealthy and unsafe, inhibiting quality of life attainments and constraining productive potential.

d.light, in partnership with M-KOPA, will pilot the marketing and distribution of the "Pay-GO" home system in Uganda. This product combines two innovations into one offering: 1) an upgradeable solar power system, and 2) pay-as-you-go consumer financing. Upgradability enables consumers to buy only as much light as they need and can afford initially, then allows them to add light to their initial system when they need and can afford more, without obsoleting their initial outlay. Pay-as-you-go financing can make this product more affordable for consumers, with a low initial outlay and monthly payments amounting to what consumers would otherwise spend on fuel and mobile charging. This study will measure the effect of Pay-GO usage on lighting and mobile-charging expenditure and productive time, as well as a more qualitative measure on perception of living standards.

The Principal Investigators are Hunt Allcott (New York University) and Dean Karlan (Yale University).

Responsibilities

The Project Associate will be responsibility for a variety of tasks including, but not limited to:

    Developing and piloting the survey instruments, including programming questions onto a mobile phone and managing the translation of the survey into the local languages.
Hiring, training, and managing the groups of field teams who will conduct the interviews.
Managing all field logistics, procuring equipment, and ensuring the study has approvals from local authorities.
Helping to inform the project design based on the results of a pilot; overseeing the baseline and endline data collection exercises.
Ensuring all data quality protocols are followed including auditing enumerators and performing daily checks of the incoming data; correcting the errors of staff iteratively to ensure the data is of the highest quality.
Managing the data from collection at the household to delivery of a final, cleaned dataset.
Managing the budget including helping IPA management to inform the initial budget decisions and tracking all expenses to ensure costs are within project funds.
Writing regular progress reports and leading project meetings to ensure deadlines are met.
Monitoring the intervention to ensure it is carried out correctly and consistently—ensuring there is no spillover between treatment and control.
Working closely with NGO partners running the program and liaising between all stakeholders to ensure all interests are aligned and accounted for.

Desired Qualifications and Experience

    A Bachelor's or Master’s degree in economics, public policy, international development, public health or related fields.
Excellent project management and organizational skills; meticulous attention to detail
Strong quantitative skills and knowledge of Stata required; programming and other technical knowledge a strong plus.
Demonstrated ability to lead staff efficiently to achieve project goals.
Flexible, self-motivating, able to manage multiple tasks efficiently and a team player.
Experience working or living in developing countries.
Familiarity with randomized controlled trials.
