Kingdom of Belgium Scholarships For Ugandans- Masters, Bachelors and Short Training Programmes

ANNOUNCEMENT FOR SCHOLARSHIPS FOR THE 2012/2013 ACADEMIC YEAR

The Government of Belgium, in cooperation with the Ministry of Health and the Ministry of Education and Sports, will award bilateral SCHOLARSHIPS to Health Workers working in the Public sector and PNFPs, Ugandan professionals working in the Education sector for Public Institutions and Ugandan nationals (civil servants, employees from the private sector and the civil society) for the academic year 2012/2013.

The Belgian Government provides scholarships for Masters, Bachelors and Short Training Programmes at Local, Regional, and Belgian universities.
Positive discrimination towards female students will be pursued and candidates working upcountry (especially Districts in the Hard to Reach/Stay areas) will be given priority. Studies at reputable universities all over Uganda can be funded.
At least half of the budget will be distributed for scholarships within the scope of the two priority sectors ‘Education’ and ‘Health’.

1 Who can apply for a scholarship?

1.1 For Master studies:
• Ugandan national, do not exceed 35 years old on 31/5/2012, have a Bachelors Degree, the course is relevant to your work and you have a minimum of 2 years working experience.
• You have a valid letter of admission to the relevant university by 4th July 2012 and have the written authorization of your employer and a letter of guarantee of employment after completing the studies

1.2 For Bachelor studies (Health Workers and BTVET institutions only):

• Ugandan national, do not exceed 30 years old on 31/5/2012, have an A-level certificate, have a higher diploma or an equivalent in the field you are requesting
• You have a letter of admission to the relevant university by 4th July 2012, have the written authorization of your employer and a letter of guarantee of employment after completing the studies

1.3 For Short Training Programmes (Belgium / Region/Uganda):

• Ugandan national, the course is relevant to your work, and does not exceed a study period of 6 months,
• You have the written authorization of your employer and a letter of guarantee of employment after completing the studies, and a valid letter of admission to the relevant programme

2 For which Programme can I apply?

Programmes listed on this advert are legible for funding. Applicants must be ready to start the course during the year of award of the scholarship and NOT later.

2.1 Priority Masters and Bachelors courses for funding under the Health Sector.

• Masters Courses: Anaesthesia, Pathology, Community Practice (family medicine), Psychiatry, Neuro-Surgery, ENT Surgery, Ophthalmology, Radiology, Oral Facial Maxilla Surgery, Orthopaedic Surgery, General Surgery, Obstetrics & Gynaecology, Internal Medicine, Paediatrics, Dermatology, Urology, Neurology, Biostatistics & Epidemiology, Health Service Management, Policy Health Planning and Management , Health Economics, Palliative Care. and Leadership and Management
• Bachelors Courses: Human Medicine MBchB), Biomedical Engineering, ICT, Pharmacy and Nursing, and Dental Technology.

2.2 Priority courses for funding under the Education Sector

• Masters Level: English Language, Sciences, Mathematics, Special Needs Education, Education Technology, Guidance and Counselling, Fine Art, Sport Science, Petroleum Studies, Textile Technology, Food Technology and Value Addition, Irrigation Engineering, Procurement Management, Sport Science, Electrical Engineering, Mechanical Engineering, Civil Engineering, Architecture, Education Technology ET, Water Engineering, Entrepreneurship and Small Business Development, Public Health and Management
• Bachelors Level (BTVET Institutions only): Bachelor of Science in engineering fields (Mechanical, Electrical and civil), Medical Education/Health Personnel Education.

2.3 General programme: Priority areas for other applicants who work outside the Health and Education sectors (Civil Servants, Employees from the private sector and from the Civil Society) for Masters.

Courses applied for MUST be directly related to the sectors and the themes of the Belgian Development Cooperation. These are: (i) public health, (ii) education and training, (iii) agriculture and food security, and (iv) conflict prevention and peace building

3 How and when can I apply for the scholarship?
Applicants can obtain application forms for the academic year 2012 /2013 from the website of the Embassy of Belgium; www.diplomatie.be/kampala and the website of the Belgian Development Agency; www.btcctb.org.
These forms are only available on the websites.
Filled in application forms should be returned to the Embassy of Belgium at the address below from Monday to Friday, latest Friday 16th December 2011 at 12:00pm.
Please do not send your application by e-mail. Only Hand Delivered applications will be accepted.
Note:
a. Only candidates complying with the criteria should apply for a scholarship.
b. Female candidates are encouraged to apply
c. Courses at reputable universities in Uganda can be funded.
d. Applicants for scholarships for the health Sector should be willing to sign the Government of Uganda (GoU) bonding agreement and to work for a period equivalent to the scholarship period.

Short listed candidates will be published on these websites by 10th February 2012. Interviews will commence on 20th February 2012. The Final Results of the selected candidates will be published on these websites by the end of March, 2012.

Peace Building Fund Programme has a Job Vacancy for Ugandans

Background

The UN Peace Building Fund (PBF) is a global fund designed to support several country situations that is countries emerging from conflict. Specifically the support is aimed at but not limited to, 1- Responding to imminent threats to the peace process and initiatives that support peace agreements and political dialogue; 2 - Building or strengthening national capacities to promote coexistence and peaceful resolution of conflict; and 3 - Stimulating the economic revitalization to general peace dividends.

In 2010 the PBF allocated funds to Uganda for Northern Uganda specifically the Acholi sub region (7 districts of Kitgum, Gulu, Lamwo, Amuru, Pader, Nwoya, and Agago). Three UN Joint programmes (JP1, JP2 and JP3) were formulated to roll out the interventions of the PBF for the districts of Acholi sub region. JP1 - UN Joint Programme on Peace Building through Justice for all and Human Rights; 2 - JP2: UN Joint Programme on Peace building and enhancing protection; and 3 - JP3: UN Joint Programme on Livelihoods and Local Economic Recovery.

The Peace Building Joint Programmes are directly implemented by eight UN Agencies based in Uganda including, Office of the High Commissioner for Human Rights (OHCHR), United Nations Development Programme (UNDP), United Nations Population Fund (UNFPA), United Nations Children's Fund (UNICEF), International Organization for Migration (IOM), World Food Programme (WFP), United Nations Capital Development Fund (UNCDF), and Food and Agriculture Organization (FAO).

The PBF UN Joint Programmes are aimed at supporting the already ongoing Peace Recovery and Development Plan (PRDP) to foster a lasting peace in northern Uganda following two decades of insurgency and displacement. Specifically, they are short term interventions with immediate impact based on the peace building priorities to quickly address the drivers of conflict. The Joint Programmes are designed to support the government's efforts in addressing the principal challenges related to rebuilding and empowering conflict affected communities in Acholiland.

UNDP is participating in two Joint programmes, in JP1 as a participating UN Agency together with OHCHR, UNICEF, and UNFPA, and in JP3 together with IOM, FAO, WFP, and UNCDF as a convening agency. The implementation for UNDP Components in JP1 and JP3 will be done using the National Implementation modality. The Implementing Partners of the UNDP Components in JP1 are Uganda Human Rights Commission and Refugee Law Project, the Implementing Partner for the UNDP component in JP3 is Enterprise Uganda.

UNDP in collaboration with OHCHR wishes to recruit highly competent PBF Programme/Finance Associate to support in the implementation of the PBF programmes.

Duties and Responsibilities

Under the overall guidance of the Deputy Country Director – Operations and the direct supervision by the PBF Joint Programmes Officer, the Programme/Finance Associate will provide assistance in the implementation of the PBF programmes on the day - to- day project activities. Specifically the Programme/Finance Associate will:

Maintain day-to-day management of financial operations of the PBF Programmes in accordance with the UNDP rules and regulations and relevant manuals.
Manage and monitor the PBF Programmes budget, maintaining all relevant records.
Contribute to PBF programmes implementation in line with the Project's documents and approved work-plans
Provide logistical support to the PBF Programme staff, the Implementing partners in conducting different programme activities including trainings, workshops, seminars, in-country travels and other support as deemed relevant.
Provide guidance to the executing agencies on routine implementation of projects.
Process payment requests including direct payments to suppliers/vendors, advances to the implementing partners and Grants to NGOs in the framework of the PBF Programmes.
Review NEX projects Financial Reports, Recording of the financial reports from implementing partners.
Present information for audit of NEX projects, supports implementation of audit recommendations
Maintain project's disbursement ledger and journal
Prepare and submit accurate financial reports, including monthly and quarterly disbursement reports and financial reports
Manage cash receipts and petty cash
Maintain the proper filing system for finance records and documents
Present information on the status of financial resources for the PBF programmes as required.
Maintain the accounts receivables for the PBF Programmes and deposits recording in Atlas.
Provide full support to project evaluation, reviews and audit missions;

Impacts of Results:

The key results have an impact on the overall achievement of the PBF Joint Programmes (JP1, JP2 and JP3) objectives by delivering the interventions for Acholiland in an efficient and effective way.

Minimum 3 years of practical experience of working within the field of finance and accounting and/or related fields.
Minimum 3 years experience in administrative or programme and project management
Previous experience of working for programme(s) and /or projects funded by UN and/or other development partners
Experience in handling web-based management systems, for example ATLAS project management and financial control system
Experience in the use of computers and office software packages (MS Word, Excel, etc.)
Sound knowledge of the UN System, practices and procedures;

Languages

Fluency in written and spoken English.

The United Nations Volunteers is the UN organization that supports sustainable human development

1. UNV Post Title: ENVIRONMENTAL MANAGEMENT SPECIALIST
2. Project Title: Environmental management in Refugee and IDP hosting areas
3. Duration: 1 year

6. Brief Project Description: To integrate environmental consideration in the
refugee and IDP operation at the field level.
7. Host Agency/Host Institute: UNHCR Uganda
8. Description of Duties:
Under the overall supervision of the Senior Programme Officer in Kampala, with technical support from
UNHCR’s Technical Support Section (TSS), and in close collaboration with relevant Government
Departments, and implementing partners, the environmental coordinator will perform the following duties
and functions:
1. Coordinate UNHCR environmental, forestry, agro forestry energy, and awareness raising related
activities in accordance with UNHCR policies and priorities;
2. Act as focal point and liaison officer for all matters related to environmental activities amongst
different sectors within UNHCR, and between UNHCR, the local authorities, and implementing
partners. Harmonize and coordinate the work of those agencies dealing with environmental
projects;
3. Assess environmental conditions in refugee- and IDP-hosting areas, and assess how and to what
extent those conditions are affected by the presence of refugees and IDP’s. Define main areas of
environmental concern (e.g. deforestation, rangeland degradation, soil erosion, water
conservation, agriculture, etc.);
4. Support the establishment of a local Environmental Task Force consisting of UNHCR, the District
and local Government, implementing partners, local community and IDP and refugee
representatives.

5. Identify ways and means of reducing or arresting the impact of refugee and IDP’s on the
environment, and formulate specific projects in the field of energy conservation, awareness
raising, agro forestry, forest management, erosion control, soil and water conservation and
sustainable agriculture.
6. In collaboration with UNHCR Offices, IUCN, CARE International, Technical Support Section
(TSS) of UNHCR HQ and the Task Force, prepare/follow up upon a detailed environmental action
plan for mitigation and rehabilitation measures of refugee and IDP hosting areas, including
approaches to be taken during camp management.
7. Provide guidance to UNHCR and Partners on the issues related to post-repatriation rehabilitation
in the refugee and IDP hosting areas.
8. Supervise and monitor the implementation of environmental and agricultural projects
administered by UNHCR and its partners;
9. Prepare consolidated reports on environmental related activities of the project, to be submitted to
the Representative and TSS at headquarter.
10. Organize training workshops for government and NGO partners on
• Promotion of Volunteerism
As a UNV volunteer, you are expected to promoting volunteerism and engaging in volunteering
activities. As such you are encouraged to:
• A first step is to strengthen your knowledge and understanding of the concept of
volunteerism by reading relevant UNV and other publications and taking active part in
UNV activities and also to get acquainted with traditional and/or local forms of
volunteerism in the host community.

• Experience with management of sector programme support and/or projects

• Experience of working with or for UN agencies an advantage
• A minimum of six years of experience of working with environment/agriculture management in
refugee and/or rural development programmes in developing countries.
