Sightsavers has an opportunity for an experienced Researcher with a strong interest in health and disability research to join its Policy & Strategic Programme Support team.

The post holder will work with our global research team and will be responsible for supporting research and other evidence generating activities within Sightsavers’ health, education and social inclusion programmes in in East, Central and South Africa region.

The ideal candidate will have a postgraduate degree in public health, epidemiology, statistics or a related discipline. You will have a good knowledge of different research methods including both quantitative and qualitative approaches. Candidates with a good knowledge and experience of research in Sub-Saharan Africa will be of particular interest. Excellent analytical skills with the ability to plan and supervise research projects are essential for this position, as well as excellent written and verbal communication skills in English. The postholder must be able to travel for up to 16 weeks a year.

Danish Refugee Council (DRC) is a private, independent humanitarian organization working to provide durable solutions and promote human security.

In Uganda, DRC works in North, North-Western, South-Western and North-Eastern regions in a range of emergency/development support for the refugees and communities in need with the aim of saving lives by providing protection and humanitarian assistance, and creating livelihoods (for more information go to www.drc.dk).

In the North-Western Regions, DRC is currently a refugee programme for South Sudanese and Congolese with a new protection in emergency component which comprises: child protection with a special focus on separated and unaccompanied minors, psychosocial support, GBV and protection monitoring. A conflict management thematic area - within the overall protection framework - is also being developed. DRC’s programme in West Nile aims at building up the capacities for protection in host communities and strengthening durable solutions for the refugee population.

General Responsibilities

The Head of Programme is responsible for planning and smooth functioning of DRC’s programs in Uganda, Donor liaison, provision of leadership to the programme managers, and advisory to the Senior Management Team.

Position and Reporting Line

The Head of Programme refers to a senior management position that operates countrywide, situated within the Senior Management Team. The Head of Programmes reports to the Country Director.

Specific Responsibilities

Management

Direct technical supervisory over the programme managers [and project managers and coordinators where relevant] with a scope to programming, operations and organisational growth.Development of overall staff competence through leadership, training and coaching of technical and management key personnel.Coordination and quality assurance of commencing, ongoing and completed projects, through management of the programs, program development and M&E, and the grant management system.Ensure the operations implementation is well coordinated between the field offices, projects and activity clusters, and that these receive quality support functions timely as required.Frequent travel to the programmes for direct support, representation and identification of opportunities for organisational growth in the competence areas of DRC.

Programme development and Donor Liaison

Planning of specific DRC projects and programmes in Uganda and across borders to South Sudan, Kenya and DR Congo.Provision of planning input to implementation of DRC’s country strategy, and to establishment of regional strategy for the Great Lakes.Organize needs assessments countrywide and assess the opportunities and humanitarian space for DRC.Monitoring and evaluation of the operations to ensure the overall implementation is in accordance with agreed work plans, donor agreements and humanitarian accountability framework.Support Country Director in harmonizing the implementation of DRC’s Strategies in key thematic areas e.g. Protection and Community Service.Explore and update DRC with countrywide refugee flows, humanitarian and security situation, and needs for assistance, and identify links to DRC’s competence areas, through needs assessments and personal interaction with donor and government representatives.

Representation

Representation of DRC as a professional INGO partner, to the government authorities, security forces, donors and partners in formal and informal settings.Strengthening of DRC position nationally and regionally by actively maintaining an extensive contact network of relevant authorities, think tanks, UN and donor representatives in Uganda and Great Lakes region.

Fundraising

Assistance to the CD in development of the fundraising strategy, pursuing funding opportunities in all DRC competence areas, and harnessing the capacities of the programme managers and SMT to identify and materialize financial opportunities.Management of concept development (concepts, proposals, studies, presentation, workshops, and networking).

Security

Studying and reporting the security situation in Uganda with focus on UPDF and rebel groups, and security development at borders to Kenya, South Sudan and DR Congo.

Reporting & Research

Monitoring of the quality and timeliness of research and formal reporting carried out in operations.Planning of DRC advocacy publications, annual reports, and associated preceding evaluation of DRC’s performance in the country.

Qualifications and Qualities

Minimum Masters degree in any of the following: Development Studies, International relations, refugee studies, human rights, social sciences, or related field10 years professional work experience in managing multi-sectorial refugee assistance program including protection and community services, community mobilization, with INGOs or UN, including operational IDP or refugee protection.Proven record of managing complex projects.Proven experience of working at a Senior Management level, particularly as the head of programs.Experience of direct liaison with Donors, particularly UN Donors, and evidence of strong negotiation skills.Excellent analytical, strategic and communication skills.Strong computer literacy and report writing skills.Strong interpersonal skills and demonstrated ability to establish effective working relations with the other team members and other stakeholdersAbility to work under pressure, culturally sensitive, and ability to work with minimal supervision.Conditions for the positions

Duty station: Kampala, with regular travel to field offices
The position is contract based.Remuneration and benefits are as per DRC Uganda standard salary scale and benefit package.

SOS has been working in Uganda since 1991, and runs Children’s Villages and other projects at Kakiri, Entebbe (Abaita Ababiri), Gulu and in Fort Portal - Kabarole district.Job Summary: The National Programme Development Advisor leads the strategic development of the organisation’s key programme themes in the National Association, namely family based care (FBC), family strengthening programmes (FSP), advocacy, gender, education, institutional partnership development and health programmes. He/she leads the National programme development team, and works with counterparts in the national association, to ensure successful development of children’s programmes and initiatives across the country. The position shall be a key member of the National Association management team and must deliver strong results. Key Duties and Responsibilities:  Oversees the planning budgeting and implementation of national programming strategies and objectives.As part of the national management team, gives strategic advice to the National Director and other key staff relating to the development of SOS programmes in the National Association.Builds and leads a strong programme team at NO and program/location level to collaboratively develop and implement country-wide programme plans and actions.Ensures full implementation of defined SOS programming policies, standards and good practises, quality management, advocacy, Child Protection Policy, education etc.Implements appropriate national / programme reporting mechanisms to ensure required standards are maintained and quality care is provided.As necessary, represents the programmes function externally, at regional & continental forums, and actively networks with other senior programme staff of other similar organisations as a specialist in this area of work.Steers the programme / national plans and objectives in the programming area, ensuring that these are aligned with, and support regional plans and continental priorities. Reporting to and working closely with the Country Director and programme team, the Head of Programmes will effectively lead the management and development of VSO Uganda’s holistic, integrated country programme. The HOP is based in Kampala with substantial travel.

Higher level degree in related field, with substantial (>7 years) senior level programme leadership experience in a complex INGO. Substantial prior success in developing major, multiyear proposals. The Partnership Manager, Integrated programs will work under the direct control and supervision of the Program Manager, Child Protection. The job holder will Initiate and take lead for regional program development, planning, implementation, monitoring, evaluation and reporting on integrated Child Rights Governance, Child protection, Livelihoods, health, nutrition and HIV/AIDS Programming implemented in the region. Preferred Skills: Desired Academic back ground, Experience & person specifications;

• A minimum of a Bachelors Degree in any relevant field. Post Graduate training in Project Management, Community Development or a Master’s degree in any relevant field is an added advantage.

• At least 5 years progressive experience in program implementation, management and development with at least 3 of those years in a management position in an international development organisation. Relevant experience supervising community based social development projects and with International NGOs particularly those addressing children’s rights and applying the partnership approach.

• Demonstrable financial, planning and budget management skills a MUST with thorough knowledge of proposal development and program implementation.

• Experience of developing, maintaining and improving relationships with local governments, UN Agencies and other NGOs.

• Strategic management, people management and good interpersonal skills

• Computer literacy skills in MS Office applications, word, excel, PowerPoint, Spread sheets

• Facilitation and presentation skills

• Ability and willingness to undertake periodic field travel to upcountry and in insecure areas.

Kingdom of Belgium Scholarships For Ugandans- Masters, Bachelors and Short Training Programmes

ANNOUNCEMENT FOR SCHOLARSHIPS FOR THE 2012/2013 ACADEMIC YEAR

The Government of Belgium, in cooperation with the Ministry of Health and the Ministry of Education and Sports, will award bilateral SCHOLARSHIPS to Health Workers working in the Public sector and PNFPs, Ugandan professionals working in the Education sector for Public Institutions and Ugandan nationals (civil servants, employees from the private sector and the civil society) for the academic year 2012/2013.

The Belgian Government provides scholarships for Masters, Bachelors and Short Training Programmes at Local, Regional, and Belgian universities.
Positive discrimination towards female students will be pursued and candidates working upcountry (especially Districts in the Hard to Reach/Stay areas) will be given priority. Studies at reputable universities all over Uganda can be funded.
At least half of the budget will be distributed for scholarships within the scope of the two priority sectors ‘Education’ and ‘Health’.

1 Who can apply for a scholarship?

1.1 For Master studies:
• Ugandan national, do not exceed 35 years old on 31/5/2012, have a Bachelors Degree, the course is relevant to your work and you have a minimum of 2 years working experience.
• You have a valid letter of admission to the relevant university by 4th July 2012 and have the written authorization of your employer and a letter of guarantee of employment after completing the studies

1.2 For Bachelor studies (Health Workers and BTVET institutions only):

• Ugandan national, do not exceed 30 years old on 31/5/2012, have an A-level certificate, have a higher diploma or an equivalent in the field you are requesting
• You have a letter of admission to the relevant university by 4th July 2012, have the written authorization of your employer and a letter of guarantee of employment after completing the studies

1.3 For Short Training Programmes (Belgium / Region/Uganda):

• Ugandan national, the course is relevant to your work, and does not exceed a study period of 6 months,
• You have the written authorization of your employer and a letter of guarantee of employment after completing the studies, and a valid letter of admission to the relevant programme

2 For which Programme can I apply?

Programmes listed on this advert are legible for funding. Applicants must be ready to start the course during the year of award of the scholarship and NOT later.

2.1 Priority Masters and Bachelors courses for funding under the Health Sector.

• Masters Courses: Anaesthesia, Pathology, Community Practice (family medicine), Psychiatry, Neuro-Surgery, ENT Surgery, Ophthalmology, Radiology, Oral Facial Maxilla Surgery, Orthopaedic Surgery, General Surgery, Obstetrics & Gynaecology, Internal Medicine, Paediatrics, Dermatology, Urology, Neurology, Biostatistics & Epidemiology, Health Service Management, Policy Health Planning and Management , Health Economics, Palliative Care. and Leadership and Management
• Bachelors Courses: Human Medicine MBchB), Biomedical Engineering, ICT, Pharmacy and Nursing, and Dental Technology.

2.2 Priority courses for funding under the Education Sector

• Masters Level: English Language, Sciences, Mathematics, Special Needs Education, Education Technology, Guidance and Counselling, Fine Art, Sport Science, Petroleum Studies, Textile Technology, Food Technology and Value Addition, Irrigation Engineering, Procurement Management, Sport Science, Electrical Engineering, Mechanical Engineering, Civil Engineering, Architecture, Education Technology ET, Water Engineering, Entrepreneurship and Small Business Development, Public Health and Management
• Bachelors Level (BTVET Institutions only): Bachelor of Science in engineering fields (Mechanical, Electrical and civil), Medical Education/Health Personnel Education.

2.3 General programme: Priority areas for other applicants who work outside the Health and Education sectors (Civil Servants, Employees from the private sector and from the Civil Society) for Masters.

Courses applied for MUST be directly related to the sectors and the themes of the Belgian Development Cooperation. These are: (i) public health, (ii) education and training, (iii) agriculture and food security, and (iv) conflict prevention and peace building

3 How and when can I apply for the scholarship?
Applicants can obtain application forms for the academic year 2012 /2013 from the website of the Embassy of Belgium; www.diplomatie.be/kampala and the website of the Belgian Development Agency; www.btcctb.org.
These forms are only available on the websites.
Filled in application forms should be returned to the Embassy of Belgium at the address below from Monday to Friday, latest Friday 16th December 2011 at 12:00pm.
Please do not send your application by e-mail. Only Hand Delivered applications will be accepted.
Note:
a. Only candidates complying with the criteria should apply for a scholarship.
b. Female candidates are encouraged to apply
c. Courses at reputable universities in Uganda can be funded.
d. Applicants for scholarships for the health Sector should be willing to sign the Government of Uganda (GoU) bonding agreement and to work for a period equivalent to the scholarship period.

Short listed candidates will be published on these websites by 10th February 2012. Interviews will commence on 20th February 2012. The Final Results of the selected candidates will be published on these websites by the end of March, 2012.

We regret to inform the public that scholarships for PhDs including mixed PhDs are no longer part of the Belgian programme. This is due to the new instruction from the Belgian cooperation. For alternate PhD studies visit: VLIR UOS or CUD
