In addition to writing, editing, and proofreading site content, this person will work closely with the technical team to maintain site standards with regard to new development. The candidate will also be responsible for crafting site promotions, email newsletters, and online and social media outreach campaigns. The person will work closely with technical, and other members of our organization, so strong communication skills are needed. The ideal candidate will also have experience managing the online presence of a government organization and providing technical support to mixed level of users. Tasks require a strong attention to detail and the ability to work under tight deadlines. The candidate should be a dynamic, self-motivated individual with experience and skills in web content management, writing and editing for the web, graphic design and web site management.Major Duties and ResponsibilitiesOnline content management (60%):·             Create, develop and manage content for Peace Corps Uganda’s web presence (requires working with content management software).·             Coordinate web projects across Peace Corps Uganda program departments.·             Maintain a consistent look and feel throughout all web properties as per Peace Corps’ requirements.·             Working with a cross-departmental team, maintain and develop the master content calendar for all web properties copy, edit, and proofread all web content working with the departmental heads.·             Oversee and manage the Facebook and Twitter accounts and other social networking presence of Peace Corps Uganda and monitor the blogs.·             Keep current with emerging web technologies through relevant blogs, listservs, and social media Platforms.·             Assure web-based information is archived for future needs and reference.·             Track and report on all site metrics.·             Work cooperatively with key team members, clients and vendors.·             Manipulate and organize data including but not limited to video, audio etc. into a web format.Staff Training and Support (20%):·             Training office staff on software Peace Corps uses such as; Microsoft Office suite, Adobe suite, Internet explorer, Windows 7 and 8, burning software; Peace Corps applications: VIDA, Intranet, SFTP, Track-it, SharePoint.·             Aside from the daily instructions on specific problems and methods of performing simple tasks, the incumbent also must provide individual training to new employees and to all users on new software packages or procedures.·             Provide group user training as mandated by the Post. ·             Assist in developing legible and comprehendible training material for computer users to augment verbal and classroom instructions.           Hardware support and maintenance (5%): ·             Perform routine maintenance and help staff with their immediate hardware issues on all computer equipment and LAN system, including but not limited to Photocopiers, Printers Desktop CPU etc.·             Act as first point of contact with local HP warranty reseller on desktops. Deal with repair centers where to repair broken IT Equipment.·             Develop a maintenance plan for the Peace Corps Uganda computer equipment and LAN systems, ensuring the incumbent and other system employees and Volunteers are utilizing it.·             Troubleshoot hardware and software systems.·             Maintain a legible and comprehensive record log of all actions conducted on the LAN/WAN, to include routine procedures as rebooting of the systems.·             Seek in-house, local and regional assistance in a reasonable amount of time to ensure the least amount of downtime. ·             Diagnoses computers for hardware failures then coordinate with suppliers for defective or broken down parts and process replacements for the equipment under warranty and arrange sending the defective ones them back to suppliers.I.T. Equipment disposal & Inventory Management (8%):·             Upon receipt of new equipment and after deployment of the same incumbent is responsible for taking old equipment off the inventory and handing it over to GSO for disposal.·             The incumbent shall follow the Peace Corps regulations for disposition of Information system hardware.·             The incumbent will be responsible Post’s inventory Management.                                   Act as IT security assistant and second point of contact.    Act as IT Specialist backup on IT Specialist absence.QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCEBachelor’s degree is required.A Bachelor’s degree in English, Journalism, Computer Science, Technical Writing is preferredA minimum of 2 years of progressively responsible experience in Online Content management and computer user support is required.Familiarity with US Government I.T. standards is preferred.Proficiency in English is requiredAbility to speak at least one local language is preferredGeneral familiarity with web technologies and design languages (applications) including client and server side scripting, online content management. ·         Exceptional communication and organizational skills·         Advanced knowledge of HTML and experience with popular content management systems (Drupal, Convio, Kintera, etc.)·         Ability to manage multiple projects in a fast-paced, deadline-driven environment·         Ability to do video and audio editing·         Basic Adobe Photoshop skills·         Proven ability to build consensus and work effectively within a cross-departmental team 3-5 years’ experience managing content and production for high traffic websites.·         Good users support and training skills being physically present or on the phone.·         Very good knowledge of common applications like Microsoft Office and Adobe suites.·         Good background on computer maintenance.·         Ability to quickly learn and teach Peace Corps applications.·         Managing Active directory environment on Windows server 2012.·         Managing backup on windows servers.·          Candidate must be able to legally work in Uganda.Under direct supervision of the Director of Management and Operations with delegated supervision by the I.T. The Office of Safety and Security provides technical oversight of security related matters and SSM professional development. The SSM reports to the Country Director (CD) who manages day to day workload. The SSM has primary responsibility for managing appropriate safety and security systems and procedures in compliance with MS 270 and other policies, and develops risk mitigation and response strategies to implement the Post security program. The SSM is responsible for reporting non-compliance with MS 270 to the CD.Key Duties and Responsibilities:  1. Supports and verifies Safety and Security Policy Implementation: Offers administrative support and verification that adequate systems are functioning to support Volunteer safety and security in accordance with Peace Corps Manual Section (MS) 270, Volunteer/Trainee Safety and Security. Coordinates Safety and Security Training:In collaboration with the Director of Programming and Training or equivalent, participates in the design, development and delivery of safety and security related Pre-Service Training (PST) and In-Service Training (IST) sessions. Collaborates with senior staff to ensure appropriate safety and security training is provided to post staff.Under the technical supervision of the PCSSO, works with the Training Manager to ensure that all safety and security learning objectives are integrated into Pre-Service Training/In-service Training (PST/IST) and successful completion is documented.Regularly provides staff safety and security briefings/orientations to ensure that they understand roles and responsibilities with respect to safety and security; conducts emergency preparedness training as appropriate.Provides an overview of Peace Corps' approach to safety and security and relevant, Post-specific, security concerns/considerations during training-of trainer (TOT) events.Trains a back-up to assist with safety and security responsibilities during a crisis or when the SSM is unavailable.3. Ensures that GPS data is kept up-to-date based on changes in Volunteer placement. Trains staff on the use of GPS equipment (if applicable) to ensure that any staff involved in site identification and Volunteer visits can capture GPS data.Compiles adequate documentation on disaster-prone areas and ensures that Programming staff are aware of that information as part of the site identification process and the approval process of Volunteer housing.Works with appropriate staff in mapping Volunteer sites and consolidation points4. Manages Incident Reporting and Response:  FOR SEXUAL ASSAULTS- as part of the designated staff at post, manages the security and non-medical follow-up for Volunteer incidents of sexual assault, including but not limited to:Assuring that the Volunteer or other Volunteers are safe from imminent or serious threat and taking immediate action to remove victim or others if a serious or imminent threat exists.Actively communicating with the Assigned Security Specialist for guidance when required and according to the notification protocol.Protecting the confidentiality of information surrounding the sexual assaultCoordinates with the Office of General Counsel on the hiring of an attorney to advise a Volunteer on the legal process (when necessary)Conduct post-incident assessment to identify any ongoing threats or security concerns and mitigation strategiesActively participates in agency Coordinated Incident Response System (CARS) calls when needed.Makes logistical arrangements for Volunteers (e.g hotel or travel arrangements)Supports in developing a safety plan in collaboration with the Assigned Security Specialist and the Victim AdvocateFOR ALL INCIDENTS-Ensures that reportable incidents are communicated to the CD in accordance with policies and procedures; serves as the point person for completing incident reports in the Consolidated Incident Reporting System (CIRS) per the Consolidated Incident Reporting Guidelines.Under the technical supervision of the PCSSO, collaborates with the CD and PCMO to develop reporting, response and follow-up procedures for Volunteer Incidents; supports delivery of appropriate support services to victims in a timely manner such as:Providing immediate, direct and follow up support to a PCV in the event of an incident or security situation as directed by the CDReferring PCV to necessary medical and emotional supportSupporting PCV to file a police complaint and attending investigative meetings, court hearings or trialsReevaluating the Volunteer's site and/or homeProviding additional personal safety training or support and;Disseminating relevant information5. Advises on Safety and Security Policy and Program:Under the technical supervision of the PCSSO, makes recommendations to the Country Director for changes in training and program policy and procedures as they relate to Volunteer safety and security based on changes to the security environment at post.Under the direct supervision of the PCSSO, participates in the Legal Environment Survey and subsequent revisions to accurately advise the CD and PCVs when crime incidents occur.In collaboration with the CD, assists in developing a plan for implementing PCSSO visit recommendations. This plan will be reviewed by the PCSSO and coordinated with the RSA. Provides regular updates on implementation progress and/or challenges to the CD and the PCSSO.In collaboration with the CD and under the technical supervision of the PCSSO, prioritizes and executes improvements to post's safety and security systems.6. Prepares for and Responds to Emergencies:Serves as the main technical advisor to the CD and senior staff at post during an emergency situationCoordinates the testing of the EAP with Volunteers and staff at least once per year in accordance with the Agency's EAP testing guidelines. In collaboration with other staff, prepares a written report of the results of the EAP test and submits it to the PCSSO for review before distribution to other relevant parties.Under the direction of the CD and the technical supervision of the PCSSO, coordinates an annual risk assessment and review of the EAP. Ensures that revisions to the EAP are made as neededIn coordination with the CD/DMO/RSO/PCSSO, ensures that office emergency drills are conducted according to applicable guidelines.Under the technical supervision of the PCSSO, develops criteria for the selection of consolidation points and/or regional transit houses and ensures that the sites chosen comply with the criteria. Reviews EAP consolidation point information for accuracyTests security equipment such as satellite phones, radios and other emergency devices periodically. Acts as Safety and Security Liaison:Establishes and maintains open communication with both the PCSSO and the RSA, informing them of both problems and progress in the country, such as major incidents, changes in crime data and other information on new policies or programs affecting safety and securityDevelops and maintains contact with Embassy security staff and local law enforcement to obtain crime updates and information needed for assessing the security environment of Post and to foster relationships that can be leveraged during emergency situations or in response to crime incidents.Serves as Post's primary safety and security contact/intermediary with other non-governmental organizations, Volunteer organizations (e.g VSO, JICA,/JOCV, SNV, UNV etc.) and other development agencies.Conducts annual crime trends analysis; shares results with staff and Volunteers as appropriate; and coordinates modifications of post's safety and security program based on findings. Submits annual trends analysis to the Office of Safety and Security (i.e. PCSSO) and Region (i.e. RSA)9. The incumbent will be required to operate Peace Corps vehicles in accordance with Peace Corps and U.S Government requirements and with supervisor instructions to transport cargo and personnel, Trainees, and Volunteers to appointments in Kampala and, as may be needed throughout the countryside, where Peace Corps and its volunteers work. Project/Proposal Summary:
The purpose of this project is to support peace building and conflict mitigation in Uganda by strengthening mechanisms for resolution of conflicts over land, oil and ethnic diversity. It will further enhance the capacity of local actors to prevent violent conflict and transform them into peaceful outcomes while promoting reconciliation. Through training, technical assistance and providing grants to Civil Society Organizations (CSOs), the project will focus on the oil rich Albertine region, the Lord's Resistance Army (LRA) affected Northern Uganda, and Central Uganda as primary entry points.
Position Summary:
The Chief of Party will provide overall leadership to the project and manage its technical and administrative functions. The CoP will also provide strategic guidance in implementing the project’s workplan. The CoP will manage relations with government bodies as well as with USAID and ensure compliance with all applicable laws and regulations.
Responsibilities:
• Oversee all aspects of technical and administrative management
• Hire, train and manage a team of local staff and recruit and ensure the technical quality of the work of short-term technical advisors as needed
• Work closely with local civil society groups to build their capacity for resolving conflicts over land, oil and ethnic diversity
• Provide sub-grants to CSOs; provide training in the technical and budgetary application process, oversight during implementation and ensure transparency and accountability
• Build strong relationships with USAID, the national Ugandan government and local governments in Northern and Central Uganda, serving as MSI’s main representative in the field
Qualifications:
• Prior experience as Chief of Party on a USAID funded project
• Demonstrated technical expertise in the thematic program areas above, including: local dispute resolution, civil society capacity building, land administration and/or natural resource management
• Experience in Sub-Saharan Africa required; Experience in Northern Uganda preferred
• Experience implementing projects in partnership with government and local communities in conflict or post-conflict environments
• Degree in international development, public policy, law, politics, conflict or related discipline
• The ability to be based in Uganda for the duration of the project
• Fluency in English is required

Background

The UN Peace Building Fund (PBF) is a global fund designed to support several country situations that is countries emerging from conflict. Specifically the support is aimed at but not limited to, 1- Responding to imminent threats to the peace process and initiatives that support peace agreements and political dialogue; 2 - Building or strengthening national capacities to promote coexistence and peaceful resolution of conflict; and 3 - Stimulating the economic revitalization to general peace dividends.

In 2010 the PBF allocated funds to Uganda for Northern Uganda specifically the Acholi sub region (7 districts of Kitgum, Gulu, Lamwo, Amuru, Pader, Nwoya, and Agago). Three UN Joint programmes (JP1, JP2 and JP3) were formulated to roll out the interventions of the PBF for the districts of Acholi sub region. JP1 - UN Joint Programme on Peace Building through Justice for all and Human Rights; 2 - JP2: UN Joint Programme on Peace building and enhancing protection; and 3 - JP3: UN Joint Programme on Livelihoods and Local Economic Recovery.

The Peace Building Joint Programmes are directly implemented by eight UN Agencies based in Uganda including, Office of the High Commissioner for Human Rights (OHCHR), United Nations Development Programme (UNDP), United Nations Population Fund (UNFPA), United Nations Children's Fund (UNICEF), International Organization for Migration (IOM), World Food Programme (WFP), United Nations Capital Development Fund (UNCDF), and Food and Agriculture Organization (FAO).

The PBF UN Joint Programmes are aimed at supporting the already ongoing Peace Recovery and Development Plan (PRDP) to foster a lasting peace in northern Uganda following two decades of insurgency and displacement. Specifically, they are short term interventions with immediate impact based on the peace building priorities to quickly address the drivers of conflict. The Joint Programmes are designed to support the government's efforts in addressing the principal challenges related to rebuilding and empowering conflict affected communities in Acholiland.

UNDP is participating in two Joint programmes, in JP1 as a participating UN Agency together with OHCHR, UNICEF, and UNFPA, and in JP3 together with IOM, FAO, WFP, and UNCDF as a convening agency. The implementation for UNDP Components in JP1 and JP3 will be done using the National Implementation modality. The Implementing Partners of the UNDP Components in JP1 are Uganda Human Rights Commission and Refugee Law Project, the Implementing Partner for the UNDP component in JP3 is Enterprise Uganda.

UNDP in collaboration with OHCHR wishes to recruit highly competent PBF Programme/Finance Associate to support in the implementation of the PBF programmes.

Duties and Responsibilities

Under the overall guidance of the Deputy Country Director – Operations and the direct supervision by the PBF Joint Programmes Officer, the Programme/Finance Associate will provide assistance in the implementation of the PBF programmes on the day - to- day project activities. Specifically the Programme/Finance Associate will:

Maintain day-to-day management of financial operations of the PBF Programmes in accordance with the UNDP rules and regulations and relevant manuals.
Manage and monitor the PBF Programmes budget, maintaining all relevant records.
Contribute to PBF programmes implementation in line with the Project's documents and approved work-plans
Provide logistical support to the PBF Programme staff, the Implementing partners in conducting different programme activities including trainings, workshops, seminars, in-country travels and other support as deemed relevant.
Provide guidance to the executing agencies on routine implementation of projects.
Process payment requests including direct payments to suppliers/vendors, advances to the implementing partners and Grants to NGOs in the framework of the PBF Programmes.
Review NEX projects Financial Reports, Recording of the financial reports from implementing partners.
Present information for audit of NEX projects, supports implementation of audit recommendations
Maintain project's disbursement ledger and journal
Prepare and submit accurate financial reports, including monthly and quarterly disbursement reports and financial reports
Manage cash receipts and petty cash
Maintain the proper filing system for finance records and documents
Present information on the status of financial resources for the PBF programmes as required.
Maintain the accounts receivables for the PBF Programmes and deposits recording in Atlas.
Provide full support to project evaluation, reviews and audit missions;

The key results have an impact on the overall achievement of the PBF Joint Programmes (JP1, JP2 and JP3) objectives by delivering the interventions for Acholiland in an efficient and effective way.
