of the Republic of Uganda has received a loan and a grant from the

International Fund for Agricultural Development (IFAD) to finance the Project

for Restoration of Livelihoods in the Northern Region (PRELNOR), and intends to

apply some of the proceeds to recruit staff to implement the project. PRELNOR

will cover the districts of Adjumani, Agago, Amuru, Gulu, Lamwo, Kitgum, Nwoya

and Pader.


The overall

goal of the PRELNOR is: Increased income, food security and reduced

vulnerability of poor rural households in the project area. This will be through

increased sustainable production, productivity and climate resilience of

smallholder farmers with increased and profitable access to domestic and export

markets.


Job Summary: The Civil

Engineers will be responsible for overall guidance and management of the

infrastructure investment related activities under the PRELNOR market access

infrastructure (MAI) sub-component in accordance with GoU regulations and

approved procedures for supervision of design and civil works. The incumbents

will be responsible for supervising and guiding activities of contractors that

due regard is given to the quality and quantity of works to be implemented

throughout project operations in the framework of the PRELNOR/MAI.


Key Duties and Responsibilities: 

  • Actively

    contribute to development of the Project Implementation Manual (PIM) with

    regard to MAI Sub-component;

  • Work

    closely with the PMU relevant staff, review and assess proposals from the

    local governments for community access roads (CAR) or aggregation points /

    marketplaces rehabilitation or new works with regard to their technical

    feasibility and preliminary cost estimation, and agreed selection

    criteria;

  • Support

    the LG staff and other PMU specialists to set up and train road and market

    construction committees, in their roles and responsibilities;

  • In

    charge of assessing the appropriateness of proposed structures;

  • Develop

    ToR for design works for selected infrastructure investment and for

    independent reviewers of design documents;

  • Actively

    participate in MoLG bid opening and evaluation committees for evaluation

    of all bids for design services and construction contracts;

  • Regularly

    review evaluation reports provided by the District Contracts Committees

    for civil works implementation and develop consolidated Bid Evaluation Reports

    and recommendations for contracts award for IFAD review and no-objection;

  • Oversee

    design works and review detailed design solutions in terms of sound

    technical solutions, quality and identified scope and volumes of works;

  • Participate

    and contribute in discussions with District Engineers, Design Contractors

    and other interested parties in decision making during design stage and

    review detailed design solutions in terms of feasibility;

  • Mentor

    the implementation of civil works to ensure quality and timeliness, and

    accordingly endorse certificates of satisfactory work completed, for

    payment.

  • As

    a member of the PRELNOR management team, provide reports and information

    on infrastructure investment operations as necessary to the PMU M&E

    specialist and project coordinator, and contribute to progress reports.


Qualifications, Skills and Experience: 

  • The

    applicants for these jobs should hold a higher degree or an equivalent

    qualification in Civil Engineering from a recognised University /

    Institution with sound knowledge of contemporary issues in the rural

    infrastructure of Uganda.

  • A

    minimum of five years’ experience with projects for infrastructure

    rehabilitation including design and construction supervision with proven

    ability to work in a multi-disciplinary team and with rural population.

  • Familiarity

    with engineering design requirements and construction supervision

    procedures of Uganda, as well as with the public procurement procedures

    applicable in Uganda and in donors’ funded programmes.

  • Computer

    literacy skills

  • A

    pragmatic, creative and energetic approach to problem solving and

    decision-making and the capacity to operate effectively with contractors

    and rural populations.

    in charge of community development and empowerment within PRELNOR.


    Key Duties and Responsibilities: 

    • Under

      the guidance of the project coordinator, act as the focal point and

      advocate for mainstreaming of poverty, gender and youth targeting

      throughout project activities

    • Ensure

      that the project activities are implemented in an integrated manner and

      take into account the needs of the local communities and the poor

      households

    • Technically

      support local governments and other implementing partners to integrate

      cross cutting issues into project activities to ensure that correct

      targeting is done

    • Overall

      responsibility for overseeing the contracting of training of trainers

      (TOT) for local government staff and CBFs in participatory rural appraisal

      skills linked to the initial village situation analysis and beneficiary

      selection process

    • Support

      the DCDOs in each district to plan and undertake community mobilization,

      sensitization, community entry, situation analysis, social and

      institutional mapping, wealth ranking, and assessment of existing

      community groups as a basis for beneficiary selection

    • Take

      responsibility for identification and overseeing the contracting of ToT

      for roll-out of training for CDOs, CBFs and farmer groups in Gender Action

      Learning Systems (GALS) for value chains

    • Take

      responsibility for technical oversight and contracting of an implementing

      partner to train CDOs, CBFs and farmer groups in appropriate business

      action planning, financial literacy and record keeping for

      illiterate/semi-literate people

    • Take

      responsibility for overseeing and back-stopping the sub-component on Poor

      Household (HH) Support, including but not limited to technical support for

      contracting of a service provider for update of the HH mentoring guide and

      trainer’s manual including mainstreaming of GALs visioning and PRA tools

      and direct training of district CDO staff and HH mentors.

    • Steer

      the process of identifying the poor households to be mentored and

      subsequently benefit from food security grants provided by PRELNOR and

      provide technical support to the districts in the mentoring of selected

      households. Provide technical support to the districts in the mentoring of

      selected households and assisting them to graduate.

    • Actively

      monitor the implementation of the services and the outcomes achieved by

      the local service providers with regard to farmer group composition,

      social inclusiveness, internal cohesion and reciprocal trust

    • Under

      the guidance of the PMU agribusiness specialist, take responsibility for

      overseeing the contracting of implementing partners for youth income

      generating activities related to agricultural services such as seed

      multiplication, crop protection, agro-processing, transport and marketing.

    • Work

      in liaison with district and sub-county community development officers,

      assess candidates, proposed by DFA Executive Boards, to be trained as

      project lead trainers (PLTs)

    • Actively

      monitor the implementation of the services and the outcomes achieved by

      the local service providers

    • In

      charge of developing an overall communication strategy for the project to

      enhance transparency and accountability of district staff and service

      providers to the local communities.

    • Ensure

      that communication materials about the project activities are developed

      for the mobilization of communities and interest groups.

    • Ensure

      that the information provided during the mobilization process e.g.

      newsletters, radio broad casts and productions is appropriate and accurate

    • Build

      and maintain working relationships with the GoU ministry(s) responsible

      for gender, community development and youth affairs

    • Support

      the MEL specialist to monitor the effectiveness of poverty, gender, youth

      and vulnerable group targeting and to draw lessons

    • Perform

      any other duties and assignments relating to PRELNOR as may be assigned by

      the project coordinator.


    Qualifications, Skills and Experience: 

    • The

      Community Development Specialist should preferably hold a Master’s degree

      in social sciences / or a field related to rural community development

      from a recognised University / Institution.

    • A

      minimum of ten years’ experience in community development and applied

      gender mainstreaming at project / or institutional level.

    • Prior

      experience with poverty, gender and youth targeting in agriculture-based

      rural development programmes. Mastery of Participatory Rural Appraisal,

      experience in designing and implementing successful communication and

      knowledge management strategies for sustainable development.

    • Familiarity

      with household mentoring approaches and GALS.

    • Skills

      and knowledge of rural development project management and implementation

      CPA.

      minimum of two years of relevant work experience

    Under the supervision of the Protection Program Manager, the incumbent will perform the following functions:


    Protecting refugees or other persons of concern to SGBP Program and:


    In the case of partner-referred asylum seekers, such interviews will assist in the determination of whether further HIAS assistance is appropriate.
    Determining for all cases seen by the Psychosocial Program the most appropriate protection solutions for referred refugee clients.
    Assist in research, development of training curricula and conduct presentations on a need to basis in line with the psychosocial program goals and objectives;
    Represent the agency in various forum with a focus on highlighting the plight of Sexual and Gender based Violence clients.
    Assist in identification and referral of cases for psychosocial assessments, medical assistance and other services and monitoring of the same.
    Ensuring that the Psychosocial Program maintains correct data on its protection, advocacy and capacity building activities, and its caseloads.
    Preparing Monthly, Annual Reports and Donor reports on Sexual and Gender based Violence activities and caseloads for submission to the Protection program manager.
    Working closely with other departments and staff members.
    Follow up of client cases in Police and court.
    Performing other duties as required.


    Education: A minimum of a bachelor’s degree in Law from a recognized university, Post Graduate Diploma from Law Development Centre. Master’s degree a plus


    Skills and competencies



    Computer literacy a must with strong knowledge of ACCESS, EXCEL AND WORD;
    Ideal candidate should have a keen awareness and a good knowledge of protection issues and the complexities of working on these issues with a refugee population;
    Strong analytical and report writing skills;
    Must have at a least 3 years’ experience in providing legal assistance in multi-cultural environment. Experience with refugees plus;
    Experience working with refugees, with good knowledge of human rights and protection;
    Training skills and experience
    At least one year of training experience;
    Good team player with excellent cross-cultural international skills, proactive and able to work under minimal supervision while exercising diplomacy, flexibility and assertiveness;
    Ability to confront and discuss sensitive issues with respect and confidentiality.


    Experience: No less than three years job experience in legal assistance, preferably in the NGO sector. Knowledge of refugee protection and assistance a plus.


    Language: Proficiency in English and Swahili. Working knowledge of French and other languages as an added advantage.

    The International Potato Center (CIP) is seeking a highly competent and dynamic individual to fill the newly created position of Deputy Program Leader to support the management and further development of CIP’s Strategic Program on Resilient, Nutritious Sweetpotato.


    The Center:CIP is a not-for-profit international agricultural research-for-development organization with a focus on potato, sweetpotato, and Andean roots and tubers. CIP is dedicated to achieving food security, improved well-being, and gender equity for poor people in root and tuber farming and food systems of the developing world.     The Strategic Program: The Strategic Program on Resilient, Nutritious Sweetpotato seeks to combat micronutrient deficiency and improve nutrition and livelihoods amongst 15 million food insecure households in Africa, Asia, and Latin America and the Caribbean. The Program currently comprises a dynamic portfolio of over 30 research and development projects in 16 countries. We pay specific attention to gender and poverty aspects of our work and monitor our impacts closely. At this time, the Program seeks to scale up our success to more countries through strategic research and development partnerships.


    The Position: The Deputy Program Leader will report to the Program Leader and will be based in Kampala, Uganda with extensive travel to project countries in particular in Africa. He/she will work closely with project leaders, country managers, and other teams responsible for project management and program development. The position demands expertise in program management, proposal development and technical writing, as well as good technical understanding of agriculture and nutrition in the context of international development.


    Duties and Accountabilities:



    1. Program management (60%)

    2. Support the Program Leader in overseeing implementation and management of the global sweetpotato program portfolio.

    3. Work with Project Leaders and their teams to ensure projects generate high-quality results and contribute effectively to wider CIP and CGIAR objectives. Specifically, support Project Leaders in technical reporting, work planning, partnership management, and during major reviews and evaluations.

    4. Review technical project reports to donors and project partners for technical quality, consistency, and completeness.

    5. Coordinate review of monthly internal project updates and work with Project Leaders and relevant CIP teams to identified and address technical and operational issues that require support.

    6. Coordinate reporting of Program progress to CGIAR Consortium Research Programs and contribute to high-level analysis and synthesis of results for donor forums.

    7. Contribute to the monitoring and annual update of the rolling Program Business Plan.

    8. Program development and resource mobilization (30%)

    9. Support the Program Leader in identifying and responding to opportunities for continued program development and growth, working with CIP’s Resource Mobilization Unit and other relevant CIP teams.

    10. Specifically, support Country Managers and Project Leaders to develop funding proposals, including hands-on support for writing and negotiations with implementing partners. This will often involve extensive travel to project countries.

    Selection criteria:


    PhD degree in a relevant discipline, including agricultural, biological, or social sciences. An equivalent degree with strong experience may also be considered.
    At least 10 years of management experience in international development, including at least 5 years senior responsibilities in project or program management.
    Excellent command of program management tools, including up-to-date MLE approaches, business planning, and communications.
    Excellent proposal and report writing skills with a proven track record of success.
    Direct work experience in field-based research or development projects, preferably in agriculture. Direct work experience in sub-Saharan Africa is an advantage.
    Strong understanding of the priorities and approaches of CGIAR research and development programs, in particular of the agriculture and nutrition agenda.
    Excellent leadership skills that support teamwork and service within complex work relationships.
    Excellent English written and verbal communication skills are essential. Working proficiency in French is a strong advantage.
    Ability and willingness to travel extensively, and at times at short notice, to project locations in Africa and other regions.

    Prevention of Online Child Sexual Abuse Consultant | - 2015



    1. Purpose of Assignment


    The consultant will undertake the development of an Action Plan to address and prevent online child abuse and monitor the key outcomes and progress as per the targets identified and agreed upon.


    2. Scope of Work


    1. Provide technical support and assistance to develop an action plan on prevention of online abuse for August 2015 – March 2016 with clear cut targets and key progress indicators highlighted.

    2. Provide coordination support to the National Working Group in monitoring progress against targets and flag any operational issue for corrective action to accelerate implementation.

    3. Support the Ministry of Internal Affairs to identify communication and training resources available on prevention of online abuse.

    4. Support the Ministry of Internal Affairs to develop relevant IEC materials on the issue of online abuse to be used by all relevant departments , have it approved by the National working Group, JLOS and others and provide UNICEF with a ready to print copy of IEC materials with distribution and dissemination plan.

    5. Support and provide Ministry of Internal Affairs and UNICEF relevant documentation, case studies, and lessons learned, good practices on the Prevention of On -Line abuse interventions for sharing with key GOU/Donor and UNICEF HQ colleagues.

    6. Provide back up support to key sectors and ensure that all policy heads of DPP, units of Uganda Police (Interpol, cyber- crime, CFPU, CIID etc.) are sensitized on prevention of online abuse issues for further dissemination to all key staff by their units.

    7.Provide technical inputs along with SAFE team on the proposed baseline/documentation to be undertaken regarding prevalence and knowledge of online abuse in Uganda.

    Prevention of online abuse issues are relatively new areas of work in Uganda and will need to be integrated into existing child protection systems as well as getting new partners in government like Uganda Communications Commission, Interpol, Service providers etc. on board.


    Thorough knowledge of how systems work, track record in coordination & working with large systems including government is desirable, ability to network with CSO and technical experts on dealing with online abuse, and advocacy skills and capacity to deal with sensitive sexual issues with National partners is essential.

    Work Experience


    Proven track record in addressing and working with government /non- government child protection systems, relevant background in child justice and familiarity of government systems and way of work on child protection including on line abuse issues.


    At least five years of experience in working on large scale child protection issues preferably with Government or large international projects.


    Ability to work with senior and field technical teams in government and non -government sectors in Uganda. Knowledge and familiarity of government systems in East Africa useful. 5. Condition:


    Consultant will undertake travel to the districts as and when required and requested by Ministry of Interior and all related costs of travel by road /and air and DSA where applicable will be paid by UNICEF.


    Consultant will have access to UNICEF SAFE team on a daily basis and will sit in UNICEF premises unless otherwise requested to do so in GOU premises.

    Education


    Master’s degree in Sociology/Social Work and/ or Human Rights degree or training.


    Fluency in English and report writing skills essential.


    Ability to analyze, advocate and present data to decision makers for action essential.


    Experience in addressing and understanding of cyber and online child abuse issues desirable. Familiarity with development and understanding of software platforms and operation of internet required. Computer skills OFFICE essential.


    Work Experience


    Proven track record in addressing and working with government /non- government child protection systems, relevant background in child justice and familiarity of government systems and way of work on child protection including on line abuse issues.


    At least five years of experience in working on large scale child protection issues preferably with Government or large international projects.


    Ability to work with senior and field technical teams in government and non -government sectors in Uganda. Knowledge and familiarity of government systems in East Africa useful. 5. Condition:


    Consultant will undertake travel to the districts as and when required and requested by Ministry of Interior and all related costs of travel by road /and air and DSA where applicable will be paid by UNICEF.


    Consultant will have access to UNICEF SAFE team on a daily basis and will sit in UNICEF premises unless otherwise requested to do so in GOU premises.


    The consultant will be paid on monthly basis.

    Position Overview: Village Enterprise is seeking to hire a Director of Monitoring, Evaluation, and Learning who will report to the East Africa Regional Director. This position will be based in East Africa in one of the three Village Enterprise offices in Uganda or Kenya. The MEL Director will work directly with our African and US field staff on projects impacting the people and communities with whom Village Enterprise works in East Africa.


    Job Description


    MEL Role:


    Manage relationship with Innovations for Poverty Action (IPA), external evaluator on impact evaluation;
    Manage relations with external evaluation partners for disseminating results of ongoing impact evaluation;
    Research new econometric and statistical tools and models for analyzing program impacts;
    Identify conferences and journals for submission of research papers, white papers, or posters for presentation to advance organizational learning;
    Manage and assess Village Enterprise Business Owner targeting (an ultra-poor targeting process);
    Oversee and increase the quality and efficiency of core program and special project monitoring;
    Provide performance monitoring data to management and provide recommendations for action based on results of studies and field experiments;
    Design and lead special project evaluations, write reports for funders;
    Build capacity of staff on data collection, interviewing, data entry, analysis and other tasks as required;
    Design new survey tools; quantitative and qualitative


    Operations Role:


    Assist in the implementation, monitoring and expansion of the Village Enterprise core program;
    Attend regular management meetings with in-country staff and US office;
    Train trainers, mentor other employees and build capacity in country offices;
    Act as a liaison between the Field Operations Team and Development Team in the US.


    Qualifications


    Qualified Applicants should possess:



    Bachelor’s degree in International Development, Development Economics, Agricultural Economics, Statistics, or other applied social science research degree; Master’s degree strongly preferred
    3 to 5 years of experience in M&E for International Development, in some cases additional experience will be considered in lieu of advanced degree;
    Experience in quantitative data management and data visualization
    Qualitative and quantitative evaluation skills
    Progressive experience managing teams
    International work experience
    Experience with quasi-experimental and experimental design for evaluations such as: RCTs, regression discontinuity, difference in difference models
    Self-starter who is highly motivated and seeks to find solutions to challenges
    Experience with STATA, SPSS, or another statistical analysis software package
    Ability to self-manage, take ownership of goals, while still balancing working in a team
    Ability to use digital solutions for communications and management across distances
