Western Region Coordinator

Summary:

Malaria Consortium is an international organisation working primarily in Africa and Asia on communicable disease control. Malaria Consortium works closely with Ministries of Health, academic institutions and a range of partners, and is involved in all aspects of malaria control from policy and strategy development to implementation, monitoring and evaluation and operational research. Malaria Consortium also works on the control of other communicable diseases, including tuberculosis, diarrhoea and neglected tropical diseases.
Malaria Consortium's head office is in London, UK and the Africa Regional Office is in Kampala, Uganda. The Uganda office, also located in Kampala, has been active since 2003 and supports a large and diverse country programme. Malaria Consortium Uganda is keen to build on its success over the past six years to continue to strengthen and expand its work relating to malaria and other communicable disease control in support of national targets and the need for further research into best practice approaches. Malaria Consortium Uganda has strong field presence In the western region plus an office in Hoima. There are four projects operating out of this office, Stop Malaria project funded by USAID/PMI, Pioneer project funded by Comic Relief ,ICCM- CIDA .funded by the CIDA and in SCALE project funded by the Bill and Melinda Gates Foundation . The technical focus of the projects are malaria control, health systems strengthening and integrated community case management of malaria, pneumonia and diarrhoea.

Description: Key Accountabilities
1. Lines manage the Western Uganda staff team, whilst respecting technical support supervision lines which will operate from Kampala. The staff team will be comprised of technical officers, project officers, operations officers, finance and administration assistants, drivers and support staff.
2. Work closely with the project coordinators of the relevant projects based in Kampala to support the smooth and timely implementation of, and effective coordination between, all Malaria Consortium Uganda activities in the region.
3. Liaise effectively as required with the Operations, Logistics, Finance and HR departments in Kampala in support the ongoing needs of the office.
4. Liaise effectively with a range of local stakeholders including government, NGO and private sector bodies in the region to ensure effective coordination and delivery of activities and to raise the reputable profile of Malaria Consortium Uganda.
5. Represent Malaria Consortium Uganda on issues relevant to the region, both technically and in terms of donor liaison and co?ordination, with attendance at relevant external meetings, both locally and in Kampala.
6. Update donor regional representatives on the progress of our activities.
7. Provide support to all visits to the field, including for both internal and external representatives.
8. Work with the Kampala office to prepare proposals to meet areas of unmet need and ensure all funding opportunities are followed up and communicated to the Kampala Office.
9. Ensure personal adherence, and that of all Western regiona staff members, to financial, administrative and security procedures, as well as humanitarian principles of the Malaria Consortium
10. Remain up-to-date on the security situation in Western Uganda and ensure all staff working in the Western Region adhere to the Malaria Consortium adhere to security regulations.
11. Carry out any other duties in line with JD assigned by the line Requirements:

PERSON SPECIFICATION
Qualifications:
Essential:
? Degree in social science, public health or management related discipline with a post graduate diploma in project planning and management. A masters degree in the above field will be an added advantage
? 4 years experience in project management, including financial management, human resources, and donor liaison and reporting
Work Based Skills and Competencies

Essential:
? Experience coordinating public health programmes including with INGOs, multilateral or donor institutions
? Excellent organization skills
? Experience in effectively managing diverse teams
? Excellent communications and presentation skills and proficient in word-processing and data management software
? Strong networking skills and the ability to develop strong relationships
? Track record in resource mobilization
? The candidate must also be prepared to live and work in Hoima
