Pharmaceutical Monitoring & Evaluation Specialist ( FULL TIME )

Management Sciences for Health (MSH) is an international non¬profit, public health organisation with headquarters in USA, whose purpose is to strengthen health programs worldwide. MSH Uganda is currently running a number of USAID and other donor funded projects including SURE, both in Kampala and other parts of the country.
SURE (Securing Ugandans’ Right to Essential Medicines) will ensure that the population of Uganda has access to adequate quantities of good quality essential medicines and health supplies (EMHS) by strengthening the national essential medicines and health commodities supply system.
MSH now invites applications from suitably qualified candidates
for the position following positions;
1) Pharmaceutical Monitoring & Evaluation Specialist (secondment to Ministry of Health, Kampala)
Reports To: Assistant Commissioner for Health Services, Pharmacy Division and Chief of Party, SURE
Overall Responsibility:
The Pharmaceutical M&E Specialist will be responsible for establishing a pharmaceutical sector monitoring and evaluation framework and for regularly updating the Pharmacy Division on the status of implementation and the outcomes from the various pharmaceutical interventions being implemented and supported by both GoU and its partners. In addition the job holder will:
• Work with the technical team members at pharmacy division, NDA, NMS, SURE and other key partners to develop appropriate or align available indicators, targets and methods for collecting information on support activities and performance, and assist with analysis for evidence-based decision making for sector improvements.
• Assess information needs with support from pharmacy division managers and other stakeholders to determine key issues and requirements of the required M&E system.
• Provide technical guidance,, in the design of the Pharmaceutical M&E system including design of data collection tools, collection of data from the field, and data management activities.
• Monitor performance and achievements done by Pharmacy Division in line with annual plans, NSSP, and NDP.
• Prepare periodic reports required by the Pharmacy Division and other stakeholders that support effective decision making.
• Prepare bi-monthly stock status reports.
• Support the office of the Assistant Commissioner Health Services (Pharmacy) in the Coordination of Pharmaceutical M&E activities in the Ministry of Health, development partners, implementing partners and Private Not for Profit (PNFP) sector stakeholders.

Requirement:

Qualifications:
1) Masters degree in public health, pharmacy, health services, statistics, research or related field.
2) At least 5 years experience in M&E in a health related field.
3) Familiarity with supply chain concepts and pharmaceutical/logistics indicators.
4) Experience with Ministry of Health procedures and practices is an added advantage.
5) Strong computer skills and understanding of statistical analysis software including the Excel programme.
6) Capacity building/training experience is a plus.
7) Excellent written and oral communications skills with the ability to make presentations.
8) Ability to effectively write/edit reports.
