PROJECT ADMINISTRATOR ( FULL TIME )

About this Job:

The mission of the Infectious Diseases Institute (IDI) is to build capacity of health systems in Africa for the delivery of sustainable, high quality care and prevention of HIV/AIDS and related infectious diseases through training, research and advanced clinical services. IDI has five operational areas through which it works to achieve its mission: prevention, care and treatment; training; research; laboratory services (provided through a partnership with the Makerere University-John Hopkins University Core Lab) and Outreach programmes. Since April 2011, IDI, with funding from Centres for Disease Control and Prevention (CDC) has been offering safe adult Male medical Circumcision services in Kampala as part of a comprehensive HIV prevention package for men. This initiative, branded “AMAKA -Adult Male Medical Circumcision in Kampala” is being implemented in two facilities in Kampala. IDI has received additional funding to further scale up MMC services beyond Kampala. This MMC scale up will initially involve the districts of: Kyankwanzi, Hoima, Kiboga, Masindi, Kibaale, Kiryandongo Buliisa and Kalangala among many others effective 1st October 2012.

3. PROJECT ADMINISTRATOR (1)

Will centrally coordinate and manage all financial and administrative aspects of the Project including all basic human resource related activities, financial and other resources. He/ She will prepare relevant financial and administrative documentation relating to the project and will undertake all detailed planning as well as work relating to administration and logistical support for the project. S/he will ensure that the project is managed within the condition of the grant and implemented effectively.

Key Responsibilities:
• Manage the project budgets and coordinate resources by adopting a consultative approach
• Assisting in the project financial management within IDI guidelines
• Monitoring project budget variances and providing due guidance on potential cost overruns
• Provide monthly and quarterly expenditure forecasts and ensure that appropriate expenditure documentation and information is transmitted on a timely basis ‘
• Coordinate all project logistics including procurement, transportation, shipping, storage and maintenance
• Administer agreements and contracts with multiple partners including project service providers.
• Any other duties as may reasonably be assigned.

Requirement:

Education Requirements:
• A university degree in Business Administration (Accounting) or Commerce
• At least Stage 2 of ACCA or CPA will be an added advantage
• At least three years’ experience; preferably in an international NGO financial and administrative project setting performing similar duties
• Experience in managing US government funds (rules and regulations) will be an added advantage

Knowledge, Abilities and Skills:
• Proven abilities in project administration, including the prioritization of tasks, setting timelines and record keeping
• Strong written and verbal communication skills
• Project planning and management
• Experience in grants management
• Understanding of budget preparation and tracking processes
• Excellent organizational skills including ability to track /monitor multiple projects simultaneously
• High proficiency in the use of office computers and spreadsheets.
• Experience in procurement/ordering, purchasing and tracking supplies
• Ability to work independently to complete many tasks simultaneously to meet strict deadlines.
